STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

CN00018303 This is an ''As-needed'' Ground Penetrating Radar Service, which shall consist of an array of non-contacting antennas and must be capable of high speed inspection of bridge decks for delamination and deteriorated concrete, measurement of rebar depth and overlay thickness. The GPR system shall be installed in a vehicle and the inspection conducted at highway speed, thereby eliminating the need for maintenance and protection of traffic.

CN00018580 This contract is for pesticide application within PennDOT Engineering District 1-0 and includes the following counties: Crawford, Erie, Forest, Mercer, Venango and Warren. CN00018618 Contractor shall provide orthopedic items requiring fabrication for the individuals of Polk Center. These services are to provide orthoses and/or orthopedic appliances that are prescribed by a physician. All services are monitored by and under the direction of the physical therapy department with on-site clinics being held once or twice per month.
