Eligible Partnerships; Postsecondary Grant Application; Building Teaching and Learning Capacity K-16

 The Department of Education (Department) has established grant application guidelines to provide direction to partnerships as they submit applications focusing on building teaching and learning capacity across the K-16 education continuum. Applications submitted in response to these guidelines are limited to Statewide partnerships aimed at nurturing and sustaining high quality relationships among and between a network of institutions of higher education (IHEs) and local education agencies (LEAs) that:

 1. Culminate in high quality clinical experiences for this Commonwealth's future teachers.

 2. Identify the ''value added'' and contributions that stem from partners working collaboratively so they can be shared and scaled-up with other IHEs and LEAs.

 3. Identify effective coaching strategies for higher education faculty, collaborating teachers and principals that improve student teaching experiences and foster future teachers, who have the requisite knowledge, skills and pedagogy required for succeeding in today's schools.

 4. Build LEA and IHE capacity as they participate in professional development opportunities, implement changes into their respective curricula and conduct workshops for other school personnel related to:

 • The Commonwealth's Standards Aligned System.

 • The Commonwealth's Common Core Standards in Mathematics, English Language Arts, Science and Technical Subjects, and/or History and Social Studies.

 • The Commonwealth's new educator effectiveness system.

 • School safety and anti-bullying strategies.

 • Effective coaching strategies.

 • Blended delivery of classroom instruction.

 • Data driven decision making.

 5. Institutionalize change in teacher and leadership preparation programs that are more closely aligned with the knowledge, skills and pedagogy required for educator effectiveness that emerge as improved teaching and learning in today's classrooms.

 Approximately $2.4 million is available on a competitive basis under this grant application for up to three funding cycles beginning in summer 2013 and ending September 30, 2014.

1. Eligibility Requirements

 An eligible partnership shall include at a minimum:

 1. A Commonwealth-based IHE which is approved by the Department to prepare principals and teachers.

 2. A Commonwealth-based IHE that has arts and sciences faculty.

 3. At least one high-need LEA included on the ''List of LEAs That Meet the High Need Definition in No Child Left Behind.'' A high-need LEA:

 • Serves not fewer than 10,000 children from families with incomes below the poverty line.

 • Not less than 20% of the children served by the agency are from families with incomes below the poverty line.

 and

 • For which there is a high percentage of teachers not teaching in the academic subjects or grade levels that the teachers were trained to teach.

 or

 • For which there is a high percentage of teachers with emergency, provisional, or temporary certification or licensing (Section 2102(3)).

 Other partners may include:

 1. Other LEAs.

 2. An elementary or secondary school.

 3. Other educational service agency or nonprofit cultural or educational organization.

 4. Teacher organizations.

 5. Principal organizations.

 6. Businesses.

 It is the intent of the Department to fund Statewide partnerships that include a network of IHEs and LEAs; other entities and organizations may also participate in the partnership.

2. Application Deadline

 Applications are due by 5 p.m., Friday, May 17, 2013.

3. How to Apply

 All eligible applicants must submit one electronic copy of the following in a PDF format:

 1. Cover Page.

 2. Project Abstract—Rider B (PDE-3118).

 3. Agreement for Eligible Partnerships (PDE-3668).

 4. Acronym Definition Page and Explanations of Projects Referenced in Narrative.

 5. Three-Year Budget Projection (PDE-3113G).

 6. Draft evaluation instruments to measure effectiveness of goals, objectives and activities of partnership.

 7. Proposal Narrative, which includes the following sequence of sections:

 a. Executive Summary.

 b. Needs Assessment.

 c. Instructional Program/Program Results.

 d. Program Evaluation.

 e. Dissemination of Project Results and Other Information.

 f. Cost and Price Analysis.
