Findings

 Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Director of the Bureau of Project Delivery as delegated by the Secretary of Transportation makes the following written finding:

 The Department of Transportation (Department) is planning the projects listed as follows. Environmental and Section 4(f) Documentation have been developed for the projects identified as follows to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System, http://www.dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed projects identified as follows and all reasonable steps have been taken to minimize such effects.

 • SR 0117, Section 007, Mount Gretna Road Bridge Replacement, South Londonderry Township, Lebanon County

Project Description: This project is the replacement of a structurally deficient bridge on PA Route 117 (Mount Gretna Road) over a tributary to Conewago Creek.

Environmental Documents: Environmental Document Bridge and Roadway Programmatic Agreement (BRPA) and a Determination of Section 4(f) De Minimus Use Section 2002 No Adverse Use, Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land, and State Game Land (approved March 14, 2013).

Proposed Use of Section 4(f) 2002 Resources: This bridge replacement will require the use (acquisition) of 0.174 acre of land and the temporary use (temporary construction easement) of 0.155 acre of land from State Game Land Number 145. The use of State Game Land will be mitigated by debiting 0.174 acre from the Shuey Property State Game Land Bank.

 • T-347 Keefer Mill Covered Bridge over Chillisquaque Creek in Liberty Township, Montour County

Project Description: Rehabilitation of a historic bridge.

Environmental Documents: BRPA (approved December 20, 2012) and a Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges (approved December 19, 2012).

Proposed Use of Section 4(f)/2002 Resources: Rehabilitation of the National Register of Historic Places listed Keefer Mill Covered Bridge.

 • T-816 Oldman Bridge over Clear Shade Creek in Ogle Township, Somerset County

Project Description: Replace the structurally deficient structure.

Environmental Documents: Level-2 Environmental Document (approved March 6, 2013) and a Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges document (approved January 28, 2013).

Proposed Use of Section 4(f)/2002 Resources: Replacement of County Bridge No. 46 (Oldman Bridge), National Register of Historic Places eligible structure.

 • SR 1028, Section A10, the Culmerville Bridge in West Deer Township, Allegheny County

Project Description: Replace the existing deteriorated truss bridge to provide a safe and efficient crossing over the CN Railroad.

Environmental Documents: Level-1b Categorical Exclusion, approved December 12, 2012, as well as two Determination of Section 4(f) De Minimus Use, Section 2002 No Adverse Use Historic Properties documents, both approved on November 5, 2012.

Proposed Use of Section 4(f)/Section 2002 Resources: Replacement of the Culmerville Bridge, a contributing element of the National Register of Historic Places eligible Bessemer and Lake Erie Railroad, necessitating the use of 0.189 acre.
