Beneficial Use of Alternative Fuels for CFBs; Proposed General Permit WMGR116

   Under the regulatory authority of 25 Pa. Code § 287.611 (relating to authorization for general permit) of the residual waste regulations and the statutory authority of the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003), the Department of Environmental Protection (Department) is proposing a General Permit for the beneficial use of alternative fuels at circulating fluidized bed boilers (CFBs).

   This proposed general permit will provide for the beneficial use of petroleum coke; uncontaminated, untreated wood; agricultural plant/animal waste fuels; nonhazardous coal tar and oil-contaminated waste; high carbon coal fly ash; tire-derived fuel; and other paper and wood industry waste as an alternative fuel. The general permit also authorizes the beneficial use of the resulting ash. Proposed General Permit WMGR116 will reduce the amount of these wastes disposed in landfills and by land application by providing a mechanism to divert the waste to a more productive, beneficial use.
