LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
UNDER ACT 2, 1995
PREAMBLE 3
The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).
Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate regional office. The report documented attainment of the Residential Statewide Health Standard for soil and was approved on January 17, 2013.

The report was submitted to document attainment of the Residential Statewide Health Standard for soil and groundwater and was approved on January 23, 2013.

The facility is synthetic minor for VOC. This proposed project will not increase previously permitted emissions. The previously permitted chromium anodizing tanks are subject to 40 CFR Part 63, National Emission Standards for Hazardous Air Pollutants for Source Categories, Subpart N, National Emission Standards for Chromium Emissions from Hard and Decorative Chromium Electroplating and Chromium Anodizing Tanks. The Plan Approval will contain additional monitoring, recordkeeping, and operating conditions designed to keep the facility operating within the allowable emissions and all applicable air quality requirements.
15-0041B: Eastern Shore Natural Gas Company—Daleville Compressor Station (604 Street Road, Cochranville, PA 19330) on January 30, 2013, to expand their facility in Londonderry Township, Chester County. The proposed expansion will entail the following:
• Retiring three existing compressor units (Sources 031, 032, and 033)
• Installation of oxidation catalyst pollution control systems on two existing units (Sources 034 and 035)
• Installation of two new natural gas-fired reciprocating internal combustion engine compressor units equipped with oxidation catalyst pollution control systems
• Expanding the existing auxiliary building to accommodate a new motor control and station control center
• Installation of up to four natural gas-fired heaters
The facility is a state only, Synthetic Minor facility. The existing permit limits the emissions of nitrogen oxides (NOx) from the facility to less than or equal to 24.9 tons per year on a 12-month rolling sum basis.
The provisions of this plan approval will subsequently be incorporated into a State Only Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450. The Plan Approval will contain recordkeeping requirements and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

Additionally the existing Boiler and Burn Off Oven, which is operating under general permits will be rolled into this plan approval at their facility in Wilkes-Barre City, Luzerne County.

The facility processes cocoa beans and cocoa nibs to create cocoa powder, cocoa butter, and chocolate liquor for utilization in the food industry. As a result of potential emissions of volatile organic compounds (VOCs), the facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments, and is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. As shown in a recent stack test, the inlet gases to the regenerative thermal oxidizer may at contain low concentrations of VOCs, so the efficiency of the thermal oxidizer may not reach 98 percent as permitted. The regenerative thermal oxidizer does reduce VOC emissions to less than 20 ppmdv, as methane (6 ppmdv, as propane), which corresponds to a mass emission rate of 0.09 pound VOC per hour (0.39 ton VOC per year). Language was added to the Title V Operating Permit reflecting the reduction of VOC emissions below these levels. Frequency of monitoring and recording pressure drops across baghouses were changed from daily to weekly due to data provided by the facility showing little or no changes in pressure drop across each baghouse from week to week. The changes to condition in the permit do not reflect any change in air emissions from this facility.

The facility contains air contamination sources consisting of two 1,745 MMBTU/hour combustion gas turbines (CGT), operating in combined cycle with a 589 MMBTU/hour duct burner and heat recovery steam generator following each CGT, one 30.6 Btu/hour auxiliary boiler, one 265-bhp, diesel firewater pump engine, one 489-bhp, diesel emergency generator engine, and cooling towers . The nominal electrical generation capacity of each CGT system is 310 MW. The turbines are equipped with dry, low NOx combustors. Turbine exhaust gases are treated with selective catalytic reduction (SCR) for NOx control, and an oxidation catalyst for VOC and CO control. This facility has the potential to emit the following type and quantity of pollutants: 313 tons per year of PM10, 296 tons per year of NOx, 581 tons per year of CO, 90 tons per year of VOC, 128 tons per year of SO2, 9.6 tons per year of formaldehyde, 166 tons per year of ammonia, and 2,282,000 tons of CO2e greenhouse gases. No equipment or emission changes are being approved by this action.

The Department of Environmental Protection (Department) approved the Municipal Waste Management Substantial Plan Revision (''Revision'') for the county of Clearfield on January 28, 2013.
