Finding

Lancaster County

 Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Director of the Bureau of Design makes the following written finding:

 The Federal Highway Administration and the Department of Transportation (Department) are planning the relocation of SR 441 in the Borough of Columbia, Lancaster County, with improvements to Front Street (SR 441), Cedar Street, Bridge Street and the U.S. 30 Eastbound on-ramp. This project will permanently impact 0.62 acre from the Pennsylvania Railroad/Atglen and Susquehanna Branch. According to the National Register of Historic Places, this railroad is part of the Columbia Historic District. The rail line is approximately 678.78 acres in size; therefore, this project will impact 0.09% of the resource. There will be no temporary impacts to the rail line. This project will result in a No Adverse Effect on this resource.

 In accordance with section 2002 of The Administrative Code of 1929 establishing the Department, a Level-2 Categorical Exclusion Evaluation (CEE) has been developed for the subject project along with a ''Determination of Section 4(f) De minimis Use, Section 2002, No Adverse Use, Historic Properties'' form to evaluate the potential environmental impacts caused by the subject project. The document also serves as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System.

 Based upon studies, this is the most feasible and prudent alternative for the proposed action. Mitigation measures will be taken to minimize harm as stipulated in the Level-2 CEE.

 The environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 have been considered. It has been concluded that this is the most feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize the effects.
