State Board of Social Workers, Marriage/Family Therapists and Professional Counselors—
Biennial Renewal Fees;
Regulation No. 16A-6920 (#2983)On February 21, 2013, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the State Board of Social Workers, Marriage/Family Therapists and Professional Counselors (Board). This rulemaking amends 49 Pa. Code § 47.4. The proposed regulation was published in the March 9, 2013 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on February 6, 2014.
This final-form rulemaking increases the biennial renewal fee for licensed social workers, clinical social workers, marriage and family therapists and professional counselors from $75 to $95.
We have determined this regulation is consistent with the statutory authority of the Board (63 P. S. § 1918(c)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Insurance Department—
Rules and Procedural Requirements for Insurance Holding Company Systems;
Regulation No. 11-252 (#3030)On September 30, 2013, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Insurance Department (Department). This rulemaking amends 31 Pa. Code Chapter 25. The proposed regulation was published in the October 12, 2013 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on March 6, 2014.
This regulation updates Chapter 25 to implement changes made by Act 136 of 2012 and the National Association of Insurance Commissioners' Model Rule #450.
We have determined this regulation is consistent with the statutory authority of the Department (40 P. S. § 991.1408 and 71 P. S. § 186) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Regulation No. 3-51 (#3021)On September 10, 2013, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Department of Banking and Securities (Department). This rulemaking adds Chapter 5 to 10 Pa. Code. The proposed regulation was published in the September 14, 2013 Pennsylvania Bulletin with a 30-day public comment period. The final-form regulation was submitted to the Commission on January 8, 2014. At its February 27, 2014 public meeting, the Commission voted to disapprove the final-form regulation. On March 21, 2014, the Department submitted its report containing the revised final-form regulation to the Commission.
This final-form rulemaking establishes an assessment schedule for the Commonwealth's state-chartered institutions.
We have determined this regulation is consistent with the statutory authority of the Department (71 P. S. § 733-202.C) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
