23-0038D: Delaware County Regional Water Quality Control Authority—DELCORA (P. O. Box 999, Chester, PA 19016) on August 24, 2011, to replace the auxiliary fuel burners on each of two (2) sewage sludge incinerators in the City of Chester, Delaware County. DELCORA is a major facility. The new burners will be dual fuel fired, #2 fuel oil and natural gas, compared with the existing burners which are only #2 fuel oil fired. There will be no change in number, location or capacity of the replacement burners, compared with the existing burners. No increases in emissions are requested. Emission limits for each incinerator for all pollutants (particulate matter, nitrogen oxides, sulfur oxides, carbon monoxide, total hydrocarbons) in the facility Operating Permit, 23-00038 will remain unchanged. With Plan Approval 23-0038D, DELCORA is taking additional restrictions in volatile organic compounds (VOC) and nitrogen oxides (NOx) emissions. The combined VOC emissions from both incinerators will be limited to 24.90 tons per year on a 12-month rolling sum basis. A Plantwide Applicability Limit (PAL) for NOx of 82.56 tons/year is set, in accordance with the requirements of 25 Pa. Code § 127.218. No changes to the incinerators, besides the burner replacement, are authorized under this Plan Approval. The Plan Approval will include monitoring, testing and recordkeeping requirements designed to keep the facility operating within all applicable air quality requirements.

FEDERAL WATER POLLUTION CONTROL ACT SECTION 401 The Department has taken the following actions on previously received permit applications, requests for Environmental Assessment approval and requests for Water Quality Certification under section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).
Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) and that the construction will not violate applicable Federal and State water quality standards.
Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704. This project involves the discharge of supernatant from the Money Island confined disposal facility to the Delaware River. Maintenance and deepening dredging is proposed at the Fairless Turning Basin located at the Port of Bucks County in Falls Township. The basin will be dredged to a depth of 40 feet MLLW (mean lower low water).
Approximately 175,000 cubic yards of sediment will be removed and placed in the Money Island dredge disposal area located in Falls Township, Bucks County. Sediments will settle out in the basin and the supernatant will be returned to the Delaware Estuary. The following effluent limits in mg/l based on a flow of 1.0 MGD apply:

Facility Qualification Requests The 5-County Region including Columbia, Lycoming, Montour, Snyder and Union Counties in Northcentral Pennsylvania, is developing a Regional Waste Management Plan in accordance with the provisions of Pennsylvania Act 101 of 1988 (Municipal Waste Planning, Recycling and Waste Reduction Act). As required in the Act, the Region has prepared a Solicitation of Interest (SOI) for the purpose of obtaining ten (10) year commitments (January 2013 through December 2022) for disposal capacity for the municipal waste generated within the 5-County Region during that period, and to discuss the Respondent's interest in helping support the integrated waste management and recycling needs of the Region. The waste facilities to be considered in the Regional Plan must be permitted and fully available for use prior to January 1, 2013. Notice of Planning Grant Awards Under Section 901 of the Municipal
Waste Planning Recycling and Waste Reduction Act of 1988, Act 101The Department of Environmental Protection (DEP) hereby announces the following grants to counties pursuant to the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act of 1988, Act 101, P. L. 556, Section 901 and Section 208 of the Waste Tire Recycling Act/Small Business and Household Pollution Prevention Act (Act 190 of 1996).
Planning grants are awarded to counties for 80% of approved costs for preparing municipal waste management plans as required by Act 101, for carrying out related studies, surveys, investigations, inquiries, research and analysis, including those related to siting, environmental mediation, education programs on pollution prevention and household hazardous waste and providing technical assistance to small businesses for pollution prevention. Grants may be awarded for feasibility studies and project development for municipal waste processing or disposal facilities, except for facilities for the combustion of municipal waste that are not proposed to be operated for the recovery of energy. All grant awards are predicated on the receipt of recycling fees required by Sections 701 and 702 of Act 101, and the availability of monies in the Recycling Fund.
