   09-00009: Webcraft, LLC (4371 County Line Road, Chalfont Borough, Bucks County, PA 18914) on February 22, 2006, for an administrative amendment to the Title V Operating Permit at their facility in New Britain Township, Bucks County. The facility is a direct mail printer that operates six heatset offset lithographic printing presses and one flexographic printing press. The permit is being amended to incorporate changes approved under plan approval number PA-09-0009E for the heatset web offset press (Press No. 18) and to change the name and title of the Responsible Official and the Permit Contact Person. The revised Title V operating permit will contain additional monitoring, recordkeeping, reporting and work practice standards to keep the facility operating within all applicable air quality requirements.

   15-00067: Herr Foods, Inc. (273 Old Baltimore Pike, Nottingham, PA 19362) for their facility in West Nottingham Township, Chester County. The facility's major emission points include equipment designed for snackfood production, including fryers and boilers. The permit is for a non-Title V (State-only) facility. The facility has elected to cap NOx emissions to less than 25 tpy; therefore, the facility is a Synthetic Minor. The facility will be installing two new natural gas boilers, replacing two existing natural gas boilers. The new boilers are rated at 3.188 mmBtu/hr each; the existing boilers are rated at 2.52 mmBtu/hr each. FEDERAL WATER POLLUTION CONTROL ACT SECTION 401

   The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications, requests for Environmental Assessment approval and requests for Water Quality Certification under section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).

   Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with the applicable provisions of sections 301--303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311--1313, 1316 and 1317) and that the construction will not violate applicable Federal and State water quality standards.

   Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users should contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period.    To remove the existing Bristol Pike (SR 0013) Bridge, a 35-foot long, 14-foot wide by 6-foot high structure and replace with a 72.3-foot long, 24-foot wide by 8-foot high arch bridge across a UNT of Neshaminy Creek (WWF-MF). The proposed modification and realignment of Bristol Pike (SR 0013) is associated with road improvements for the Deluca Homes, St. Francis Residential Development at the intersection of Street Road (SR 0132) and Bristol Pike (SR 0013). The site is located approximately 2,000 feet northeast of intersection of Street Road and Bristol Pike (Beverly, PA-NJ. USGS Quadrangle N:  15.84 inches, W:  8.4 inches).

   The issuance of this permit also constitutes approval of a Water Quality Certification under section 401(a) of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).

   E09-871. Brandywine Realty Trust, 401 Plymouth Road, Suite 500, Plymouth Meeting, PA 19462, Newtown Township, ACOE Philadelphia District.

   To construct a 150-foot span reinforced concrete bridge, 46 feet wide with wingwalls, over the Core Creek (CWF, MF). The work will impact approximately 0.15 acre of PFO wetlands to accommodate roadway approach widening and construction access. Approximately 0.42 acre of PSS/PFO wetland replacement will be constructed onsite, as mitigation to the wetland impact. The bridge will span the entire FEMA delineated floodway with no major construction work expected within the floodway. Work will include an 8-foot wide bituminous walkway loop running approximately 733 linear feet into the wetlands. Associated with this permit is a sanitary sewer line crossing of the UNT of Core Creek, GP050905334 registered to Newtown Joint Municipal Authority. The site is located approximately on the northern edge by Newtown-Yardley Road (SR 0332) with Upper Silver Lake Road serving as its Western Border (Newtown Township, Bucks County, Langhorne, PA, Quadrangle N:  19.45 inches; W:  3.58 inches).

   The issuance of this permit also constitutes approval of a Water Quality Certification under section 401(a) of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).

   E15-750. Tredyffrin Township Public Works Department, 1100 Duportail Road, Berwyn, PA 19312-1079.

   To remove the existing stone arch culvert and to construct and maintain in its place an open bottom reinforced concrete arch culvert across Trout Creek (WWF). The proposed culvert will have a clear span of 22 feet 9 inches and a minimum underclearance of approximately 5 feet 6 inches. This work also includes maintenance of utility line crossings, stabilization of the stream banks in the vicinity of the proposed culvert, modification of an existing outfall structure and construction and maintenance of a temporary sand bag cofferdam. The site is located just southeast of the intersection of Glenhardie and Richards Roads (Valley Forge, PA, USGS Quadrangle N:  16.2 inches; W:  6.8 inches).

   The issuance of this permit also constitutes approval of a Water Quality Certification under section 401(a) of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).

   Northeast Region: Watershed Management Program Manager, 2 Public Square, Wilkes-Barre, PA 18711-0790.

   To place fill in approximately 0.12 acre of wetlands in Dark Run Watershed for the purpose of expanding an existing window manufacturing facility and operations. The permittee is required to provide 0.12 acre of replacement wetlands. The project is located on the east side of West Main Street and west of Shenandoah Street (Shenandoah, PA Quadrangle N:  19.0 inches; W:  15.8 inches).

   Southcentral Region: Water Management Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.

   E21-376: Department of Transportation Engineering District 8-0, 2140 Herr Street, Harrisburg, PA 17103-1699 in Silver Spring and Hampden Townships, Cumberland County, ACOE Baltimore District.

   To place and maintain approximately 2,284 cubic yards of fill material within the floodplain of Conodoguinet Creek (WWF) for the purpose of constructing approximately 900 linear feet of roadway connecting North Salem Church Road with Lambs Gap Road beginning at a point immediately south of the Lambs Gap Road bridge (Wertzville, PA Quadrangle Latitude: 40° 15` 05"; Longitude: 77° 00` 12"; N:  0.25 inch; W:  0.50 inch) in Silver Spring Township, Cumberland County.

   Northcentral Region: Water Management Program Manager, 208 West Third Street, Williamsport, PA 17701, (570) 327-3636.

   E41-560. Danko Holdings, LP, 1500 Sycamore Road, Montoursville, PA 17754. Pavilion floodway construction, in Woodward Township, Lycoming County, ACOE Baltimore District (Williamsport, PA Quadrangle N:  18.4 inches; W:  4.3 inches).

   To maintain an existing 20-foot by 24-foot open-sided pavilion supported by eight 6-inch by 6-inch pressure treated columns on a concrete pad. The project is located in the floodway of the West Branch Susquehanna River at the end of Antlers Lane. This permit was issued under Section 105.13(e) ''Small Projects.''

   E49-290. Milton Area Regional Sewer Authority, P. O. Box 433, Milton, PA 17847. Sewer Plant Upgrades, in Milton Borough, Northumberland County, ACOE Baltimore District (Milton, PA Quadrangle N:  1.16 inches; W:  15.52 inches).

   The project includes construction of new administration building within the floodway of West Branch of the Susquehanna River (WWF). The building will measure 105 feet long by 58 feet wide and have a total volume within the floodway of 1,458 cubic yards. Additional fill will be placed on the south side of the building totaling 271 cubic yards. This permit was issued under Section 105.13(e) ''Small Projects.''

   Southwest Region: Watershed Management Program Manager, 400 Waterfront Drive, Pittsburgh, PA 15222-4745.

   E02-1485. Glimcher Group, One Mellon Bank Center, 500 Grant Street, Suite 2000, Pittsburgh, PA 15219-2502. To construct three stream enclosures in Scott Township and Heidelberg Borough, Allegheny County, Pittsburgh ACOE District. (Pittsburgh West, PA Quadrangle N:  2.2 inches; W:  13.2 inches, Latitude: 40° 23` 41"; Longitude: 80° 05` 41"). To construct and maintain three stream enclosures: one consisting of a box culvert 523.0 feet in length having a span of 11.0 feet with an underclearance of 8.0 feet (1.0 foot depressed), one consisting of a box culvert 181.0 feet in length having a span of 11.0 feet with an underclearance of 7.5 feet (1.0 foot depressed) and one consisting of a box culvert approximately 178 feet in length having a span of 11.0 feet with an underclearance of 7.0 feet (1.0 foot depressed) in a UNT to Chartiers Creek (WWF); to remove the existing 60-inch diameter CMP culvert from the channel of said stream; to relocate and maintain approximately 846.0 linear feet of the channel of said stream; to modify and maintain approximately 287 feet of said stream channel; to construct and maintain 469.0 linear feet of gabion baskets along the banks of said stream; to construct and maintain an open bottom arch culvert 30.0 feet in length having a span of 12.42 feet with an underclearance of 7.33 feet in the channel of said stream; and to place and maintain fill in 0.39 acre of PEM wetlands for the purpose of constructing the Raceway Plaza Retail Development. The project will also impact two tributaries with drainage areas under 100 acres; the total impact to these tributaries will be 166 feet. The project is located on the west side of Washington Pike (SR 50) approximately 1,300.0 feet west from the intersection of Washington Pike (SR 50) and Greentree Road. The permittee shall mitigate 0.9 acre of wetlands onsite and shall provide for approximately 200.0 linear feet of stream bank stabilization on the Panhandle Trail in Collier Township, Allegheny County to compensate for the wetland and stream impacts.

   E02-1502. Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241. To place fill in wetlands in Upper St. Clair Township, Allegheny County, Pittsburgh AOCE District. (Bridgeville, PA Quadrangle N:  15.38 inches; W:  15.22 inches and Latitude: 40° 20` 04"--Longitude: 80° 06` 34"). To place and maintain fill in 0.221 acre of wetland in the watershed of Chartiers Creek (WWF) for the purpose of developing 78 acres of Boyce Mayview Park located at the northwest portion of the park and along Mayview Road. To mitigate for the wetland impacts, the applicant will construct 0.25 acre of replacement wetlands.

   Northwest Region: Watershed Management Program Manager, 230 Chestnut Street, Meadville, PA 16335-3481.

   E25-704, City of Erie Housing Authority, 606 Holland Avenue, Erie, PA 16501. McDannel Run Bank Stabilization, in the City of Erie, Erie County, ACOE Pittsburgh District (Erie North, PA Quadrangle N:  3.7 inches; W:  5.0 inches).

   The applicant proposes to conduct stream bank restoration of a 150-foot long section of McDannel Run on City of Erie Housing Authority property adjacent to and east of 745 Tacoma Avenue involving: 1) to construct and maintain a gabion wall along the left bank having a length of approximately 150 feet and a height of 6 feet; 2) to backfill the area behind the gabion wall with bank gravel and to install and maintain riprap rock protection at the upstream and downstream end of the project; 3) to reestablish the original channel width and establish additional floodplain by excavating the right bank for a length of approximately 150 feet; and 4) to stabilize the reconstructed right bank with perennial native vegetation. The restoration has been authorized by the Department of Environmental Protection under Emergency Permit EP2505609 issued on October 28, 2005. The eroding streambank has exposed a natural gas pipeline and several other utility lines and threatens a utility pole. McDannel Run is a perennial stream classified as a CWF and MF. The project proposes to directly impact approximately 150 feet of stream.

   E33-225, Robert Lindberg, 157 Waterford Pike, Brookville, PA 15825. Lindberg Furniture Expansion, in Brookville Borough, Jefferson County, ACOE Pittsburgh District (Brookville, PA Quadrangle N:  7.3 inches; W:  13.6 inches).

   To fill 0.37 acre of PEM wetlands for the construction of additional warehouse space and a loading/unloading dock associated with the existing furniture store located on Route 36 approximately 500 feet west of the intersection of Routes 36 and 322.

   The permittee shall provide for 0.37 acre of wetland replacement by making a monetary contribution of $5,000 to the National Fish and Wildlife Foundation of Pennsylvania, Pennsylvania Wetland Replacement Project ID No. 95-096.
