PUBLIC WATER SUPPLY (PWS) PERMITS Under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.
Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907)
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P. S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.
For further information concerning the content of a Notice of Intent to Remediate, contact the environmental cleanup program manager in the Department regional office listed before the notice. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office. AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS
NEW SOURCES AND MODIFICATIONSThe Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate regional office to schedule appointments.
Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that hearings be held concerning a proposed Plan Approval or Operating Permit. A comment or protest filed with the Department regional office shall include a concise statement of the objections to the issuance of the Plan Approval or Operating Permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

64-00001: PA Department of Corrections—Way-mart (1920 Technology Parkway, Mechanicsburg, PA 17050) for operation of a Correction Institution in Canaan Township, Wayne County. This is a renewal of the Title V Operating Permit. As a major source, the facility is subject to the Title V permitting requirements of the Clean Air Act Amendments as adopted by the Commonwealth under 25 Pa. Code, Chapter 127, Subchapter G.
The main sources at this facility are three (3) Keeler Boilers and one (1) Emergency Generator. The boilers are subject to 40 CFR Part 63, Subpart JJJJJJ. The Emergency Generator is subject to 40 CFR Part 63, Subpart ZZZZ. The proposed Title V Operating Permit shall include emission restrictions, work practice standards and testing, monitoring, recordkeeping, and reporting requirements to ensure compliance with all applicable Federal and State air quality regulations.

19-00006: Big Heart Pet Brands (6670 Low Street, Bloomsburg, PA 17815) for an application for the significant modification to the Title V Operating Permit TVOP 19-00006 to incorporate terms and conditions contained in the previously issued Plan Approval 19-00006D. The proposed significant modification authorizes the operation of two (2) vertical coolers and independent wet centrifugal collectors to control the air contaminant emissions from the coolers at their Bloomsburg facility in South Centre Township, Columbia County. Big Heart Pet Brands has the following potential emissions for all sources at the facility: 44.28 TPY of carbon monoxide; <100.00 TPY of nitrogen oxides; 107.77 TPY of sulfur oxides; 49.82 TPY of particulate matter; 5.10 TPY of volatile organic compounds; 0.66 TPY of total hazardous air pollutants and 30,418 TPY of greenhouse gases.
Big Heart Pet Brands has demonstrated compliance with all applicable air quality regulatory requirements pertaining to the operation of all air contamination sources and the emission of air contaminants authorized by the previously issued plan approval. Based on these findings, the Department intends to modify the Title V operating permit TVOP 19-00006 in order to authorize the continued operation of the two (2) vertical coolers and the wet centrifugal collectors.
The following is a summary of the conditions contained in the previously issued plan approval the Department proposes to place in the Title V operating permit to be issued to ensure compliance with all applicable air quality regulatory requirements:
1. The concentration of particulate matter (PM/PM10) emissions from each wet centrifugal collector associated with the vertical coolers shall not exceed 0.005 grain per dry standard cubic foot (gr/dscf) of exhaust gas.
2. The particulate matter (PM/PM10) emissions from the exhaust of each wet centrifugal collector shall not exceed 0.89 pound per hour and 3.90 tons in any 12 consecutive month period.
3. The permittee shall not permit the emission into the outdoor atmosphere any visible air contaminants from each wet centrifugal collector associated with the vertical coolers other than water vapor or steam.
4. Each wet centrifugal collector shall be supplied with fresh water without recirculation. Water from the cooling jackets of the extruders can be utilized in each wet centrifugal collector.
5. Each wet centrifugal collector shall be equipped with instrumentation to continuously monitor the water pressure and flow rate to each collector. An alarm shall be activated when the flow rate is below the required rate.
6. The water feed rate to each wet centrifugal collector associated with the vertical coolers shall not be less than 12 gallons per minute at any time.
7. The vertical coolers shall be equipped with interlocks to prevent the operation of said coolers without the simultaneous operations of the respective wet centrifugal collector.
8. The air contaminant emissions from each vertical cooler shall be controlled by an independent wet centrifugal collector at all times each cooler is operational.
9. The permittee shall keep records of the flow rate of water to each wet centrifugal collector at least once per shift. These records shall be retained for a minimum of five (5) years and shall be made available to the Department upon request.
All pertinent documents used in the authorization of the operation of the above sources included in the previous issued plan approval are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. Any person(s) wishing to provide the Department with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to the Department of Environmental Protection at the address shown in the preceding paragraph. A 30-day comment period from the date of this publication will exist for the submission of comments. Each written comment must contain the following: Name, address and telephone number of the person submitting the comments; Identification of the proposed permit (specify Permit No. TVOP 19-00006); Concise statements regarding the relevancy of the information or objections to issuance of the permit.
A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the information received. 42-00009: Pittsburgh Corning Corp.—Port Allegany Plant (701 N Main Street, Port Allegany, PA 16743-1029) for Modification of a Title V Permit to operate their architecture pressed and blown glass manufacturing facility in Port Allegany Borough, McKean County. The modification incorporates the requirements from 25 Pa. Code §§ 129.301—129.310, Control of NOx Emissions from Glass Melting Furnaces. The permittee has requested an alternative compliance schedule for Source ID #201—Melting Furnace (Lines 5-8) as permitted under the PA Glass Melting Furnace NOx Rule. The language contained in 25 Pa. Code § 129.304(c)(2) allows the permittee to submit a petition in writing, requesting an alternative compliance schedule. In the petition PCC has proposed an extension of the compliance date for Source ID #201 to coincide with its next cold shut down scheduled to occur May 1, 2019. During the next scheduled cold shutdown in 2019, downstream emission control equipment consisting of Selective Catalytic Reduction equipment will be installed to achieve compliance with new 7.0 lb/ton NOx emission limitation. The milestones of the installation and design of SCR (Selective Catalytic Reduction) control equipment have been included in the permit in the compliance schedule section.

06-05114: Birchcraft Kitchens, Inc. (425 Richmond Street, Reading, PA 19605) for their wood cabinet manufacturing plant in the City of Reading, Berks County.
In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit for the abovementioned facility.
The subject facility had actual emissions in 2012 of 3.5 tpy of VOC and 1.2 tpy of total HAP. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 25 Pa. Code§ 129.52.
Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at the PA DEP Southcentral Regional Office, at 909 Elmerton Avenue, Harrisburg, PA 17110.
A person may oppose the proposed operating permit, or may provide the Department with additional information to consider in its review, or may request a public hearing, by filing a written protest with the Department at the address listed above. The facility contains air contamination sources consisting of five gasoline storage tanks, with storage capacities of 7,300, 16,200, 16,500, 16,500, and 60,595 barrels (bbl, 1 barrel petroleum = 42 US gallons), one ethanol tank with a capacity of 7,300 bbl, four distillate storage tanks with capacities of 4,500, 4,500, 7,300, 8,300, and 51,000 bbl, and gasoline and distillate tank truck loading racks. Gasoline loaded at the facility is limited to 173,200,000 gallons per year and distillate loading is limited to 80,000,000 gallons per year. A vapor recovery unit controls VOC emissions from the loading racks and an internal floating roof in each gasoline or ethanol storage tank also controls emissions of VOC. Facility emissions are 48.4 tons per year of VOC, 2.1 tons per year of benzene, and 3.7 tons per year of all HAPS combined. The facility is limited to a maximum opacity from any processing equipment of 20 percent. The facility is subject to applicable requirements of 25 Pa. Code Chapters 121—145, 40 CFR 60, Subparts A (General Provisions) and Kb (Standards of Performance for Volatile Organic Liquid Storage Vessels Including Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or Modification Commenced After July 23, 1984), and 40 CFR 63, Subparts A (General Provisions) and BBBBBB (National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Distribution Bulk Terminals, Bulk Plants, and Pipeline Facilities). 63-00895: Ensinger, Inc.—Washington Facility (365 Meadowlands Blvd., Washington, PA 15301) for manufacturing of thermoplastic stock shapes and custom profiles in North Strabane Township, Washington County.
In accordance with 25 Pa. Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and is providing public notice that it intends to issue an Air Quality Operating Permit renewal for the above mentioned facility.
The subject facility consists of two sand baths controlled by an afterburner and 36 electric extruder lines controlled by a three-stage filter system. The facility's potential emissions are calculated to be 0.40 tpy NOx, 0.60 tpy CO, 0.01 tpy SOx, 0.25 tpy VOC, and 0.50 tpy PM. The facility is required to perform weekly visual inspections of the site. The facility must maintain records of the temperature of the sand bath and afterburner every two hours during operation and amount of fuel used on a monthly basis. The afterburner is limited to 0.04 gr/dscf PM. The proposed authorization is subject to State and Federal Regulations. The permit includes additional operational requirements, monitoring requirements, and recordkeeping requirements.

Any person may submit comments, a request for the Department to hold a public hearing, or a protest to the operating permit or a proposed condition thereof, by filing such submissions in writing with the Department at the Southwest Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments.
All requests for a public hearing, and all protests to a proposed action, shall be filed with the Department within 30 days of the date that notice of the proposed action was published under 25 Pa. Code § 127.424. COAL AND NONCOAL MINING ACTIVITY APPLICATIONS Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1—1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301—3326); The Clean Streams Law (35 P. Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application and request for Section 401 water quality certification application may be submitted by any person or any officer or head of any Federal, state or local government agency or authority to the Department at the address of the district mining office indicated before each application within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34.
Written comments or objections regarding a mining permit application should contain the name, address and telephone number of persons submitting comments or objections, application number and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.
A request for an informal conference or a public hearing, as applicable, on a mining permit application, as provided by 25 Pa. Code § 77.123 or § 86.34, must contain the name, address and telephone number of the requestor; the application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities. When an NPDES number is listed, the mining activity permit application was accompanied by an application for an individual NPDES permit.
