FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341) requires the Commonwealth to certify that the involved projects will not violate the sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) as well as relevant State requirements. Persons objecting to approval of a request for certification under section 401 of the FWPCA, the issuance of a Dam Permit or Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment shall submit comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before an application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.
The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. To perform the below listed water obstruction and encroachment activities associated minor re-alignment, stream bank restoration and regrading of the East Branch Marcus Hook Creek (WWF) under the Weir Park Drainage Improvements Project. Specific water obstruction and encroachment are:
1. To replace an existing 51" X 72" culvert and construct and maintain in its place a 20-foot and 6-foot conspan arch bridge which conveys the East Branch Marcus Hook Creek through Weir Park.
2. To provide for energy dissipation by lining the downstream side of the proposed bridge with rip-rap.
3. To construct and maintain stream bank protection for the downstream right bank along with minor grading and the installation of cross vane deflectors upstream of the bridge to facilitate the Streambank restoration overall strategy.
4. To construct and maintain a coir mat liner and plants through the project area and on the banks of the stream to create a riparian buffer area.

The applicant is proposing to remove the existing SR 2029 two lane, 41 foot wide by 14.5 foot long single span bridge having a minimum underclearance of 7.5 feet; construct and maintain adjacent to and downstream a replacement two lane 16 foot span by 93.7 foot long open bottom arch culvert having a minimum underclearance of 8.0 feet in Taylor Run (WWF) with a drainage area of 2.95 square miles; fill and maintain a 761 ft long section of Taylor Run beginning at the bridge replacement; construct and maintain a relocated 664 ft long open channel of Taylor Run with a drainage area of 4 square miles; fill and maintain a 30 ft long section of Spur Run (WWF) tributary to the to be relocated Taylor Run section with a drainage area of 1 square mile; and construct and maintain a relocation of 134 ft of Spur Run needed to reconnect with the to be relocated Taylor Run section.
In addition the applicant is proposing to install and maintain road associated stormwater outfalls; fill and maintain a 52 ft long section of an ephemeral UNT to Taylor Run (WWF) with drainage areas less than 100 acres and construct and maintain a relocated 35 ft long open channel of UNT to Taylor Run; temporarily impact 1,068 feet of stream for construction of the new structure and stream relocations; and provide onsite stream mitigation as part of the relocation of Taylor Run.

The project consists of constructing approximately 0.91 mile of 12" steel natural gas gathering line and an 8" flex-steel waterline connecting the York 088 well site to the Thorne Field Riser located in Apolacon Township and Little Meadows Borough, Susquehanna County. The project will result in 376 lineal feet of temporary stream impacts, 7,631 square feet (0.18 acre) of temporary wetland, and 3,600 square feet (0.08 acre) of permanent wetland conversion, all for the purpose of conveyance of Marcellus Shale natural gas to market.

FINAL ACTIONS TAKEN FOR NPDES PERMITS AND WQM PERMITS The Department has taken the following actions on previously received applications for new, amended and renewed NPDES and WQM permits, applications for permit waivers and NOIs for coverage under General Permits. This notice of final action is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1—691.101) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).

The permits and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted before the action.
Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501—508 and 701—704 (relating to Administrative Agency Law). Aluminum chloride will be introduced into the SBR influent stream on a continuous basis. A combination of diffused air and mechanical mixing will assure that the aluminum chloride is completely mixed throughout the SBR. The aluminum chloride solution will be conveyed through a 3/8" PVC line housed inside a 6" PVC carrier line. A new chemical feed building is proposed to be constructed to house the chemical feed system. Three 250-gallon totes of aluminum chloride will be stored within the proposed chemical feed building with sufficient secondary containment.
