NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.
Persons aggrieved by an action may appeal under 3 Pa.C.S. § 517, section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704 to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. Doylestown, PA 18901Bucks On December 16, 2013, the Southeast Regional office approved the Act 537 sewage facilities plan update for Doylestown Township, Bucks County (APS ID 330250, AUTH ID 989075). This approval provides for the following:
The Plan provides for the phased connection of 252 existing properties in the Pebble Ridge and Wood Ridge residential neighborhoods. The Plan's study area is depicted in Exhibit No. 6.
The Plan provides for the extension of approximately 33,000 feet of 8- and 10-inch gravity sewers, a new pump station and associated force main to serve the two neighborhoods. The sewer extension will connect to the Bucks County Water and Sewer Authority collection system at 3 places, as depicted in Exhibit 9, dated June 21, 2012, revised November 21, 2013, as prepared by Carroll Engineering Corporation.
The proposed sewage pumping station and a force main will convey sewage flows from the western portion of the project area to an existing manhole in Dartmouth Drive. The pumping station will be located on the north side of Lower State Road near its intersection with Bristol Road and will have average design flows of 35,500 gallons per day (gpd).
The Bucks County Water & Sewer Authority must obtain a Clean Streams Law permit from DEP for the construction and operation of the gravity sewers and the pump station and associated force main.
The project will generate an ultimate sewage flow of 64,750 gpd to be treated at both the Bucks County Water and Sewer Authority's Green Street Wastewater Treatment Facility and its King Plaza Wastewater Treatment Facility. Per Doylestown Township's December 2, 2013, response to DEP review letter of November 6, 2013, the Bucks County Water and Sewer Authority will maximize the diversion of flows from the Castle Valley Interceptor to the Green Street Wastewater Treatment Facility via the Castle Valley Diversion Pump Station. Based on the 2012 average diversion amount of 190,000 gallons per day, the Bucks County Water and Sewer Authority may divert up to 98,000 gpd and remain within the pump station's current permitted capacity of 288,000 gpd. We also note that an approved Act 537 plan is in place to allow the Castle Valley Diversion Pump Station to be expanded to a capacity of up to 480,000 gpd.
LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P. S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).
Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

Notice of Proposed Interim Response
Hilltop TCE HSCA Site, Limerick Township, Montgomery CountyThe Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (HSCA) (35 P. S. §§ 6020.102—6020.1303), is hereby reopening the Administrative Record for the Hilltop TCE HSCA Site in order to seek public comment on a proposed modification of the response action previously selected for the Site.
The Hilltop TCE HSCA Site is located along portions of School Road, North Limerick Road, Koch Drive, and Haines Drive, located in Limerick Township. The Site consists of private wells impacted with Volatile Organic Compounds. The Department has been monitoring the affected properties since 2000.
In a Statement of Decision (SOD) signed on October 7, 2011, the Department selected the installation and/or maintaining of carbon filtration systems on the water supplies at properties where concentrations of Trichloroethene (TCE) and/or Tetrachloroethene (PCE) were at/or above their respective Maximum Contaminant Levels. The selected alternative was determined to comply with Applicable, Relevant and Appropriate Requirements (ARARs), be feasible, and cost-effective.
The Department has recently been approached by a local water supplier, regulated by Public Utility Commission, which has offered to share significant costs in the construction of a waterline and further offered to reduce the overall costs through a more efficient realignment of such a waterline. As a result of this potentially significant reduction in the amount of public monies necessary under that response alternative, the Department has re-evaluated the potential response action alternatives presented in the original Administrative Record. Based on this re-evaluation, the Department now proposes the installation of a public water line, including the extension of nearby Water main, construction of laterals to connect homes to the public water supply and abandonment of their current supply wells to mitigate cross contamination. Other possible alternatives include no action or the installation of point-of-entry whole house carbon filtration systems.
This notice is being provided pursuant to Section 506(h) of HSCA. The administrative record is available for public review and comment. Eliminate the 25 tons per year NOx ozone season restriction upon startup of the NOx CEMS, thus subjecting the unit to the NOx Budget regulation, 2.) 2.) the existing lb/hr limit for CO, of 19.12 lb/hr, will be lowered to 6.12 lb/hr, and will be clarified as applying only to ''normal operations'' as opposed to startup, shutdown, or low temperature operations.
3.) the annual tpy limits for NOx and CO for ''normal operations'' will be reduced from 95 and 31 tpy respectively, to 72 and 15.4 tpy respectively.
4.) new ''any time'' NOx and CO limits will be added to cover all modes of operation (normal, startup, shutdown, or low temperature). These will be as follows: NOx: 146 lb/hr and 74 tpy; CO: 579 lb/hr and 69 tpy.

The permit is for a non-Title V (State-only) facility. The facility caps nitrogen oxide (NOx) and sulfur oxide (SOx) emissions to Minor Source threshold levels; the facility is a Synthetic Minor. This action is a renewal of the State-only Operating Permit. The following have been removed from the facility-wide permit: two (2) ethylene oxide sterilizers (Source ID 105), two (2) boilers (Source ID 031 and 033), and two (2) emergency generators (Source ID 101 and 103). This crushing plant will replace the existing unit (Extec Pit-bull Crusher, 170 ton/hr) at this location, with total estimated PM emissions of 3 tons per year. This facility is a Natural Minor (not Title-V) facility. This Plan Approval will contains all applicable requirements including monitoring, recordkeeping and reporting designed to keep the facility operating within all applicable air quality requirements.
15-00057: Coatesville Hospital-dba Brandywine Hospital (201 Reeceville Road, Coatesville, PA 19320) on January 7, 2014, for a renewal of a State Only, Synthetic Minor Operating Permit in Caln Township, Chester County. The facility operates several combustion sources consisting of two (2) boilers and four (4) emergency diesel generators. Three of the generators are existing units, while one is new. The facility no longer operates its two (2) ethylene oxide sterilizers and these sources will be removed from the permit.
