NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS
NPDES APPLICATIONS
PART I PERMITS Under the Federal Clean Water Act and The Clean Streams Law, the following parties have applied for an NPDES permit or to renew their current permit to discharge controlled wastewaters into the waters of this Commonwealth or to conduct other activities required by the NPDES permit. For renewal applications listed in Section I, the Department of Environmental Protection (Department) has made a tentative determination to reissue these permits for 5 years subject to effluent limitations and monitoring and reporting requirements in their current permits, with appropriate and necessary updated requirements to reflect new and changed regulations and other requirements. For new permit applications, renewal application with major changes or applications for permits not waived by the EPA, the Department, based upon preliminary reviews, also made a tentative determination of proposed effluent limitations and other terms and conditions for the permit applications listed in Section II. These determinations are published as proposed actions for comments prior to taking final actions.
Unless indicated otherwise, the EPA Region III Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.24(d).
Persons wishing to comment on the proposed permit are invited to submit a statement, to the office noted before the application, within 30 days from the date of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding this application. The comments should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the responsible office considers the public response significant. Following the comment period, the Department's Water Management Program Manager will make a final determination regarding these applications. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.
The renewal application, including proposed effluent limitations and special conditions, is available on file. For new permit applications, information submitted with the applications is available on file. The information may be inspected and arrangements made for copying at the office indicated before the application.

II. Applications for New or Expanded Facility Permits, Renewal of Major Permits and EPA Nonwaived Permit Applications

PA0012777, Industrial Waste, Rohm and Haas Company, 5000 Richmond Street, Philadelphia, PA 19137. This application is for renewal of an NPDES permit to discharge noncontact cooling water and stormwater from three outfalls serving the Rohm and Haas Facility in the City of Philadelphia, Philadelphia County. These are existing discharges to Delaware Estuary, Zone 3.
The receiving stream is classified for WWF, aquatic life, water supply and recreation.

Description of Proposed Activity: The application is for the renewal of an NPDES permit for existing discharge of industrial waste, groundwater, sewage and stormwater.
The receiving stream, Kreutz Creek, is in the State Water Plan watershed 7-1 and is classified for WWF, water supply and recreation and fish consumption. The nearest downstream public water supply intake for the Red Lion Municipal Authority is located on the Susquehanna River, approximately 18 miles downstream. The discharge is not expected to affect the water supply.

Northcentral Region: Water Management Program Manager, 208 West Third Street, Williamsport, PA 17701.PA0228621, Sewage, SIC 4952, Smithfield Township Authority, R. R. 2, Box 189, Columbia Cross Roads, PA 16914. This proposed facility will be located in Smithfield Township, Bradford County.
Description of Proposed Activity: The applicant has applied for a NPDES permit for the discharge of treated municipal wastewater from a proposed 60,000 gallon per day extended aeration wastewater treatment plant. The system will be owned and operated by the Smithfield Township Authority and will provide sanitary sewer collection and treatment for the area in and around the unincorporated Village of East Smithfield.
The receiving stream, Tomjack Creek, is in the State Water Plan watershed 4C and is classified for TSF.
The nearest downstream public water supply intake, for the Danville Municipal Water Authority, is located on the Susquehanna River, 144 river miles below the point of discharge.

The receiving stream, Susquehanna River, is in the State Water Plan watershed 4C and classified for WWF. The nearest downstream public water supply intake for the Danville Municipal Authority is located on the Susquehanna River, 133 miles below the point of discharge.
The proposed effluent limits for the expansion of Outfall 001 based on a design flow of 1.74 MGD.
