AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

NEW SOURCES AND MODIFICATIONS

 The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.

 The Department received applications for Plan Approvals or Operating Permits from the following facilities.

 Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate regional office to schedule appointments.

 Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that hearings be held concerning a proposed Plan Approval or Operating Permit. A comment or protest filed with the Department regional office shall include a concise statement of the objections to the issuance of the Plan Approval or Operating Permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

 Persons with a disability who wish to comment and require an auxiliary aid, service or other accommodation to participate should contact the regional office listed before the application. TDD users may contact the Department through the Pennsylvania AT&T Relay Service at (800) 654-5984.

 Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the source is constructed and operating in compliance with applicable requirements in 25 Pa. Code Chapters 121—143, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

24-167B: E Carbon America (806 Theresia Street, Saint Marys, PA 15857) for modification of their facility operating conditions associated with operation of the control device established in plan approval 24-167A in Saint Marys City, Elk County. This is a Title V facility.

25-1043A: Barrel O' Fun Snack Foods Co., East (821 Route 97 South, Waterford, PA 16441) for the proposed construction of 6 Batch Kettle Fryers (2,700 #/hr of chips), a Corn Puff Line, a Corn Popper, and a hot water boiler in Waterford Township, Erie County. This is a State Only facility.


Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollution Control Act and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated operating permit.

The proposed changes do not involve installation of any new equipment or emission sources or modification of existing sources, and do not result in any emission increase from the affected source or the facility. This Plan Approval will contain all applicable requirements including monitoring, recordkeeping and reporting designed to keep the facility operating within all applicable air quality requirements.

15-0143: Phoenixville Crematory, Inc. (610 Main Street, Phoenixville, PA 19460) for installation of a human crematory at the existing Campbell-Ennis-Klotzbach Funeral Home in Phoenixville Borough, Chester County. The crematory is a dual chamber unit manufactured by Matthews Cremation Division. The Crematory contains the best available technology, to include; maximum operating temperatures, retention times, and using natural gas as a fuel. The Plan Approval also contains work practice standards, monitoring and recordkeeping requirements, and operating restrictions designed to keep the sources and facility operating within all applicable air quality requirements.

67-03170A: Countryside Cremation Service LLC (205 North Main Street, Spring Grove, PA 17362) for construction of a human crematory at their existing funeral home in Spring Grove Borough, York County.

 In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has received an application and intends to issue a Plan Approval to the abovementioned company for the abovementioned project. This plan approval may be incorporated into the company's facility-wide permit via an administrative amendment at a later date.

 Plan Approval 67-03170A authorizes the construction of a human crematory at the existing facility. Potential emissions from the unit's operation are estimated at 0.40 ton per year of sulfur oxides, 0.42 ton per year of nitrogen oxides and 0.98 ton per year of particulate matter. The Plan Approval and Operating permit will contain emission limits, along with monitoring, recordkeeping and reporting requirements to ensure the plant complies with the applicable air quality requirements. Potential particulate matter emissions from the proposed fabric filter are estimated at less than one ton per year.

36-05002E: Armstrong World Industries, Inc. (1067 Dillerville Road, Lancaster, PA 17604) for the installation of a new luxury vinyl tile line at their flooring plant in the City of Lancaster, Lancaster County.

 In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has received an application, and intends to issue a Plan Approval to the abovementioned company for the abovementioned project. This plan approval may be incorporated into the company's facility-wide permit via an administrative amendment at a later date.

 Plan Approval No. 36-05002E is for the installation of a luxury vinyl tile (LVT) line. The new line's maximum production capacity is 170 million square feet of tile per year. The LVT line will consist of raw material storage and handling, blanket forming, lamination, sizing, coating and curing, and edge detailing. The materials include process aids, limestone, resin scrap vinyl, plasticizers and protective coatings. Potential emissions from the LVT line are estimated to be: 0.71 tpy CO, 0.84 tpy NOx, 6.48 tpy PM/PM10/PM2.5, 0.01 tpy SOx, 16.92 tpy VOC, & 1,0004.25 tpy CO2. The plan approval will contain monitoring, recordkeeping & work practice standards designed to keep the facility operating within all applicable air quality requirements.

41-00079B: Eureka Resources, LLC (454 Pine Street, Williamsport, PA 17701) for modification of a gas well wastewater treatment operation to increase the allowable amount of volatile organic compounds and volatile hazardous air pollutants, as well as for the construction a methanol recovery operation at their Second Street facility located in Williamsport, Lycoming County. This is a state only facility for which an operating permit has been issued.

 The Department's review of the information contained in the application submitted by Eureka Resources, LLC, indicates that the source will comply with all applicable air quality requirements pertaining to air contamination sources and the emission of air contaminants, including the fugitive air contaminant emission requirement of 25 Pa. Code § 123.1 and the malodor limitation of 25 Pa. Code § 123.31. Additionally, the Department has determined that the wastewater operation as proposed satisfies the best available technology (BAT) requirements, pursuant to 25 Pa. Code §§ 127.1 and 127.12. Pursuant to the requirements of BAT, the air contaminant emission from the wastewater treatment operation shall not exceed the following limitations: 9.27 tpy for volatile organic compounds, 3.53 tpy for volatile hazardous air pollutants and 2.64 tpy for methanol. The plan approval, if issued, will subsequently be incorporated into the state only operating permit via an administrative amendment in accordance with 25 Pa. Code § 127.450 at a later date.

 Based on the findings above, the Department proposes to issue a plan approval with monitoring, recordkeeping and work practice requirements to verify compliance with the annual emission limitations. In addition to the emission limitations above, the following is a summary of the types of conditions the Department intends to place in Plan Approval 41-00079B to ensure compliance with applicable Federal and State regulatory requirements including the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12.

 Conditions to limit the amount of wastewater treated in any 12 consecutive month period.

 Recordkeeping and reporting requirements to ensure compliance with emissions and throughput limitations.

 Work practice requirement to require the installation of covers on several process tanks.

 Work practice requirement to specify how high methanol-containing wastewater is to be treated.

 The potential air contaminate emissions from all sources at the Second Street facility will be 20.13 tpy for nitrogen oxides (NOx), 26.04 tpy for carbon monoxide, 0.09 tpy for sulfur oxides (SOx), 1.83 tpy for particulate matter, 10.23 tpy for volatile organic compounds, 3.86 tpy for hazardous air pollutants and 2.64 tpy for methanol.

The initial permit was issued on 12-31-2001. As a result of potential emissions of NOx, VOCs and HAP, the facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments, and is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. The proposed Title V Operating Permit Renewal contains all up-to-date applicable requirements including monitoring, recordkeeping and reporting.

06-05036: Cryovac, Inc. (P. O. Box 295, Reading, PA 19603) for operation of their expandable polystyrene foam products manufacturing facility in Muhlenberg Township, Berks County. This action is a renewal of the Title V Operating Permit issued in 2009.

 In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit for the abovementioned facility.

 The facility's actual emissions for 2012 were reported 579.0 tpy VOC, 0.1 tpy of combined HAPs & 0.1 tpy of a single HAP. The operating permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 40 CFR 63, Subpart ZZZZ—National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines.

The emergency fire water pump engines are subject to 40 CFR Part 63, Subpart ZZZZ. All applicable conditions of Subpart ZZZZ are included in the permit. The oil fueled Boiler is subject to 40 CFR Part 63, Subpart JJJJJJ. All applicable conditions of Subpart 6J are included in Source ID # 035: Oil fueled Boiler. The facility submitted the Potential to emit plant emissions in Tons per Year (3209 MTPY Meta cresol production) as part of Plan Approval 61-011C. The facility potential emissions are: NOx: 10.4 Tons per year (TPY), VOC: 52.4 TPY, PM-10/ PM 2.5: 7.5 TPY / 7.5 TPY, SOx: 0.06 TPY, CO: 10.4 TPY, Cresol: 1.30 TPY, Toluene: 0.46 TPY

This is the renewal of a State-only operating Permit. The State-Only operating permit includes emissions, work practice standards and testing, monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

40-00082: Reading Materials, Inc. (PO Box 196, 2052 Lucon Road, Skippack, PA 19474-0196) to issue a renewal (Synthetic Minor) operating permit for operation of a batch asphalt plant and associated air cleaning device in Foster Township, Luzerne County. The facility is limiting production throughput rate of asphalt to 400,000 tons per year in order to maintain Synthetic Minor status. The proposed operating permit contains all applicable Federal and State regulations including emissions, monitoring, record keeping, reporting and work practice requirements.

40-00069: Independent Refining Co, LLC (99 Stevens Lane, Exeter, PA 18643-1232) to issue a renewal operating permit for a silver recovery facility in Exeter Borough, Luzerne County. The proposed operating permit contains all applicable Federal and State regulations including emissions, monitoring, record keeping, reporting and work practice requirements.

06-05096: Reading Health System (P. O. Box 16052, Reading, PA 19612-6052) for Reading Hospital in West Reading Borough, Berks County.

 In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit for the abovementioned facility.

 In 2013 the subject facility had actual emissions of 31 tons of NOx, 14 tons of SO2, 15 tons of CO, 2 tons of PM, 3 tons of VOC and 24,441 tons of GHG. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 25 Pa. Code 129.63 (Degreasing Operations), 40 CFR 60 Subpart Dc (Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units) and 40 CFR 60 Subpart KKKK (Standards of Performance for Stationary Combustion Turbines).

 Potential emissions from the facility are estimated to be around 0.48 tpy CO, 2.92 tpy NOx, 0.28 tpy PM10, 0.01 tpy SOx, & 7.35 tpy VOC. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 40 CFR 60, Subpart JJJJ—Standards of Performance for Stationary Spark Ignition Internal Combustion Engines.

 In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit renewal for the abovemen- tioned facility.

 The actual VOC and PM emissions of the facility are less than one ton per year. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. A 9.4 HP emergency generator at facility is subject to 40 CFR Part 60, Subpart JJJJ—Standards of Performance for Stationary Spark Ignition Internal Combustion Engines.

 The facility contains air contamination sources consisting of five gasoline storage tanks, with storage capacities of 7,300, 16,200, 16,500, 16,500, and 60,595 barrels (bbl, 1 barrel petroleum = 42 US gallons), one ethanol tank with a capacity of 7,300 bbl, four distillate storage tanks with capacities of 4,500, 4,500, 7,300, 8,300, and 51,000 bbl, and gasoline and distillate tank truck loading racks. Gasoline loaded at the facility is limited to 173,200,000 gallons per year and distillate loading is limited to 80,000,000 gallons per year. A vapor recovery unit controls VOC emissions from the loading racks and an internal floating roof in each gasoline or ethanol storage tank also controls emissions of VOC. Facility emissions are 48.4 tons per year of VOC, 2.1 tons per year of benzene, and 3.7 tons per year of all HAPS combined. The facility is limited to a maximum opacity from any processing equipment of 20 percent. The facility is subject to applicable requirements of 25 Pa. Code Chapters 121—145, 40 CFR 60, Subparts A (General Provisions) and Kb (Standards of Performance for Volatile Organic Liquid Storage Vessels Including Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or Modification Commenced After July 23, 1984), and 40 CFR 63, Subparts A (General Provisions) and BBBBBB (National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Distribution Bulk Terminals, Bulk Plants, and Pipeline Facilities).  This facility could potentially be subject to the requirements of Subpart HHHHHH—National Emission Standards for Hazardous Air Pollutants: Paint Stripping and Miscellaneous Surface Coating Operations at Area Sources. 42-00215: Kane Area School District—Kane Area High School (400 West Hemlock Avenue, Kane, PA 16735-1644) to re-issue a Natural Minor Operating Permit for this educational facility in Wetmore Township, McKean County. The facility's primary emissions are from a Wood Fired Boiler and (4) Natural Gas Fired Boilers used to provide comfort heat and hot water to the school. There is also an Emergency Power Generator to provide limited power in the event of a power outage.

 The Wood Fired Boiler at this facility is subject to the requirements of 40 CFR 63, Subpart JJJJJJ, National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial and Institutional Boilers at Area Sources. These standards will be met by performing periodic tune-ups of the boiler and maintaining and operating the source according to the manufacturer's specification.

 The potential emissions from this facility, if all boilers were operated year round, are as follows. SOx = 1.0 ton per year (TPY), Particulate Matter = 7.7 TPY, NOx = 17.0 TPY, VOC = 1.0 TPY, CO = 23.0 TPY, Total HAPs = <1.0 TPY.

43-00251: Component Inter-Technologies Hadley, Inc. (2426 Perry Highway, Hadley, PA 16130) to renew a State Only Operating Permit for their facility in Perry Township, Mercer County. The facility is a Natural Minor. MINING ACTIVITY NPDES DRAFT PERMITS

 This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).

 The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.

Effluent Limits for Coal Mining Activities

 For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).

 The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

 In addition, the Department imposes a technology-based aluminum limit of 2.0 mg/l (30 day average) to protect stream uses.

 A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

 Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

Effluent Limits for Noncoal Mining Activities

 The BAT limits for noncoal mining activities as provided in 40 CFR Part 436 and 25 Pa. Code Chapter 77 are as follows:

 Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

 In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.

 More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).

 The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 362-0600-001, NPDES Program Implementation—Memorandum of Understanding (MOU) Concerning Water Quality Management, NPDES Program Implementation, and Related Matters. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.

 Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.

 Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.

 The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. When a public hearing is held, the Department will consider comments from the public hearing in the final determination on the NPDES permit application.
