PENNSYLVANIA EMERGENCY MANAGEMENT AGENCY
United States Department of Homeland Security; Urban Areas Security Initiative Nonprofit Security Grant Program

[Saturday, May 26, 2007]The United States Department of Homeland Security (Department) established the Fiscal Year 2007 Homeland Security Grant Program titled, Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program. This program is targeted toward nonprofit organizations in the Pittsburgh and Philadelphia areas described under section 501(c)(3) of the Internal Revenue Code. These funds are to finance target hardening activities to those who are at risk of an international terrorist attack in two of the Commonwealth's largest cities.
The Department is requiring organizations that receive a grant match 25% of Federal grant funds in cash or through equivalent, related training. This is a competitive grant program, so funding is not guaranteed to all nonprofit organizations.
To be considered for a nonprofit security grant, an applicant organization must meet certain criteria including, but not limited to:
* Identification and substantiation (such as, police reports or insurance claims) of prior threats or attacks against the nonprofit organization or directly related organizations (within or outside the United States) by a terrorist organization, network or cell.
* Symbolic value of the sites as a highly recognized national or historical institution that renders the site a possible target of terrorism.
* Role of the applicant nonprofit organization in responding to or recovering from terrorist attacks.
* Findings from previously conducted risk assessments including threat, vulnerability or consequence.
