   Highmark Inc. d/b/a Highmark Blue Shield submitted an application for approval to increase base rates for central region small group customer product lines:

Program Description

Nongatekeeper Preferred Provider Program
Voluntary Gatekeeper Preferred Provider Program
Comprehensive Major Medical Program
Supplemental Major Medical Program
Gatekeeper Preferred Provider Program
Basic Hospital Program
Medical/Surgical Program

   The average cumulative requested base rate increase of 27.7% is from the last approved filing effective October 1, 2001.

   The filing rate changes will apply to client notification dates on or after November 1, 2003.

   Copies of the filing will be available for public inspection, by appointment, during normal working hours at the Insurance Department's regional offices in Harrisburg.

   Interested parties are invited to submit written comments, suggestions or objections to Bharat Patel, Actuary, Life and Health Actuaries, Insurance Department, 1311 Strawberry Square, Harrisburg, PA 17120 within 30 days after the publication of this notice in the Pennsylvania Bulletin.
