Notice of Proposed Interim Response
Franklin Glass Site
City of Butler, Butler CountyThe Pennsylvania Department of Environmental Protection (''Department''), under the authority of the Hazardous Sites Cleanup Act, 35 P. S. Section 6020.101 et. seq. (''HSCA''), proposes to conduct an interim response at the Franklin Glass Site (''site''). The site is located in the City of Butler, Butler County, Pennsylvania. The site consists of residential and unimproved land where glass manufacturing wastes were historically disposed and the associated impacted soils containing arsenic. The waste disposal area is intersected by Coal Run and its receiving stream, Connoquenessing Creek. Potential human health exposure results from underlying wastes and impacted soils exposed by the eroding stream banks of those waterways. Specific sections of those streams currently have more extensive erosion and pose a more urgent threat than other sections.
The Department has investigated the site and has thus far identified three Areas Of Concern (''AOC'') at the site: The Upstream Reach of Coal Run; the Downstream Reach of Coal Run; and the Residential/Park Area.
For this proposed interim response, the Department considered five alternatives for the Upstream Reach of Coal Run:
Alternative 1. No action with ongoing monitoring;
Alternative 2. Vegetated Slope with Riprap at Stream Level/Existing Stream Alignment;
Alternative 3. Vegetated Slope with Riprap at Stream Level/ Stream Re-Alignment;
Alternative 4. Vegetated Slope with Gabions at Stream Level/Existing Stream Alignment;
Alternative 5. Vegetated Slope with Gabions at Stream Level/ Stream Re-Alignment.
For the Downstream Reach of Coal Run, the Department considered two alternatives:
Alternative 1. No Action with ongoing monitoring;
Alternative 2. Installation of Temporary Fencing
For the Residential/Park Area, the Department considered three alternatives:
Alternative 1. No Action;
Alternative 2. Restrictions on Subsurface Activities and Groundwater Use;
Alternative 3. Excavation and Off-Site Disposal of Contaminated Soils.
Each alternative was evaluated with respect to four comparison criteria of: 1) Effectiveness; 2) Implementability; 3) Ability to meet state and federal requirements; and 4) Cost. Furthermore, this comparative analysis evaluated the relative performance of each alternative in relation to each specific comparison criterion. The comparative analysis identified advantages and disadvantages of each alternative, so that tradeoffs between the alternatives could be determined.
As the prompt interim response at the site, the Department proposes to implement the following alternatives:
1. Upstream Reach of Coal Run: Alternative 2. Vegetated Slope with Riprap at Stream Level/Existing Stream Alignment.
2. Downstream Reach of Coal Run: Alternative 2. Installation of Temporary Fencing
3. Residential/Park area at the site: Alternative 2. Restrictions on Subsurface Activities and Groundwater Use.
The Department chose these alternatives because they each protect the public and environmental receptors from the risks associated with the hazardous substances at each AOC at the site in the most cost-effective manner.
The proposed interim response is not a final remedial response pursuant to Section 504 of HSCA, and, therefore, is not required to meet the cleanup standards that apply to final remedial responses. However, the proposed alternatives are consistent with any potential future remedial actions and future investigation activities.
This notice is being provided pursuant to Section 506(b) of HSCA. The administrative record, which contains the information that forms the basis and documents the selection of this response, is available for public review and comment. The administrative record is located at the Department's Northwest Regional Office, 230 Chestnut Street, Meadville, PA 16335, and is available for review Monday through Friday from 8:00 a.m. to 4:00 p.m. Please telephone beforehand for an appointment (telephone: 814-332-6648).
The administrative record will be open for comment from December 15, 2012 until March 15, 2013. Persons may submit written comments into the record during this time only, by sending them to Mr. Chris Saber, Project Manager, at the Department's Northwest Regional Office or by delivering them to the office in person.
In addition, persons may present oral comments, for inclusion in the administrative record, at a public hearing. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P. S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The Chelsea Tank Farm comprises eleven (11) storage tanks, pumping stations and pipelines. Minor sources at the facility include an office heater (0.145 MMBtu/hr boiler), an emergency generator (150 kW) and a groundwater and soil remediation system, with emissions controlled by carbon beds and a catalytic oxidizer.
Regulations promulgated since the last time the Operating Permit was renewed, are included in this issuance. These regulations include the following Subparts from 40 CFR Part 63: Subpart BBBBBB, the National Emission Standards for Hazardous Air Pollutants (NESHAPs) for Gasoline Distribution Bulk Terminals, Bulk Plants and Pipeline Facilities; Subpart JJJJJJ, NESHAPs for Industrial, Commercial, and Institutional Boilers Area Sources; and Subpart ZZZZ, NESHAPs for Stationary Reciprocating Internal Combustion Engines. Upon final approval, the permit will be renewed for a period of five (5) years.

The facility consists of three pulverized coal-fired electric generating units, rated at 592 megawatts each. All three units are equipped with electrostatic precipitators for particulate control. Unit #1 is equipped with a rotating over-fired air (ROFA) system coupled with a Rotamix system (proprietary technology for the injection of ammonia). Units #2 and #3 are equipped with natural gas reburn (NGR) systems. In addition, the installation of Flue Gas Desulfurization (FGD) systems in 2009 has greatly reduced SO2 and PM10 emissions from all three units at the station. Supporting equipment at this facility includes coal, limestone and gypsum processing and handling equipment, emergency diesel engines, anhydrous ammonia storage tanks and space heaters.
