Notice of Certification to Perform Radon-Related Activities in Pennsylvania

 In the month of October, 2011 Department of Environmental Protection of the Commonwealth of Pennsylvania, under the authority contained in the Radon Certification Act, act of July 9, 1987, P. L. 238, No. 43 (63 P. S. Sections 2001—2014) and regulations promulgated thereunder at 25 Pa. Code Chapter 240, has certified the persons listed below to perform radon-related activities in Pennsylvania. The period of certification is two years. Requests for Proposals

 Request for Proposals: RFP No. OSM PA(DES-11). Notice is given that the Department of Environmental Protection is issuing a Request for Proposals (RFP) to retain up to eight (8) firms to provide professional design services, feasibility studies, geophysical investigations, construction oversight, and other technical services as required, for the reclamation of abandoned mine lands and associated mine-water impacts. Services include, but are not limited to, surface mine reclamation, mine fire control, mine subsidence control, closure of mine openings, waterline extension/water supply replacement, abandoned mine drainage (AMD) remediation, design of active and passive AMD treatment facilities, evaluation, operation, monitoring, maintenance, and/or rehabilitation of existing passive and active AMD treatment systems. The contracts will be financed in part by the Federal Government. Projects will be located in the bituminous coalfields of western and the anthracite coalfields of northeastern Pennsylvania. RFPs may be requested by e-mail or mail. Email requests (title subject line ''OSM PA(DES-11) RFP Request'') should be submitted to RA-RFP-BAMR@pa.gov. Mail requests should be submitted to: Department of Environmental Protection (DEP), Bureau of Abandoned Mine Reclamation, 400 Market Street, P. O. Box 8476, Harrisburg, Pennsylvania 17105-8476. Proposals in response to the RFP must be received at the above address by 2:00 p.m., local time, December 28, 2011. Late proposals will not be considered regardless of the reason. Any questions related to the RFP must be submitted in writing via email (title subject line ''RFP OSM PA(DES-11) Question'') to: RA-RFP-BAMR@pa.gov by November 30, 2011. Please note that questions will NOT be answered via telephone or fax. All questions and written answers will be issued as an addendum to and become part of this RFP.

Proposed NPDES Permitted Discharge at or Below In-Stream Water Quality Criteria

 The Dunkard Creek TMDL, originally approved by USEPA in April 2007, has been revised to reflect a proposed NPDES permitted discharge at, or below, in-stream water quality criteria.

 The data and all supporting documentation used to develop the proposed TMDLs are available from the Department. To request a copy of the proposed TMDL, contact:
