Dual three-span bridge over Chartiers Creek in Collier Township, Allegheny County, Pittsburgh ACOE District. To operate and maintain a dual three-span bridge (Bridges 1 and 2) over Chartiers Creek (WWF). Bridge 1 has a span of approximately 228 feet and underclearance of approximately 27 feet. Bridge 2 has a span of approximately 253 feet and underclearance of approximately 27 feet. For Bridge 2, new pier jacket will be constructed and maintained with scour protection around Piers 1 and 2. The bridge deck and parapets for both bridges will be removed and a new one will be constructed and maintained (Bridgeville, PA Quadrangle N: 22.1 inches; W: 15.1 inches; Latitude: 40°22`18" and Longitude: 80°06`30"). To operate and maintain a six-span bridge (Bridge 12) across Robinson Run (WWF), the bridge (Ramp D) has a span of approximately 667 feet and underclearance of approximately 85 feet. Pier 3 will be replaced and maintained, the rest of the piers will be modified and maintained. The bridge deck and parapet will be removed and a new one will be constructed and maintained and the abutments will be modified and maintained (Pittsburgh West, PA Quadrangle N: 4.5 inches; W: 14.7 inches; Latitude: 40°23`59" and Longitude: 80°06`20"). To operate and maintain a dual five-span bridge (Bridges 13 and 14) across Robinson Run, the bridges are next to Bridge 12. Bridge 13 has a span of approximately 602 feet and an underclearance of approximately 80 feet. Bridge 14 has a span of approximately 582 feet and underclearance of approximately 80 feet. The bridge decks and parapets for both bridges will be removed and new ones constructed and maintained. Pier scour protection shall be placed and maintained around Pier 3 for both bridges. A temporary causeway approximately 440-foot long will be constructed under Bridges 12--14. Slope anchors will be constructed and maintained under these bridges. To construct and maintain an 18-inch diameter CMP outfall to a tributary to Robinson Run and various outfalls to Chartiers Creek. A temporary stream crossing will be constructed across Robinson Run and an 18-inch diameter CMP outfall in a tributary to Robinson Run. The work is part of the proposed SR 0079 Section A12 bridge rehabilitation and reconstruction project in Collier Township, Allegheny County.

Project Description: The proposed project is to construct approximately 12 to 13 miles of new four-lane divided, limited access highway on a new alignment in Snyder, Union and Northumberland Counties. Project is identified as SR 0015, Section 088 and is known as the Central Susquehanna Valley Transportation Project. The proposed new highway will extend from the existing Selinsgrove by pass stub of U. S. Routes 11/15 in Monroe Township, Snyder County, just north of Selinsgrove, crossing the West Branch of the Susquehanna River near Winfield, Union County and terminating at the interchange between SR 147 and SR 45 in West Chillisquaque Township, Northumberland County. The recommended preferred alternative (DAMA/RC5) for the project, presented in the July 2003 Final Environmental Impact Statement, proposes to impact a total of 7.77 acres of wetlands (4.82 acres PEM, 1.34 acres PSS, 0.91 acre PFO and 0.72 acre POW). The project will also impact the following streams: Rolling Green Run, West Branch Susquehanna River, Chillisquaque Creek and approximately 30 unnamed tributaries to Penns Creek, Susquehanna River, West Branch Susquehanna River and Chillisquaque Creek. Chapter 93 water use protection designations of these streams range from CWF to WWF. One unnamed tributary entering the east side of the West Branch Susquehanna River, northeast of Winfield, contains wild trout. All other streams proposed to be impacted, have neither wild trout nor are they stocked with trout (Northumberland Quadrangle N: 3.37 inches; W: 12.62 inches).
Applicable Conditions: Except as otherwise noted, the Department, under section 401(a) of the Federal Clean Water Act (act) (33 U.S.C.A. § 1341(a)), certifies that the construction and operation herein described will comply with the applicable provisions of sections 301--303 and 306 and 307 of the act and that the construction will not violate applicable Federal and State water quality standards, provided the following requirements are met:
1. Water Obstruction and Encroachment permits must be obtained from the Soils and Waterways Section, Water Management, Northcentral Regional Office, 208 West Third Street, Suite 101, Williamsport, PA 17701.
2. The proposed activity must comply with 25 Pa. Code Chapters 93, 95, 102 and 105 and all other applicable State regulations and other State requirements.
3. The Department of Transportation must continue to reduce project impacts, only site-specific level, throughout the final design process and include that information with the Chapter 105 Water Obstructions and Encroachment permit applications.
4. As part of the final design and Chapter 102 and 105 permit applications, the Department of Transportation must identify locations and discuss water resource impacts of waste disposal areas, borrow areas, service access roads, haul roads, staging areas, temporary stream and wetland crossings, causeways and cofferdams.
5. Details regarding post-construction stormwater runoff impacts resulting from the completed project and control measures that will be taken, must be described in the Chapter 105 permit applications. The discussion should include stream flow regime changes, increased thermal loading and highway runoff pollutants. The discussion should also include efforts that will be taken to preserve the integrity of stream channels and to protect the physical, biological and chemical qualities of the receiving streams. Furthermore, details regarding the avoidance of wetland and stream impact from construction of stormwater management facilities should be described.
6. The Chapter 105 Water Obstruction and Encroachment permit applications must include final wetland replacement and stream mitigation/compensation plans, including monitoring plans.
7. The Chapter 105 Water Obstruction and Encroachment permit applications must include documentation of final resolution of the yellow land mussel issue.
Final or proposed action on certain other certification requests for projects which require both a Water Obstruction and Encroachment permit and either a U. S. Army Corps of Engineers individual permit or a Nationwide Permit 14, 18 or 26 will be published with Actions of Applications filed under the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27).
