STATE CONSERVATION COMMISSION
PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.
Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling (717) 787-8821.
Persons wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30 days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. Comments should include the name, address and telephone number of the writer and a concise statement to inform the SCC of the exact basis of the comments and the relevant facts upon which they are based. Biosolids Individual Permits (PABIG and PABIS)

PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907)
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P. S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.
For further information concerning the content of a Notice of Intent to Remediate, contact the environmental cleanup program manager in the Department regional office listed before the notice. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office. AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS NEW SOURCES AND MODIFICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.

Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate regional office to schedule appointments.
Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Plan Approval (PA) No. 22-05007A is for the purpose of instituting a area source federally enforceable volatile organic compounds (VOC) emissions cap of 47 tpy from the gas pipeline system including pipes, valves, flanges, and gas release events.
The Plan Approval will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements. The use of good operating practice and engineering practice to control the release of fugitive volatile organic compounds from the pipes, valves, and flanges from the area source, is considered to be Best Available Technology (BAT). Primary emissions from the sources at the site are VOC. The facility's potential to emit will be approximately 49.3 tons per year (tpy) after the existing compressor engines are shut down and removed. The potential VOC emissions (PTE) before this Plan Approval were 172 tpy.

14-00002L: Graymont (PA), Inc. (965 East College Avenue, Pleasant Gap, PA 16823) for design changes proposed by the company in Plan Approval 14-00002L application. The respective facility is defined as a major facility and is currently operating under Title V Operating Permit 14-00002L. The Department's review of the information contained in the application indicates that the company's proposed design changes to the mine optimization project will comply with all applicable air quality regulatory requirements. Information submitted during the plan approval application review process shows the mine optimization project complies with all applicable air quality regulatory requirements for air contaminant sources including the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12. Based on these findings, the Department intends to issue a plan approval for the proposed design changes to the mine optimization project. Additionally, if the Department determines that the mine optimization project is operating in compliance with all plan approval conditions, the conditions established in the plan approval will be incorporated into Title V operating permit 14-00002L via an administrative amendment pursuant to 25 Pa. Code § 127.450.
All applicable regulatory requirements relating to fugitive, visible, and malodorous emissions standards and additional requirements regarding malfunctions, testing, monitoring, recordkeeping, and reporting have been included in the proposed plan approval. In addition to the above requirements, the following is a list of conditions that the Department proposes to place in the plan approval to ensure compliance with applicable Federal and State regulations:
1. The emission of particulate matter from ID C322 associated with Source ID P322 shall not exceed 0.007 grain per dry standard cubic foot and the following annual limitations: 2.21 tons in any 12 consecutive month period for particulate matter (PM), including particulate matter with an aerodynamic diameter of 10 microns or less (PM10) and particulate matter with an aerodynamic diameter of 2.5 microns or less (PM2.5)
2. Within 120 days of achieving normal production, but no later than 180 days after initial startup, the permittee shall perform an EPA method reference testing program on the exhaust of ID C322 associated with Source ID P322 to verify compliance with the PM emission limitation. All testing shall be performed while Source ID P322 is operating at its maximum rate of production and using methods approved by the Department.
3. The permittee shall install and maintain instrumentation to continuously and accurately measure the pressure differential across ID C322 associated with Source ID P322 and the actual pressure differential shall be displayed on a continuous basis.
4. The permittee shall keep records of the differential pressure across ID C322, at least once per week, when Source ID P322 is in operation and the PM, PM10, and PM2.5 emissions on a monthly basis, including supporting calculations, to verify compliance with the PM, PM10, and PM2.5 emission limitations for ID C322.
5. The permittee shall submit reports to the Department on a semi-annual basis that include the monthly emissions of PM, PM10, and PM2.5 including the supporting calculations to verify compliance with PM, PM10, and PM2.5 emission limitations for ID C322.
6. The permittee shall not operate Source ID P322 without the simultaneous operation of the ID C322. The particulate matter emissions from Source ID P322 shall be controlled by ID C322.
7. The permittee shall only use 16 weight (ounces per square yard) polyester bags or other bags, as approved by the Department, that offer equivalent or better control of particulate matter emissions in ID C322 associated with Source ID P322.
8. The permittee shall keep on hand a sufficient quantity of spare fabric collector bags for ID C322 associated with Source ID P322 in order to be able to immediately replace any bags requiring replacement due to deterioration.
9. The permittee shall not operate conveyor 235-BEC-136 associated with Source ID P322 without the simultaneous operation of the ID C275A. The particulate matter emissions from conveyor 235-BEC-136 associated with Source ID P322 shall be controlled by ID C275A.
10. All conveyors, with the exception of the transfer of materials from conveyor 235-BEC-032 to conveyor 235-BEC-122, which are not entirely located inside a building, shall be fully enclosed.
11. The permittee shall conduct daily visible emission observations on the transfer point associated with 235-BEC-122 and 235-BEC-124, each of the dust collection points associated with the mine optimization process, and the fabric collector's (ID C322) exhaust outlet to the atmosphere.
12. (a) The permittee shall keep record of each of the daily visible emission observations performed, including the findings of each inspection and action taken as a result of each inspection.
13. (b) These records shall be retained for a minimum of five (5) years and shall be made available to the Department upon request.
14. The permittee shall comply with the applicable monitoring specified in 40 CFR § 60.674.
15. The submission of all requests, reports, applications, submittals and other communications required by Subpart OOO of the federal Standards of Performance for New Stationary Sources, 40 CFR 60.670—60.676, must be made to both the Department and the U.S. Environmental Protection Agency. 16. Source ID P322 is subject to 40 CFR Part 60, Subpart OOO. The permittee shall comply with all the applicable requirements specified in 40 CFR Sections 60.670 through 60.676.
17. The permittee shall conduct quarterly 30-minute visible emissions inspections using EPA Method 22 (40 CFR part 60, Appendix A-7) during operation of ID C322 associated with Source ID P322.
18. (a) The permittee shall keep records of each Method 22 (40 CFR part 60, Appendix A-7) test, including the date and any corrective actions taken, in the logbook required under § 60.676(b).

In accordance with 25 Pa. Code §§ 127.44—127.46, the Department of Environmental Protection (DEP) intends to issue Air Quality Plan Approval: PA-65-00629 to allow the installation and initial temporary operation of a 449,000 gallon/day wastewater pretreatment system at the Latrobe Brewery in the City of Latrobe, Westmoreland County. Air contamination sources include a natural gas/biogas-fired boiler, rated at 4.08 MMBtu/hr, and a biogas-fired ground flare, rated at 15.88 MMBtu/hr.
Potential to emit from the wastewater pretreatment system is estimated to be 6.4 tons of nitrogen oxides (NOx), 32.6 tons of carbon monoxide (CO), 3.7 tons of volatile organic compounds (VOC), 59 tons of sulfur dioxide (SO2), and 0195 tons of particulate matter and particulate matter less than 10 microns in diameter (PM/PM10) per year. Best available technology (BAT) for the proposed boiler includes good combustion practices including use of low NOx burners, minimization of startup and shutdown events, and proper maintenance and operation. BAT for the proposed flare includes limiting visible emissions and good operating practice, including operating at a minimum temperature of 1400° F. The authorization is subject to State regulations including limitations on emissions of malodorous air contaminants. Plan Approval has been conditioned to ensure compliance with all applicable rules including work practice, maintenance, monitoring, recordkeeping, and reporting conditions. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently apply for a State Only Operating Permit in accordance with 25 Pa. Code Subchapter F.

In accordance with 25 Pa. Code §§ 127.44—127.46 that the Department of Environmental Protection (DEP) intends to issue Air Quality Plan Approval PA-63-00958A to MarkWest Liberty Midstream and Resources, LLC (''MarkWest'') for installation and temporary operation of the following additional sources and for modifications to the following existing sources to accommodate an increase in maximum natural gas throughput at the MarkWest Welling Compressor Station (''Welling''), a natural gas compressor station located in Buffalo Township, Washington County: installation of five (5) natural gas-fired compressor engines each rated at 1,980 bhp; installation of one (1) additional 197-bhp diesel engine for emergency power generation; increase the gas throughput capacity of the previously installed TEG dehydrator from 100 MMscfd to 130 MMscfd, and increase the associated dehydrator re-boiler rating from 2.0 MMBtu/hr to 2.5 MMBtu/hr. Additionally, Plan Approval PA-63-00958 as issued on February 24, 2011, which previously authorized installation and temporary operation of four (4) 1,980 bhp natural gas-fired compressor engines, two (2) 1,380 bhp natural gas-fired compressor engines, the above referenced 100 MMscfd dehydrator and 2.0 MMBtu/hr reboiler, one (1) 500 bbl separation tank, three (3) 400 bbl condensate tanks, and one (1) 400 bbl saltwater tank at Welling will be administratively incorporated into Plan Approval PA-63-00958A.
Potential emissions from the facility are estimated to be 58.7 tons of nitrogen oxides (NOx), 49.0 tons of carbon monoxide (CO), 49.2 tons of volatile organic compounds (VOC), 5.97 tons of total particulate matter (PM), 2.86 tons of formaldehyde (HCHO), 7.58 tons of hazardous air pollutants (HAP), and 89,422 tons of greenhouse gases (GHG or CO2e) per year. The plan approval will include federally enforceable emission limits on the engines for NOx, CO, and VOC. Best available technology (BAT) for the proposed engines includes combusting natural gas, rich burn combustion for each engine controlled by and three-way catalysts (NSCR), good combustion practices including the use of automatic air/fuel ratio controllers, and proper maintenance and operation. BAT for the dehydrator/reboiler includes operation of the unit with a flare. The authorization is subject to applicable State regulations, Federal New Source Performance Standards (NSPS) including 40 CFR Part 60 Subpart JJJJ for spark ignition internal combustion engines, and Federal National Emission Standards for Hazardous Air Pollutants (NESHAPS) including 40 CFR Part 63 Subpart HH for oil and natural gas production facilities and Subpart ZZZZ for stationary reciprocating internal combustion engines. Federal requirements for Mandatory Greenhouse Gas Reporting from 40 CFR Part 98 have also been included in this Plan Approval. Compliance with emission limitations will be demonstrated through stack testing. Plan Approval has been conditioned to ensure compliance with all applicable rules and regulations including but not limited to those identified above. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently apply for a State Only Operating Permit in accordance with 25 Pa. Code Subchapter F.

55-00001: Sunbury Generation LP (Old Trail Road, PO Box 517, Shamokin Dam, PA 17876) for renewal of the Title V Operating Permits for their facility in Shamokin Dam Borough, Snyder County. The facility is currently operating under Title V Operating Permit 55-00001. The facility's main sources include six (6) coal-fired electricity generating units (EGUs); two (2) diesel fired combustion turbines; fly-ash and bottom-ash handling systems; and two (2) diesel-fired emergency engines. Four units are equipped with low NOx burners and the particulate emissions are controlled by fabric collectors. Two units are equipped with low NOx burners, separate over-fired air and the particulate emissions are controlled by electrostatic precipitators (ESPs). The facility has potential emissions of 594 tons per year of carbon monoxide, 22,066 tons per year of nitrogen oxides, 79,573 tons per year of sulfur oxides, 2,194 tons per year of particulate matter with an aerodynamic diameter of less than 10 microns, 131 tons per year of volatile organic compound and 1,799 tons per year of total hazardous air pollutants (HAPs) including 1,595 tons per year of hydrogen chloride, 137.3 tons per year of hydrogen fluoride, 10.2 tons per year of lead and 4,402,445 tons per year of carbon dioxide equivalents (greenhouse gases). No emission or equipment changes are being proposed by this action. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 60, 63, 64, 68, 72, 73, 74, 75, 76, 96, 97, 98 and 25 Pa. The proposed Title V operating permit for renewal has incorporated the Compliance Assurance Monitoring (CAM) provisions applicable to the EGUs for monitoring of the performance of the electrostatic precipitators (ESPs) and fabric collectors that control particulate matter emissions. The CAM provisions included in the proposed Title V operating permit require parameter monitoring using continuous systems to monitor and record the spark rate of the ESP and pressure drop across the fabric collectors. The opacity of each EGU's exhaust will also be used as an indicator of particulate matter emissions. Additionally, the renewal Title V operating permit contains applicable MACT requirements to the sources at the facility. The proposed Title V operating permit contains applicable regulatory requirements including monitoring, recordkeeping, and reporting conditions to ensure compliance with applicable Federal and State air quality regulations.
The Department also intends to issue an Acid Rain (Title IV) Permit for this facility. The Title IV permit for the boilers at the Sunbury Station are classified under the NOx Acid Rain Program as Phase I units as defined in 40 CFR Part 72 Section 72.2. Sources at this facility include four, coal-fired electric generating units (EGUs), three units rated at 40 megawatts and one unit rated at 20 megawatts, material storage and handling equipment and other smaller sources. TV-63-00016: Allegheny Energy Supply Company, LLC (800 Cabin Hill Drive, Greensburg, PA 15601) In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521, the Department of Environmental Protection (DEP) is providing notice that it intends to issue a renewal Title V Operating Permit to (TVOP-63-00016) for the operation of the Mitchell Power Station, located in Union Township, Washington County. DEP also intends to issue an Acid Rain Permit for this facility.
Main sources at this facility include one 277 megawatt pulverized coal-fired electricity generating unit (EGU) and three 72 megawatt oil-fired EGUs. Emissions from the coal-fired unit are controlled with low NOx burners, separate over-fired air, two electrostatic precipitators arranged in series, followed by a lime reagent based wet flue gas desulfurization system. The oil fired units have no add-on controls, and restrict sulfur emissions through the use of low sulfur (0.5%) fuel oil. Supporting equipment at this site includes two auxiliary boilers, (each rated at 27 MMBtu/hr fuel heat input), one 850-bhp emergency diesel generator engine, space heaters, material storage and handling equipment and other smaller sources.
This facility has the potential to emit the following type and quantity of air contaminants (on an annual basis): 695 tons of carbon monoxide, 6,613 tons of nitrogen oxides, 1,365 tons of particulate matter, 13,616 tons of sulfur oxides, 51 tons of volatile organic compounds, 0.2 ton of ammonia, 44 tons of total hazardous air pollutants including 27.6 tons hydrochloric acid, 5.63 tons hydrogen fluoride, 0.36 tons of lead and 112 pounds of mercury, and 5,449,501 tons of carbon dioxide equivalents (greenhouse gases). No emission or equipment changes are being proposed by this action. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 60, 63, 64, 68, 72, 73, 74, 75, 76, 96, 97, 98 and 25 Pa. DEP also intends to issue an Acid Rain Permit for this site. The Title IV Permit is included by reference in the Title V Operating Permit renewal. The oil-fired EGUs at this facility are not subject to Acid Rain permitting for NOx. The coal-fired unit is subject to a Phase II NOx Averaging Plan.
