PUBLIC WATER SUPPLY (PWS) PERMITS Under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.
Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
UNDER ACT 2, 1995
PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907)
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P. S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.

AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS
NEW SOURCES AND MODIFICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office listed before the applications. Persons interested in reviewing the application files should contact the appropriate regional office to schedule appointments.
Persons wishing to receive a copy of a proposed Plan Approval or Operating Permit shall indicate interests to the Department regional office within 30 days of the date of this notice and shall file protests or comments on a proposed Plan Approval or Operating Permit within 30 days of the Department providing a copy of the proposed documents to persons or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. 15-0146: Wallquest, Inc. 28-03064A: AJ Stove and Pellet, LLC (PO Box 152, South Mountain, PA 17261) for the construction of a wood-fired dryer to support wood pellet production in Antrim Township, Franklin County.
In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has received an application and intends to issue a Plan Approval to the abovementioned company for the abovementioned project. This plan approval may be incorporated into the company's facility-wide permit via an administrative amendment at a later date.
Plan Approval 28-03064A authorizes the construction of a 40 MMBtu/hour wood-fired dryer to dry hardwood chips/sawdust as part of the wood pellet production process. The heated air from the dryer will also be used to dry whey from a cheese manufacturing facility. Potential PM emissions from the dryer's operation are estimated at around sixty tons per year. The dryer's actual production and emissions will be well below maximum estimated levels.

A person may oppose the proposed plan approval, or may provide the Department with additional information to consider in its review, by filing a written protest with the Department at the address listed above. 26-00500C: In accordance with 25 Pa. Code §§ 127.44—127.46, the Pennsylvania Department of Environmental Protection (DEP) is providing notice that it intends to issue an Air Quality Plan Approval to Alpha PA Coal Terminal, LLC (158 Portal Road, P.O. Box 1020, Waynesburg, PA 15370) to allow increase in coal throughput to 10,000,000 tpy at their existing coal handling and transfer 'LaBelle Dock' facility located in Luzerne Township, Fayette County.
The proposed plant will facilitate the storage, reclaim, and railcar loading of clean coal from various sources. Equipment handling the coal includes front end loader, excavator, conveyors, trucks, and other insignificant sources of de-minims emissions associated with the project. Emissions from coal handling facility will be controlled by applying the BAT.
Upon authorization of this plan approval the facility potential to emit will not exceed 15.0 tons of PM, 6.1 tons of PM10, and 1.0 ton of PM2.5 on an annual basis. The throughput restriction, monitoring, testing, recordkeeping, reporting and work practice conditions of the Plan Approval have been derived from the applicable requirements of 25 Pa. Code Chapters 123, 127, 129, and 135.
Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at the Department's Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Any person may submit comments or object to the plan approval or a proposed condition thereof by filing a written protest with the Department at the Southwest Regional Office. A 30-day comment period, from the date of this publication, will exist for the submission of comments.
A protest to a proposed action shall be filed with the Department within 30 days of the date that notice of the proposed action was published under 25 Pa. Code § 127.44 (relating to public notice). A protest shall include the name, address and telephone number of the person filing the protest, identification of the proposed plan approval issuance being opposed (Plan Approval 26-00500C) and a concise statement of the objections to the plan approval issuance and the relevant facts upon which the objections are based.
A public hearing may be held, if the Department, in its discretion, decides that such a hearing is warranted based on the information received. 10-388A: Thousand Hills, LLC (2 Spring Drive, Cranberry Township, PA 16066) for operation of: one (1) propane fired large animal crematory rated 400 lbs/hr at their existing facility in Muddy Creek Township (Portersville), Butler County. This unit is designed to cremate large animals such as horses or large quantities of animals such as communal cremations. The unit is designed to cremate as much as 1,600 pounds of remains per cycle. The crematory is equipped with operational technology which is consistent with current best available technology (BAT). The unit has been stack tested to ensure that its' emissions are below 0.08 grain/dscf.
The facility currently operates in accordance with their BAQ-GPA/GP-14 Human or Animal Crematories general permit. The GP-14 prohibits cremation cycles exceeding 500 pounds. The primary purpose of this Plan Approval is to allow Thousand Hills, LLC. to cremate up to 110% of the weight of the remains used during the cycle they were stack tested at. The owner/operator may not exceed the 1,600 pound design limit.
The Plan Approval will contain emission and fuel restrictions, along with, testing, monitoring, recordkeeping, reporting, work practice and additional requirements designed to keep the facility operating within all applicable air quality requirements.
Emissions from the facility will increase as a result of this project. Total estimated emissions from the facility as quantified in tons per year: 2.08 of NOx, 0.17 of VOC, 1.72 of CO, and 2.73 of PM10.
Pending the Department's review of the owner/operators application and compliance history, the conditions of this Plan Approval will subsequently be incorporated into a facility Operating Permit in accordance with 25 Pa. Code Chapter 127, Subchapter F.

09-00017: Exelon Generation Company, LLC (3901 N. Delaware Avenue, Philadelphia, Pa 19137) for renewal of the Title V Operating Permit for its Falls Township Peak Power Plant located in Fall Township, Bucks County. The initial permit was issued on October 24, 1997, and subsequently renewed multiple times. The facility is a peak power plant. As a result of potential emissions of NOx and SOx, the facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments, and is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. In addition to NOx and SOx, the facility also emits VOC, PM, HAPs and various metals including Nickel. The proposed renewal Title V Operating Permit contains all applicable requirements including monitoring, recordkeeping and reporting. 61-00004: Electralloy, G. O. Carlson, Inc., Co. (175 Main Street, Oil City, PA 16301) for the re-issuance of a Title V Permit for their melting operations for specialty stainless steel and nickel alloys in Oil City, Venango County. The primary emission sources at the facility include an Electric Arc Furnace, 2 Argon-Oxygen Decarburization vessels, a tumbleblast operation, 2 Elec-troslag Remelt furnaces, 10 annealing furnaces, a parts washer, and natural gas combustion sources. The facility is a major facility due to its potential to emit CO and VOC. Maximum Potential Emissions for the facility are calculated as follows: NOx, 86.34 tpy; SOx, 28.59 tpy; CO, 271.63 tpy; PM, 4.56 tpy; VOC, 70.15 tpy; and total combined HAPs, 4.56 tpy. Actual 2012 CO2e emissions were 14,697 tpy. This facility is subject to 40 CFR Part 63 Subpart YYYY, the NESHAP for Area source Electric Arc Furnace Steelmaking Facilities. The conditions of the previous plan approvals and operating permit are incorporated into the renewal permit.

46-00166: Harleysville Materials, LLC (460 Indian Creek Road, Harleysville, PA 19438) for renewal of a State Only Operating Permit (synthetic minor) located in Lower Salford Township, Montgomery County. Harleys-ville Materials operates a quarry using various crushers, screeners, and conveyors, and leases operation of a batch asphalt plant to Independence Construction Materials (ICM). This renewal will incorporate the requirements of general permits GP3-46-0098 and GP9-46-00053. The permit will include monitoring, record keeping and reporting requirements designed to address all applicable air quality requirements.
46-00274: Tegrant Diversified Brands, Inc. (161 Corporate Drive, Montgomeryville, PA 18936) for issuance of their initial operating permit for an insulated shipping container manufacturing operation in Montgomery Township, Montgomery County. Tegrant Diversified Brands is a synthetic minor facility. The manufacturing process is a closed mold, rigid polyurethane foam molding operation which uses materials containing Volatile Organic Compounds (VOC). The facilities potential VOC emission limit is 8.0 tpy. All the VOC emissions are fugitive and are reduced by: reduction of clean up solvent used, more efficient injection equipment, and good housekeeping practices. The operating permit also includes work practice standards, monitoring, and recordkeeping requirements designed to keep the facility operating within all applicable air quality requirements.

54-00084: R.E. Pierson Construction Co., Inc. (PO Box 430, Woodstown, NJ 08098-0430) for operation of a stone crushing operation in Walker Township, Schuylkill County. The source consists of two (2) stone crushers with associated screens and conveyors. The particulate emissions will be controlled by a water spray system. This is a new State-Only operating permit. The State-Only operating permit includes emission limits, work practice standards and testing, monitoring, recordkeeping and reporting requirements designed to keep the facility operating within applicable air quality requirements.

65-00625: Gulf Oil Limited Partnership (100 Crossing Boulevard Framingham, MA 01702), Synthetic Minor Operating Permit renewal for the operation of a bulk gasoline transfer terminal, known as the Delmont Terminal, located in Salem Township, Westmoreland County.
The facility contains air contamination sources consisting of four gasoline storage tanks (Source ID 101—21,031 bbl, Source ID 102—14,575 bbl, Source ID 103—15,758 bbl, Source ID 104—28,647 bbl, 42 gallons = 1 bbl petroleum), three ethanol storage, ''pencil'' tanks (Source IDs 111—113, 19,740 gallons, each), and gasoline tank truck loading racks. The four gasoline storage tanks are equipped with internal floating roofs (IFR). A vapor combustion unit controls VOC emissions from the loading racks and an internal floating roof in each gasoline storage tank also controls emissions of VOC. Gasoline loaded at the facility is limited to 210,000,000 gallons per year. Facility emissions are 48.3 tons per year of VOC, 2.2 tons per year of hexane, and 10.1 tons per year of all HAPS combined. The facility is limited to a maximum opacity from any processing equipment of 20 percent. The facility is subject to applicable requirements of Pa. Code Title 25 Chapters 121—145, 40 CFR 60, Subparts A (General Provisions), Kb (Standards of Performance for Volatile Organic Liquid Storage Vessels Including Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or Modification Commenced After July 23, 1984), and Subpart XX (Standards of Performance for Bulk Gasoline Terminals), and 40 CFR 63, Subparts A (General Provisions) and BBBBBB (National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Distribution Bulk Terminals, Bulk Plants, and Pipeline Facilities). The primary processes at the facility are space heaters, Line 900 Print Line & Dryer, Line 450 Print Line & Dryer, Web Offset Lithograph Pressline 700, and clean up solvent use. The VOC emissions from Line 900 are controlled by a catalytic oxidizer. Line 450 is controlled by a thermal oxidizer. Pressline 700 is controlled by an afterburner. The plant-wide VOC emissions are limited to 49.9 TPY. The facility individual HAP emissions are limited to 9.9 TPY and the combined HAP emissions are limited to 24.9 TPY. The facility is located in the City of Butler, Butler County.
25-00648: NEPA Energy LP (139 South Lake Street Northeast, PA 16428-3828) to issue a renewal of the State Only Operating Permit for the facility in North East Township, Erie County. The primary sources covered by the Synthetic Minor Operating Permit are the ABCO boiler and the Auxiliary (Zurn) boiler, a parts cleaner, and an emergency diesel fire pump compressor engine. The steam from the boilers is used for the processing of grapes and juices by Welch's. The boilers are each rated at 99 MMBTU/hr and fire only natural gas fuel. The permit contains a site-wide restriction on the NOx and CO emissions of 61.22 TPY and 64.64 TPY, respectively. The permittee is required to conduct emission testing for each of the boilers ever five years and must keep the hours of operation and the amount of natural gas used by each boiler to demonstrate compliance with the site-wide emission restrictions. The emergency diesel fire pump compressor engine is subject to 40 CFR 63 Subpart ZZZZ—NESHAPs for Stationary Reciprocal Internal Combustion Engines and must comply with the work practice requirements (oil and filter changes, air filter maintenance and hose / belt maintenance identified in Subpart ZZZZ) as well as restrict operation to less than 50 hours per year for maintenance purposes. The applicable requirements of this Subpart have been included in the renewal permit.

In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has received and intends to issue a Plan Approval to Trans Western Polymers, Inc.(31 Progress Avenue, Tamaqua, PA 18252) for their facility in Rush Township, Schuylkill County. This Plan Approval No. 54-00083A will be incorporated into a Natural Minor Permit through an administrative amendment at a later date.
Plan Approval No. 54-00083A is for the operation of thirty six (36) ink jet printers. VOC emissions form the plant will remain under their 50 TPY threshold limit, 12-month rolling sum. The company shall be subject to and comply with 25 Pa. Code § 123.31 for malodorous emissions. These limits will meet BAT requirements for this source. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.
Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at Air Quality Program, 2 Public Square, Wilkes-Barre, PA 18711.
Any person(s) wishing to provide DEP with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to the address shown in the preceding paragraph. Each written comment must contain the name, address and telephone number of the person submitting the comments, identification of the proposed permit No.: 54-00083A and a concise statement regarding the relevancy of the information or objections to the issuance of the permit.
A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the comments received.
