LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
UNDER ACT 2, 1995
PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Sections 302--305 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the Background Standard, Statewide Health Standard, the Site-Specific Standard or who intend to remediate a site as a special industrial area must file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one, a combination of the cleanup standards or who receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a Site-Specific Standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the sites identified, proposed for remediation to a Site-Specific Standard or as a special industrial area, the municipality within which the site is located may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.
For further information concerning the content of a Notice of Intent to Remediate, contact the environmental cleanup program manager in the Department regional office before which the notice appears. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office. G., WSP Env., Strategies, LLC, 11911 Freedom Drive, Ninth Floor, Reston, VA 20190 on behalf of Stephen Clarke, Emerson Electric Co., 8000 W. Florissant Avenue, P. O. Box 4100, St. Louis, MO 63136 has submitted a Notice of Intent to Remediate. Soil and groundwater at the site has been impacted with chlorinated solvents. The intended future use for the property is industrial.
Southcentral Region: Environmental Cleanup Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.
Southwest Corner 2nd and Washington Streets, Reading City, Berks County. Synergy Environmental, Inc., 155 Railroad Plaza, Royersford, PA 19468, on behalf of City of Reading Redevelopment Authority, 815 Washington Street, Reading, PA 19601, submitted a Notice of Intent to Remediate soils contaminated with arsenic and lead. The property is a vacant lot and future use will be for commercial development. The applicant is seeking to remediate to the Site-Specific Standard.
Former Garber Motor Company, Elizabethtown Borough, Lancaster County. Groundwater Sciences Corporation, 2601 Market Street Place, Room 6, Harrisburg, PA 17110, on behalf of Garber Motor Company, P. O. Box 308, Elizabethtown, PA 17022-0308, submitted a Notice of Intent to Remediate site soils and groundwater contaminated with petroleum hydrocarbons from underground storage tanks removed in 1992. The property is a former automobile dealership and garage, and future use is commercial. The applicant is seeking to remediate to both the Statewide Health and Site-Specific Standards.
Bedford Valley Petroleum Bulk Storage Facility, Snake Spring Township, Bedford County. Mountain Research, LLC, 825 25th Street, Altoona, PA 16601, on behalf of Bedford Valley Petroleum, 10228 Lincoln Highway, Everett, PA 15537, submitted a Notice of Intent to Remediate site soils and groundwater contaminated with diesel fuel released from a supply line. The property is and will remain a bulk petroleum storage facility. The applicant is seeking to remediate to the Site-Specific Standard.
Northcentral Region: Environmental Cleanup Program Manager, 208 West Third Street, Williamsport, PA 17701.
Travel Centers of America-Bloomsburg, Hemlock Township, Columbia County, Apex Companies, LLC, 269 Great Valley Parkway, Malvern, PA 19355 on behalf of Travel Centers of America, 24601 Center Ridge Road No. 200, Westlake, OH 44145-5634 has submitted a Notice of Intent to Remediate groundwater contaminated with 1,1-dichloroethylene and 1,2-dichloroethane. The applicant proposes to remediate the site to meet the Statewide Health Standard. The travel stop will continue to operate as such in the future. A summary of the Notice of Intent to Remediate was reported to have been published in The Daily Item on February 7, 2007.
RESIDUAL WASTE GENERAL PERMITS
Application Received Under the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003); the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P. S. §§ 4000.101--4000.1904); and Residual Waste Regulations for a General Permit to Operate Residual Waste Processing Facilities and the Beneficial Use of Residual Waste other than Coal Ash.

General Permit Application Number WMGR029 D001. Siemens Water Technologies Corporation, 181 Thorn Hill Road, Warrendale, PA 15086. The permit authorizes operation of a transfer facility for transfer of waste oil, spent antifreeze, waste oil/water mixtures and commercial fuel products (with a flashpoint equal to or greater than 100° F). The application is for re-issuance of the permit due to a change in ownership. The facility formerly did business under the name International Petroleum Corporation. The application was received by Central Office on February 15, 2007.

AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS
NEW SOURCES AND MODIFICATIONS The Department of Environmental Protection (Department) has developed an ''integrated'' plan approval, State operating permit and Title V operating permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit all the permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.
The Department has received applications for plan approvals and/or operating permits from the following facilities.
Copies of the applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office identified in this notice. Persons interested in reviewing the application files should contact the appropriate regional office to schedule an appointment.
Persons wishing to receive a copy of a proposed plan approval or operating permit must indicate their interest to the Department regional office within 30 days of the date of this notice and must file protests or comments on a proposed plan approval or operating permit within 30 days of the Department providing a copy of the proposed document to that person or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that a hearing be held concerning the proposed plan approval and operating permit. Comments or protests filed with the Department regional offices must include a concise statement of the objections to the issuance of the Plan approval or operating permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollution Control Act (35 P. S. §§ 4001--4015) and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated operating permit.

48-313-102. Praxair Distribution, Inc. (145 Shimersville Road, Bethlehem, PA 18015) for reactivation of the acid gas cylinder purging system and associated air cleaning device at their facility in the City of Bethlehem, Northampton County. The facility is a non-Title V (State-only) facility and has been issued the Natural Minor Operating Permit No. 48-00054. The Plan Approval and Operating Permit will include emission restrictions and monitoring requirements designed to keep the source operating within all applicable air quality requirements. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Natural Minor Operating Permit through an administrative amendment at a later date.
48-323-011. Victaulic Co. of America (4901 Kesslersville Road, Easton, PA 18040) for construction of a burn-off oven and associated air cleaning device (afterburner) at their Forks Facility in Forks Township, Northampton County. The operation of the burn-off oven and associated air cleaning device will result in particulate emissions of 0.21 tpy, NOx emissions of 1.06 tpy, CO emissions of 0.11 tpy and VOC emissions of 0.21 tpy. The Plan Approval and Operating Permit will contain monitoring, recordkeeping, reporting and work practice requirements and emission restrictions designed to keep the facility operating within all applicable air quality requirements. The facility currently has a Title V Operating Permit No. 48-00009. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V Operating Permit through an administrative amendment at a later date.

28-05029A. Fayetteville Contractors, Inc. (3185 Lincoln Way East, Fayetteville, PA 17222) for installation of a recycled asphalt paving (RAP) system and the use of reclaimed oil fuel in the company's asphalt plant in Antrim Township, Franklin County. The asphalt plant is subject to 40 CFR Part 60, Subpart I--Standards of Performance for Hot Mix Asphalt Facilities. The RAP system is subject to 40 CFR Part 60, Subpart OOO--Standards of Performance for Nonmetallic Mineral Processing Plants. The plan approval will contain emission limits along with monitoring, recordkeeping and reporting requirements to insure the plant complies with the applicable regulations.
36-03170. DentalEZ Group (1816 Colonial Village Lane, Lancaster, PA 17601) for installation of a liquid vapor degreaser with control at their facility in East Lampeter Township, Lancaster County. Emissions are estimated to be less than 10 tpy of VOCs. The vapor degreaser is subject to the conditions referenced in 25 Pa. Code § 129.63(b) for batch vapor cleaning machines. The cleaning material used in the degreasing operation will not contain any halogenated cleaning solvents.
36-05127B. Martin Limestone, Inc. (404 Martindale Road, Ephrata, PA 17522) for addition of equipment to process recycled asphalt pavement at their Burkholder Asphalt Plant in Earl Township, Lancaster County. This is a non-Title V (State-only) facility. Martin Limestone, Inc. will restrict their annual production of asphalt to a maximum of 499,970 tons. The facility is subject to 40 CFR Part 60, Subpart I--Standards of Performance For Hot Mix Asphalt Facilities. The plan approval shall contain testing, monitoring, recordkeeping and reporting requirements, emission restrictions and work practice standards designed to keep the facility operating within all applicable air quality requirements.

PA-32-00059B. Reliant Energy Northeast Management Co. (121 Champion Way, Suite 200, Canonsburg, PA 15317-7625) for construction of a coal preparation plant at their Conemaugh Power Plant in West Wheatfield Township, Indiana County.
Under 25 Pa. Code § 127.44(a), the Department of Environmental Protection (Department) intends to issue a Plan Approval to the Reliant Energy Northeast Management Company (121 Champion Way, Suite 200, Canonsburg, PA 15317-7625) to allow the construction of a Coal Preparation Plant at their Conemaugh Power Plant in West Wheatfield Township, Indiana County.
The applicant has provided information to demonstrate that the project is not significant with respect to PSD. On a worst case, potential to emit basis, the emissions increase from the new sources proposed for this project are below the PSD significance levels at 22.26 tons of PM and 10.14 tons of PM10. Therefore, as the project is not significant by itself with respect to PSD, the project does not trigger PSD applicability.
Copies of the application, the Department's analysis and other documents used in evaluation of the application are available for public inspection during normal business hours at Department of Environmental Protection, 400 Waterfront Drive, Pittsburgh, PA 15222.
For the Department to assure compliance with all applicable standards, the Department proposes to place the following Special Conditions on the Plan Approval:
1. This Plan Approval is to allow the construction and operation of a Coal Preparation Plant by the Reliant Energy Northeast Management Company at the Conemaugh Power Plant located in West Wheatfield Township, Indiana County (25 Pa. Code § 127.12b)
2. Air contamination sources at the Coal Preparation Plant are as follows (25 Pa. Code § 127.12b):
* Crushing.
* Screening.
* Conveyors, Transfer Points and Radial Stackers.
* Stockpiles.
* Roadways.
3. The owner/operator shall advise the Department of the specific make and model of crushing and screening equipment including design details within 10 business days of issuing the purchase order for subject air contamination sources (25 Pa. Code § 127.12b)
4. Air pollution control equipment at the Coal Preparation Plant includes the following (25 Pa. Code § 127.12b):
* Pressurized water truck; stockpile and roadway control.
* Covers; conveyor and radial stacker control.
* Enclosures; transfer point, screen and crusher control.
* Underground reclaim tunnel; stockpile control.
* Paving, sweeper, truck wash and truck tarping; roadway control.
* Water and dust suppressants; Coal Preparation Plant for fugitive emission control.
5. There shall be no fugitive emissions from the Facility contrary to 25 Pa. Code §§ 123.1 and 123.2.
6. The Coal Preparation Plant shall not accept deliveries of trucked coal at any time when trucked coal is being delivered on the Conemaugh Power Plant side of SR 2008. (25 Pa. Code § 127.12b).
7. Throughputs in any consecutive 12-month period shall be limited as follows (25 Pa. Code § 127.12b):
a. Facility.
b. Raw coal delivered to the Facility (includes Coal Preparation Plant) shall not exceed 7,289,419 tons.
c. Coal Preparation Plant.
d. Crusher throughput shall not exceed 5,475,847 tons.
e. Stockpile throughput shall not exceed 3,064,039 tons.
1. Coal shall be stockpiled in a manner that it may be treated by the onsite pressurized water truck, or by surfactant application, as necessary to prevent fugitive emissions. All coal shall be adequately treated prior to, during and after processing, as necessary to prevent fugitive emissions (25 Pa. Code § 127.12b).
2. All conveying equipment, radial stackers and front-end loaders used to stockpile, transfer and load coal shall maintain a minimal amount of drop height at all times so as to prevent fugitive emissions (25 Pa. Code § 127.12b).
3. All hoppers, transfer points, the crusher and the screen shall be fully enclosed in a building and equipped with water/surfactant sprays. Water/surfactant sprays shall be operated at all times on the hoppers, the crusher and the screen when those sources are in operation. Water/surfactant sprays on each transfer point shall be operated as necessary to prevent visible fugitive emissions (25 Pa. Code § 127.12b).
4. All conveyors shall be covered (25 Pa. Code § 127.12b).
5. The plant access road and entire truck haul route at the Coal Preparation Plant shall be paved and maintained as such, so as to prevent fugitive emissions from crossing the property line. The remaining areas of vehicle traffic shall be periodically delineated with gravel or crushed stone, as necessary to prevent fugitive emissions from crossing the property line (25 Pa. Code § 127.12b).
6. A pressurized water truck shall be maintained onsite and shall be used for preventative dust suppression purposes. All paved roadways and areas of vehicle traffic shall be watered and swept, as needed on a preventative basis, such that visible fugitive emissions do not cross the property line in accordance with 25 Pa. Code §§ 123.1 and § 123.2. Other methods of dust control shall be used when weather conditions make in-plant road watering hazardous, as necessary, to prevent visible fugitive emissions from crossing the property line in accordance with 25 Pa. Code §§ 123.1 and 123.2.
7. The owner/operator shall maintain a truck tire wash for use, as necessary and weather permitting, to prevent fugitive emissions from crossing the property line (25 Pa. Code § 127.12b).
8. Road watering and sweeping shall be performed, as needed, and earth or other material transported from the site shall be removed promptly, as needed, on the paved public road (SR 2008 and SR 2011) to prevent visible fugitive emissions in accordance with 25 Pa. Code § 123.1(c).
9. The owner/operator shall post the following (25 Pa. Code § 127.12b):
a. A requirement stating, ''All loaded trucks entering or exiting the plant property shall be properly tarpaulin covered.''
1. The owner/operator shall perform a daily inspection of the Coal Preparation Plant for the presence of fugitive emissions. Records of each inspection shall be maintained in a log and include any corrective actions taken (25 Pa. Code § 127.12b).
2. The owner/operator shall maintain records of the following 12-month rolling totals (25 Pa. Code § 127.12b):
a. Facility (includes Coal Preparation Plant).
i. Tons of raw coal delivered.
b. Coal Preparation Plant.
i. Tons of raw coal delivered.
ii. Tons of coal crushed.
iii. Tons of coal stockpile throughput.
1. All logs and required records shall be maintained on site for a minimum of 5 years and shall be made available to the Department upon request (25 Pa. Code § 127.12b).
2. The facility is subject to New Source Performance Standards for Coal Preparation Plants (40 CFR Part 60, Subpart Y). In accordance with 40 CFR 60.4, copies of all requests, reports, applications, submittals and other communications shall be forwarded to both the EPA and the Department at the addresses listed below unless otherwise noted:

4. Plan Approval authorizes the temporary operation of the sources covered by this Plan Approval provided the following conditions are met (25 Pa. Code § 127.12b):
(a) The owner/operator shall submit written Notice of the Completion of Construction and the operator's intent to commence operation at least 5 days prior to the completion of construction. The Notice shall state the date when construction will be completed and the date when the operator expects to commence operation.
(b) Operation of the sources covered by this Plan Approval is authorized only to facilitate the start-up and shakedown of sources and air cleaning devices, to permit operations pending the issuance of an Operating Permit, or to permit the evaluation of the source for compliance with all applicable regulations and requirements.
(c) Upon receipt of the Notice of the Completion of Construction from the owner/operator the Department shall authorize a 180-day Period of Temporary Operation of the sources starting on the date of commencement of operation. This Notice submitted by the owner/operator, prior to the expiration of this Plan Approval, shall modify the Plan Approval expiration date. The new Plan Approval expiration date shall be 180 days from the date of commencement of operation.
(d) Upon determination by the owner/operator that the sources covered by this Plan Approval are in compliance with all conditions of the Plan Approval the owner/operator shall contact the Department's reviewing engineer and schedule the Initial Operating Permit Inspection.
(e) Upon completion of Initial Operating Permit Inspection and determination by the Department that the sources covered by this Plan Approval are in compliance with all conditions of the Plan Approval the owner/operator shall submit a revision to the Conemaugh Power Plant Title V Operating Permit (TVOP), at least 60 days prior to the expiration date of the Plan Approval, to incorporate the sources covered by this Plan Approval into the TVOP.
(f) The owner/operator may request an extension of the 180-day Period of Temporary Operation if compliance with all applicable regulations and Plan Approval requirements has not been established. The extension request shall be submitted in writing at least 15 days prior to the end of the Period of Temporary Operation and shall provide a description of the compliance status of the source. The extension request shall include a detailed schedule for establishing compliance and the reasons compliance has not been established. This Period of Temporary Operation may be extended for additional limited periods, each not to exceed 120-days, by submitting an extension request as described previously.
(g) If, at any time, the Department has cause to believe that air contaminant emissions from the sources listed in this plan approval may be in excess of the limitations specified in, or established under this plan approval or the permittee's operating permit, the permittee may be required to conduct test methods and procedures deemed necessary by the Department to determine the actual emissions rate. The testing shall be conducted in accordance with 25 Pa. Code Chapter 139, where applicable, and in accordance with any restrictions or limitations established by the Department at such time as it notifies the company that testing is required.

There will be a potential annual emission increase of 18.5 tons for NOx for the facility. The plan approval will contain operating, monitoring and recordkeeping requirements to ensure operation within all applicable requirements.
AMS 06162: Naval Surface Warfare Center--Carderock Division--Ship Systems Engineering Station (5001 South Broad Street, Code 357, Philadelphia, PA 19112) to modify heat input values, emission rates and fuel limits for some test engines from Plan Approval Nos. 02253, 03165 and 04238 in the City of Philadelphia, Philadelphia County. The following emission limits will increase as a result of the plan approval: LM-2500 Gas Turbine 2A NO2 from 198 lbs/hr to 244 lbs/hr, LM-2500 Gas Turbine 2B NO2 from 198 lbs/hr to 263 lbs/hr, and LSD-41 Diesel Engines Alpha and Bravo each increase NO2 from 67.1 to 134 lbs/hr and SO2 from 4.37 lbs/hr to 10.34 lbs/hr on a 3-hour average and 8.56 lbs/hr on a 24-hour average. All other emission limit changes are decreases. PA 61-210A: Glenn O. Hawbaker, Inc.--Barkeyville Plant (711 East College Avenue, Bellefonte, PA) construction of an asphalt plant in the Borough of Barkeyville, Venango County.
Under 25 Pa. Code § 127.48, the Department of Environmental Protection (Department) is holding a combined public meeting and hearing to receive testimony from the public on draft Plan Approval 61-210A. The combined public meeting and hearing will be held on March 8, 2007, at 7 p.m. in the Barkeyville Borough Hall.
Plan Approval No. 61-210A is for construction of an asphalt plant, which would be at 1041 Stevenson Road, Harrisville, Borough of Barkeyville, Venango County. The asphalt plant would be owned and operated by Glenn O. Hawbaker, Inc., 711 East College Avenue, Bellefonte. The asphalt plant would be limited to producing 560,000 tons of asphalt per year and would combust natural gas, Nos. 2--6 fuel oils, reprocessed oils, biodiesel, coal or any combination of the fuels. Based on the information provided by the applicant and the Department's own analysis, the asphalt plant would emit 8.96 tons of VOCs per year, 28 tons of NOx per year and 37.80 tons of CO per year.
The Plan Approval will contain recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.
Since the technology involved in combusting the coal is new, this plan approval would allow coal to be combusted in the asphalt plant until the stack test is performed. The stack test will be performed within 180 days of start-up of the asphalt plant or before the end of the current operating season. The results of the stack test and a BAT analysis will be used to determine SOx emission limits for the combustion of coal and will be incorporated into a revised plan approval.

As a result of potential emissions of VOCs, the facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments, and is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. The proposed Title V Operating Renewal does not reflect any change in air emissions from the facility. The facility is not subject to Compliance Assurance Monitoring under 40 CFR Part 64.

Under 25 Pa. Code § 127.44(a), the Department of Environmental Protection (Department) intends to issue a Plan Approval to the Reliant Energy Northeast Management Company (121 Champion Way, Suite 200, Canonsburg, PA 15317-7625) to allow the construction of a Coal Preparation Plant at their Conemaugh Power Plant in West Wheatfield Township, Indiana County.
The applicant has provided information to demonstrate that the project is not significant with respect to PSD. On a worst case, potential to emit basis, the emissions increase from the new sources proposed for this project are below the PSD significance levels at 22.26 tons of PM and 10.14 tons of PM10. Therefore, as the project is not significant by itself with respect to PSD, the project does not trigger PSD applicability.

For the Department to assure compliance with all applicable standards, the Department proposes to place the following Special Conditions on the Plan Approval:
This Plan Approval is to allow the construction and operation of a Coal Preparation Plant by the Reliant Energy Northeast Management Company at the Conemaugh Power Plant located in West Wheatfield Township, Indiana County (25 Pa. Code § 127.12b).
Air contamination sources at the Coal Preparation Plant are as follows (25 Pa. Code § 127.12b):
(1) Crushing.
(2) Screening.
(3) Conveyors, Transfer Points and Radial Stackers.
(4) Stockpiles.
(5) Roadways.
The owner/operator shall advise the Department of the specific make and model of crushing and screening equipment including design details within 10 business days of issuing the purchase order for subject air contamination sources (25 Pa. Code § 127.12b).
Air pollution control equipment at the Coal Preparation Plant includes the following (25 Pa. Code § 127.12b):
(1) Pressurized water truck; stockpile and roadway control.
(2) Covers; conveyor and radial stacker control.
(3) Enclosures; transfer point, screen and crusher control.
(4) Underground reclaim tunnel; stockpile control.
(5) Paving, sweeper, truck wash and truck tarping; roadway control.
(6) Water and dust suppressants; Coal Preparation Plant for fugitive emission control.
There shall be no fugitive emissions from the Facility contrary to 25 Pa. Code §§ 123.1 and 123.2.
The Coal Preparation Plant shall not accept deliveries of trucked coal at any time when trucked coal is being delivered on the Conemaugh Power Plant side of SR 2008 (25 Pa. Code § 127.12b).
Throughputs in any consecutive 12-month period shall be limited as follows (25 Pa. Code § 127.12b):
Facility
Raw coal delivered to the Facility (includes Coal Preparation Plant) shall not exceed 7,289,419 tons.
Coal Preparation Plant
Crusher throughput shall not exceed 5,475,847 tons.
(1) Stockpile throughput shall not exceed 3,064,039 tons.
Coal shall be stockpiled in such a manner that it may be treated by the onsite pressurized water truck, or by surfactant application, as necessary to prevent fugitive emissions. All coal shall be adequately treated prior to, during and after processing, as necessary to prevent fugitive emissions (25 Pa. Code § 127.12b).
All conveying equipment, radial stackers and front-end loaders used to stockpile, transfer and load coal shall maintain a minimal amount of drop height at all times so as to prevent fugitive emissions (25 Pa. Code § 127.12b).
All hoppers, transfer points, the crusher and the screen shall be fully enclosed in a building and equipped with water/surfactant sprays. Water/surfactant sprays shall be operated at all times on the hoppers, the crusher and the screen when those sources are in operation. Water/surfactant sprays on each transfer point shall be operated as necessary to prevent visible fugitive emissions (25 Pa. Code § 127.12b).
All conveyors shall be covered (25 Pa. Code § 127.12b).
The plant access road and entire truck haul route at the Coal Preparation Plant shall be paved and maintained as such, so as to prevent fugitive emissions from crossing the property line. The remaining areas of vehicle traffic shall be periodically delineated with gravel or crushed stone, as necessary to prevent fugitive emissions from crossing the property line (25 Pa. Code § 127.12b).
A pressurized water truck shall be maintained onsite and shall be used for preventative dust suppression purposes. All paved roadways and areas of vehicle traffic shall be watered and swept, as needed on a preventative basis, so that visible fugitive emissions do not cross the property line in accordance with 25 Pa. Code §§ 123.1 and 123.2. Other methods of dust control shall be used when weather conditions make in-plant road watering hazardous, as necessary, to prevent visible fugitive emissions from crossing the property line in accordance with 25 Pa. Code §§ 123.1 and 123.2.
The owner/operator shall maintain a truck tire wash for use, as necessary and weather permitting, to prevent fugitive emissions from crossing the property line (25 Pa. Code § 127.12b).
Road watering and sweeping shall be performed, as needed, and earth or other material transported from the site shall be removed promptly, as needed, on the paved public road (SRs 2008 and 2011) to prevent visible fugitive emissions in accordance with 25 Pa. Code § 123.1(c).
The owner/operator shall post the following (25 Pa. Code § 127.12b):
A requirement stating, ''All loaded trucks entering or exiting the plant property shall be properly tarpaulin covered.''
The owner/operator shall perform a daily inspection of the Coal Preparation Plant for the presence of fugitive emissions. Records of each inspection shall be maintained in a log and include any corrective actions taken (25 Pa. Code § 127.12b).
The owner/operator shall maintain records of the following 12-month rolling totals (25 Pa. Code § 127.12b):
