THE CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT
APPLICATIONS FOR NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS AND WATER QUALITY MANAGEMENT (WQM) PERMITS This notice provides information about persons who have applied for a new, amended or renewed NPDES or WQM permit, a permit waiver for certain stormwater discharges or submitted a Notice of Intent (NOI) for coverage under a general permit. The applications concern, but are not limited to, discharges related to industrial, animal or sewage waste, discharges to groundwater, discharges associated with municipal separate storm sewer systems (MS4), stormwater associated with construction activities or concentrated animal feeding operations (CAFOs). This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92 and 40 CFR Part 122, implementing The Clean Streams Law (35 P. S. §§ 691.1--691.1001) and the Federal Clean Water Act.

For applications for new NPDES permits and renewal applications with major changes in Section II, as well as applications for MS4 individual permits and individual stormwater construction permits in Sections IV and VI, the Department, based upon preliminary reviews, has made a tentative determination of proposed effluent limitations and other terms and conditions for the permit applications. These determinations are published as proposed actions for comments prior to taking final actions.
Unless indicated otherwise, the EPA Region III Administrator has waived the right to review or object to proposed NPDES permit actions under the waiver provision in 40 CFR 123.24(d).
Persons wishing to comment on an NPDES application are invited to submit a statement to the regional office noted before an application within 30 days from the date of this public notice. Persons wishing to comment on a WQM permit application are invited to submit a statement to the regional office noted before the application within 15 days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the applications. Comments should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests for a public hearing on applications. A public hearing may be held if the responsible office considers the public response significant. If a hearing is scheduled, a notice of the hearing will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. The Department will postpone its final determination until after a public hearing is held.

The receiving stream, UNT to Macoby Creek, is in the State Water Plan Watershed 3E and is classified for TSF.

Description of Proposed Activity: Renewal and amendment of NPDES permit to discharge treated sewage effluent from County Crossing WWTP. The amendment allows for a second discharge location. Treated effluent will continue to be discharged through existing Outfall 001 to a UNT to Little Neshaminy Creek from November 1 through March 31. For the period extending from April 1 through October 31, treated effluent will be pumped and discharged at Outfall 002 to a storage lagoon located on Heritage Creek Golf Course. Overflow from the lagoon will be discharged through an overflow pipe to a wetland that drains to Little Neshaminy Creek.
The receiving streams, Little Neshaminy Creek and the UNT to Little Neshaminy Creek, are located in the State Water Plan Watershed 2F and are classified for: WWF, MF, aquatic life, water supply and recreation. The nearest downstream public water supply intake for Aqua, PA, Southeast Division is located on Neshaminy Creek and is approximately 18 miles below the points of discharge.
The proposed effluent limits for Outfalls 001 and 002 are based on a design flow of 0.32 mgd.

Description of Proposed Action/Activity: Seeking approval for the expansion of their existing facility to 0.45 mgd.

Description of Proposed Action/Activity: The applicant proposes the contraction of a Small Flow Treatment Facility (SFTF) serving three apartments and the Post Office in Shawville. The SFTF will consist of a septic tank, dual peat-biofilters, an erosion chlorinator and a chlorine contact tank. The system will be designed to treat 935 gpd.
WQM Permit No. 1808401, Sewerage, SIC 4952, Woodward Township Sewer Authority, 86 Riverside Terrace, Lock Haven, PA 17745. This proposed facility is located in Woodward Township, Clinton County.
Description of Proposed Action/Activity: The applicant proposes renovations to Pump Station No. 1 along SR 0150. The proposed modifications include replacement of the pumps and pump controls, addition of an emergency generator to serve the pump station and the replacement of the force main conveying sewage from the pump station to the City of Lock Haven's collection system.
