Application of Onvoy, Inc., d/b/a Onvoy Voice Services for approval to offer, render, furnish or supply telecommunications services to the public as a competitive local exchange carrier in the service territories of Frontier Communications of Breezewood, Inc., Frontier Communications of Canton, Inc., Frontier Communications of Lakewood, LLC, Frontier Communications of Oswayo River, LLC, Frontier Communications of Pennsylvania, LLC, The United Telephone Company of Pennsylvania, d/b/a CenturyLink, Citizens Telephone Company of Kecksburg and Citizens Telecommunications of New York.

 Formal protests and petitions to intervene must be filed in accordance with 52 Pa. Code (relating to public utilities). Filings must be made with the Secretary of the Pennsylvania Public Utility Commission, P. O. Box 3265, Harrisburg, PA 17105-3265, with a copy served on the applicant, on or before September 16, 2013. The documents filed in support of the application are available for inspection and copying at the Office of the Secretary between 8 a.m. and 4:30 p.m., Monday through Friday, on the Pennsylvania Public Utility Commission's web site at www.puc.state.pa.us, and at the applicant's business address.
