DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT

Amendment to the 2012 Action Plan

 The Commonwealth amended its Federal Fiscal Year (FFY) 2012 Annual Action Plan (Action Plan) for funding received from the United States Department of Housing and Urban Development (HUD). The amendment will make a minor change to the administration of the Emergency Solutions Grant (ESG). This notice serves as the notification to the public as outlined in the Commonwealth of Pennsylvania—Citizen Participation Plan to the Consolidated Plan and Related Documents—January, 2009—Section IV—Amendments.

 The following changes to the FFY 2012 Action Plan for the ESG program do not change the priorities, the goal statements or method of distribution of HUD funds under this program. Thus, the changes do not require public comment, only public notification.

Changes:

Name of Program—Emergency Solutions Grant and will be abbreviated as ESG.

Fund Allocation—2012 ESG allocation will be $5,816,323.

Eligible Applicants—Any general purpose unit of local government, including cities, boroughs and townships, towns, counties, home rule municipalities and communities that desire to apply ''on behalf of'' other municipalities.

Match Requirements—A dollar for dollar match is required for all ESG grants.

 The first $100,000 of the Commonwealth's fiscal year grant is not required to be matched. However, the Department of Community and Economic Development (Department) must transfer the benefit of this exception to its subrecipients that are least capable of providing matching contributions. The criteria to be used to define the neediest providers will be:

 • Annual operating budget of less than $100,000.

 • Serving an area with predominately low and moderate income (LMI) persons (more than 60% LMI).

 The 2012 Action Plan containing these amendments will be able to be viewed on the Department's web site under the Publications section at www.newpa.com/strengthen-your-community/technical-assistance.
