DEPARTMENT OF TRANSPORTATION

Finding

Lehigh County

   Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Secretary of Transportation makes the following written finding:

   The Department of Transportation (Department) plans to construct a new roadway along Lloyd Street and within the abandoned Lehigh and New England Railroad right-of-way, extending the American Parkway from its existing terminus at Front Street to a new intersection at Airport Road in the City of Allentown, Lehigh County. The section from Dauphin Street along Lloyd Street and the abandoned Lehigh and New England Railroad right-of-way to Airport Road has already been built as part of the PENNDOT/Lucent Technologies project. The project also includes minor improvements at Airport Road and Steel Stone Road, Airport Road and Lloyd Street, North Irving Street and the American Parkway, and Gordon Street and the American Parkway. In addition, the project includes the construction of another new roadway segment, New England Avenue from Hanover Avenue to North Dauphin Street. Sidewalks would also be installed along New England Avenue from Hanover Avenue to Allen Street. East Carey Street will be constructed to link New England Avenue with existing East Ellsworth Street and Union Boulevard.

   The Secretary has considered the environmental, economic, social, and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 and has concluded that there is no practicable alternative to construction of the Preferred Alternative, and all reasonable steps have been taken to minimize impacts.

   No adverse environmental effect is likely to result from the construction of this project.
