Summary Notice for the Draft 2014-2018 Consolidated Plan and 2014 Action Plan

[Saturday, May 31, 2014]The Department of Community and Economic Development (Department) proposes to adopt the Commonwealth's Consolidated Plan for Federal Fiscal Years (FFY) 2014-2018 as well as the Action Plan for FFY 2014. The Consolidated Plan (Plan) is a document submitted to the United States Department of Housing and Urban Development (HUD). The document is both a plan identifying the needs of the nonentitlement areas of this Commonwealth and an annual application to HUD for Federal funds administered by the Commonwealth. The HUD funding programs covered by the Plan and administered by the Department are the Community Development Block Grant (CDBG), the HOME Investment Partnership (HOME) and the Emergency Solutions Grant (ESG) programs. The Department of Health administers the Housing Opportunities for Persons with AIDS (HOPWA) program.
This summary is designed to provide an opportunity for citizens, local governmental officials and interested organizations of this Commonwealth to comment about the Plan. Comments may be electronically submitted to the Department at RA-DCEDcdbg&homequestions@pa.gov. Written comments should be submitted to Megan L. Snyder, Center for Community Financing, Department of Community and Economic Development, 400 North Street, 4th Floor Commonwealth Keystone Building, Harrisburg, PA 17120-0225. Electronic and written comments must be received by close of business at 4 p.m. on June 30, 2014, to be included as testimony in the Plan.
Purpose
The Plan contains a Needs Assessment and Market Analysis for the Commonwealth in the areas of housing, homelessness, community and economic development. From this information a Strategic Plan including goals and objectives is developed and outlined in the Plan determining the use of the Federal funding for Fiscal Years 2014-2018. The Action Plan takes that strategy developed in the Plan and applies it to the administration of the CDBG, HOME, ESG and HOPWA programs for 2014. HUD must approve both plans for the Commonwealth to receive funding under the identified HUD programs.
The plans will have a major impact on the type, location and number of affordable housing units generated and preserved in this Commonwealth. Also, the plans aid in planning for the use of funding for the homeless and those residents with AIDS to find permanent housing and stability. The plans identify resources for improvement or creation of infrastructure, public facilities, services, and other economic and community development initiatives in communities in this Commonwealth that are essential for growth over the next 5 years.
Content
The Plan for FFY 2014-2018 will include updated needs data and analysis to determine the best targeting of funding. The significant change in this Plan is that the Commonwealth is now using HUD's electronic submission system, known as the e-Con Planning Suite, for the format of the documents. Once approved by HUD these documents will be linked to the Integrated Distribution Information System reporting system and will create the annual Consolidated Plan Annual Performance and Evaluation Report. Besides the Department's web site, the approved plan will be able to be viewed on HUD's web site at www.HUD.gov.
Public Review
The Consolidated Plan for 2014-2018 and the Action Plan for 2014 are available on the Internet or in hard copy for public comment from May 31, 2014, through June 30, 2014, at the locations listed as follows:
1. County offices, Department of Community and Economic Development Regional Offices and this Commonwealth's 27 district libraries. Call (717) 720-7404 for locations.
CD copies of the Consolidated Plan can be obtained by calling (717) 720-7404.
2. The Draft Plan 2014-2018 can be viewed on the Internet at www.newPA.com. The final plan will be made available again at these same locations following HUD approval.
Written Comments
Comments may be electronically submitted to the Department at RA-DCEDcdbg&homequestions@pa.gov. Written comments should be submitted to Megan L. Public Hearings
One public hearing was held to take citizen comments on the needs and possible use of the funds. This meeting was held on May 29, 2014. Another meeting is scheduled for June 17, 2014, from 1 p.m. to 2 p.m. The public hearing will be conducted electronically by means of the Internet. The format will be more accessible in that persons who wish to make a comment or discuss policy may participate directly from their personal computer or from any computer location that has Internet access, such as their public library or by telephone.
Individuals or organizations may give testimony or comments by means of the Internet. Comments will be accepted about topics related to community development, housing, homelessness and economic development and the content of the Commonwealth's draft Consolidated Plan or Action Plan for FFY 2014, or both, and the process by which the public input is gathered. The Commonwealth encourages public participation in this process.
Persons who wish to participate must register in advance. Contact Jonathan Cherry at RA-DCEDcdbg&homequestions@pa.gov to receive registration instructions for the Internet meeting at least 24 hours prior to the meeting date. During the hearing, if support is required, call (717) 787-5327.
Individuals with a disability who wish to attend the public hearing should contact Megan L.
