The project is along SR 0196, Segment 0040, Offset 0050, approximately 1.0 mile south of the intersection of SR 0507 and SR 0196 (Newfoundland, PA Quadrangle N: 2.7 inches; W: 16.1 inches).

To construct and maintain a pile-supported structure, including a building, deck and boat slip, in Harveys Lake (HQ-CWF). The structure will extend approximately 40 feet from the shoreline and will have a width of 38 feet. The project includes placement of approximately 120 square feet of pea gravel for fish spawning, as part of a mitigation area. In addition, approximately 31 linear feet (approximately 190 square feet) of rock will be placed to separate the mitigation area from an existing stormwater outflow. The project is at Pole No. 310, along Lakeside Drive (Harveys Lake, PA Quadrangle N: 18.4 inches; W: 4.8 inches) in Harveys Lake Borough, Luzerne County (Subbasin 5B).

Also to construct and maintain an 18-inch diameter reinforced concrete pipe stormwater outfall at Whiteley Creek (Latitude: 30° 48` 08"--Longitude: 80° 07` 03"); (2) to construct and maintain a prestressed concrete spread box beam bridge having a normal clear span of 57.7 feet and an underclearance of 7.25 feet over Dyers Fork (TSF). Also to construct and maintain an 18-inch diameter reinforced concrete pipe stormwater outfall at Dyers Fork (Latitude: 39° 49` 35"--Longitude: 80° 07` 18"); (3) to construct and maintain a reinforced concrete box culvert having a normal span of 15.0 feet and an effective underclearance of 2.42 feet (1.0 foot depressed invert) in an unnamed tributary to Dyers Fork (TSF). Also to construct and maintain a temporary stream crossing consisting of three 48-inch diameter pipes in an unnamed tributary to Dyers Fork and to permanently place and maintain fill in a de minimis area of PEM wetland equal to 0.0219 acre and to temporarily place and maintain fill in 0.008 acre of PEM wetland (Latitude: 39° 49` 51"--Longitude: 80° 07` 19"); and (4) to construct and maintain a reinforced concrete box culvert having a normal span of 16.0 feet and an effective underclearance of 4.40 feet (1.0 foot depressed invert) in Mt. Phoebe Run (TSF). Also to construct and maintain an 18-inch diameter reinforced concrete pipe stormwater outfall at Mt. Phoebe Run and construct and maintain a temporary stream crossing consisting of two 48-inch diameter pipes in Mt. Phoebe Run (Latitude: 39° 49` 59"--Longitude: 80° 07` 35"). The project proposes to directly affect, through bridges, 110 linear feet of perennial stream and through box culverts, 100 linear feet of perennial stream channel and 0.0219 acre of PEM wetland.

The applicant proposes to remove the existing structure and to construct and maintain a two-span, prestressed concrete adjacent box beam bridge having two clear spans of 76 feet each and an average underclearance of 21.0 feet on a 90 degree skew across Conneaut Creek (WWF, MF, perennial) on SR 3002 (Cherry Hill Road), Section B02, Segment 0170, Offset 1887 approximately 0.7 mile northeast of the intersection of SR 3002 (Cherry Hill Road) and U. S. Route 6 N. The project includes: (1) scour protection on the abutment slopes with rock riprap; (2) scour protection with rock riprap radially from the pier; (3) construction of a temporary construction causeway and cofferdams; and (4) roadway construction and widening for approximately 200 feet on the northern approach and 200 feet on the southern approach. The project proposes to directly affect a total of approximately 75 linear feet of stream channel.
E37-145, Pulaski Township Municipal Authority, R. D. 1 Box 1043, Pulaski, PA 16143. New Bedford, Pine Glenn, Frizzleburg and the Village of Pulaski sewage collection and treatment system in Pulaski Township, Lawrence County, ACOE Pittsburgh District.
To conduct the following activities associated with the construction of sewage collection and treatment system servicing New Bedford, Pine Glenn, Frizzleburg and the Village of Pulaski in Pulaski Township, Lawrence County:
1. Construct and maintain an outfall and endwall along the left (east) bank of the Shenango River from the Pulaski Wastewater Treatment Plant approximately 900 feet upstream of the SR 208 bridge.
2. Construct and maintain an outfall and endwall along the right (south) bank of Deer Creek from the New Bedford Wastewater Treatment Plant approximately 950 feet downstream of Valley View Road.
3. Construct and maintain the New Bedford Wastewater Treatment Plant partially within the 100-year flood plain of Deer Creek and impacting 0.076 acre of wetland approximately 700 feet east of Valley View Road south of Deer Creek.
4. Fill 0.0592 acre of wetland for an access roadway to the Pulaski Wastewater Treatment Plant.
5. Fill 0.0394 acre of wetland for access to a pump station in the Frizzleburg Service Area south of Maple Lane.
6. Construct and maintain sanitary sewer gravity lines and force mains across 15 wetland areas totaling 0.81 acre of temporary impact. Of these impacts, two are within the Pulaski Service Area, one is within the Frizzleburg Service Area, seven are within the Pine Glenn Service Area and four are within the New Bedford Service Area.
7. Construct and maintain a sanitary sewer force main across the Shenango River, approximately 470 feet downstream of the SR 208 bridge.
8. Construct and maintain four sanitary sewer line crossings of tributaries to the Shenango River in the Frizzleburg Service Area.
9. Construct and maintain a sanitary sewer line crossing Deer Creek two times in the New Bedford service, one approximately 800 feet east of Valley View Road and another approximately 200 feet west of Valley View Road.
10. Construct and maintain 23 sanitary sewer line crossings of tributaries to Deer Creek, of which 12 are within the Pine Glenn Service Area and 11 are within the New Bedford Service Area.
Project includes contribution to the Pennsylvania Wetland Replacement Fund for replacement of a total of 0.175 acre of permanent wetland impact.

To replace the superstructure, modify two piers and maintain the seven-span railroad bridge (YG-81.99) having three 116-foot long and one 125-foot long span over the Beaver River on the existing Norfolk Southern Railroad line approximately 800 feet south (downstream) of the SR 288 bridge.
E62-352A, Kinzua Warren Joint Authority, Mead Township Building, Mead Blvd., P. O. Box 412, Clarendon, PA 16313, Kinzua-Warren Phase II Sewer Project in Mead and Pleasant Townships, Warren County, ACOE Pittsburgh District (Clarendon, Sheffield and Warren).
The applicant proposes to construct and maintain 80,000 linear feet of 1.5-inch, 2.0-inch, 2.5-inch and 3.0-inch plastic low-pressure line to provide public sewage treatment to 290 units in 6 areas of Mead and Pleasant Townships, Warren County. The project includes the following as described in the specifications submitted with the joint application: (1) three crossings of PEM wetlands; (2) seven crossings of unnamed tributaries to the Allegheny River; (3) two crossings of Dutchman Run; (4) one crossing of Farnsworth Branch; (5) two crossings of the W. Branch of Tionesta Creek; (6) three crossings of unnamed tributaries to the W. Branch of Tionesta Creek; (7) three crossings of Six Mile Run; (8) three crossings of unnamed tributaries to Six Mile Run; (9) one crossing of Elkhorn Creek; and (10) one crossing of Mead Run.

Submission Date for Grant Applications under the Solid Waste-Resource Recovery Development Act The Department of Environmental Protection (Department) announces that it is accepting resource recovery demonstration grant applications from counties, municipalities and municipal authorities within this Commonwealth under the Pennsylvania Solid Waste-Resource Recovery Development Act (act). Projects must be capable of demonstrating, for a minimum of 2 years, the production of energy or the recovery of materials from solid waste (except sewage sludge). Grant applications must meet the terms and conditions established in 25 Pa. Code Chapter 76, adopted under the act.
Priority in selecting successful applicants during this application solicitation will be given to unique and innovative resource recovery projects not previously demonstrated or currently being demonstrated in this Commonwealth. Priority in selecting successful applicants during this application solicitation will also be given to unique and innovative resource recovery demonstration projects involving regional cooperative projects involving more than one county or municipality. Other types of resource recovery projects may also be considered. All projects must be capable of being replicated in other areas of this Commonwealth.
Applicants must provide a business plan and market commitments for energy or materials produced by the demonstration project. All projects should be capable of reaching full scale production within 12 months of notice of a grant award.
A lead municipality or county serving as the development agency for regional projects must have resolutions from other participating counties or municipalities in support of the project. Counties and municipalities may sponsor cooperative projects with private sector entities provided that a minimum of 5% equity in the project is maintained by the development agency for the term of the demonstration period.
The Department will award no more than three grants from applications received during this grant solicitation period. The Department will award no more than $100,000 for any demonstration project selected for funding.
The deadline for submission of grant applications is 3 p.m. on April 22, 2004. Applications must be on forms provided by the Department. Applications received by the Department or postmarked after the deadline will not be considered during this application solicitation.
Counties and municipalities must contact the appropriate Department Planning and Recycling Coordinator to obtain a grant application. A preapplication conference with the Department Regional Planning and Recycling Coordinator is required. Public Hearing for NPDES Permit No. PAI024803028 The Department of Environmental Protection (Department) will hold a public hearing to accept comment on Individual NPDES Permit Application No. PAI024803028 for the discharge of stormwater from construction activities at the proposed Orchard View Estates, Lower Saucon Township, Northampton County.
The public hearing will be held on February 10, 2004, at 7 p.m. in the Lower Saucon Township Building, 3700 Old Philadelphia Pike, Lower Saucon Township, Northampton County by the Water Management Program, Soils and Waterways Section, 2 Public Square, Wilkes-Barre, PA 18711-0790, (570) 826-2553. The hearing is in response to an application submitted by Dolores Grunstra. The NPDES permit application proposes the discharge of stormwater from construction activities to Cooks Creek.
If the public hearing is cancelled due to inclement weather conditions, the hearing will be rescheduled on Tuesday, February 17, 2004, at 7 p.m. in the Lower Saucon Township Building.
The Department will notify Lower Saucon Township of the public hearing cancellation prior to 1 p.m. on the day of the proposed meeting.
The Department requests that individuals wishing to testify at the hearing submit a written notice of intent to Orchard View Estates Hearing, Department of Environmental Protection, Water Management Program, 2 Public Square, Wilkes-Barre, PA 18711.
