Department of Community and Economic Development--Manufactured Housing; Regulation No. 4-84

   On January 23, 2006, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Department of Community and Economic Development (Department). This rulemaking amends 12 Pa. Code Chapter 143. The proposed regulation was published in the February 4, 2006 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on July 18, 2006.

   This regulation sets fees charged to manufacturers and retailers to cover the costs of extraordinary follow-up monitoring and inspections.

   We have determined this regulation is consistent with the statutory authority of the Department (35 P.  S. § 1656.6(c)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Municipal Police Officers' Eduction and Training Commission--Administration of the Training Program; Regulation No. 17-68

   On October 3, 2005, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Municipal Police Officers' Education and Training Commission. This rulemaking amends 37 Pa. Code Chapter 203. The proposed regulation was published in the October 15, 2005 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on July 10, 2006.

   This final-form rulemaking amends fitness test requirements, imposes examination fees on applicants who are not yet employed as police officers, addresses waivers for out-of-state police officers, and amends provisions related to certified schools.

   We have determined this regulation is consistent with the statutory authority of the Municipal Police Officers' Education and Training Commission (53 Pa.C.S.A. § 2164(14)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
