[Saturday, July 27, 2013]Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Director of the Bureau of Project Delivery, as delegated by the Secretary of Transportation, makes the following written finding:
The Department of Transportation (Department) is planning to widen SR 0252, Providence Road in Upper Providence Township, Delaware County. This project involves widening SR 0252 (Providence Road) from a 40-foot, three-lane cross section to a 61-foot, five-lane cross section (two through-lanes in each direction and a dedicated center left-turn lane). The project will extend from the intersection of Providence Road and Kirk Lane, northwest, to the convergence with Palmers Mill Road. The total project length will be approximately 0.74 mile.
The project will require the use of an approximately 12-foot wide strip of the Section 2002 resource, Rose Tree Park, for a 1.034-acre acquisition. The project will also require 0.198 acre of drainage easement and 0.977 acre of temporary construction occupancy from Rose Tree Park.
In accordance with section 2002 of The Administrative Code of 1929 establishing the Department, a Level-2 Environmental Documentation (ED) has been developed for the subject project along with a ''Determination of Section 2002 No Adverse Use'' document to evaluate the potential environmental impacts caused by the subject project. The environmental, economic, social and other effects of the proposed project, as enumerated in section 2002 of The Administrative Code of 1929, have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed action, and the project is planned to minimize harm to the Section 2002 resources. Mitigation measures will be taken to minimize harm as stipulated in the Level-2 ED.
