48-00076B: Calpine Bethlehem, LLC (500 Delaware Avenue, Wilmington DE 19801) submitted an application to the Department of Environmental Protection for a plan approval to modify two of their existing turbine compressors at the facility located in Bethlehem, Northampton County. The facility currently operates under Title V Operating Permit No. 48-00076. This plan approval will be incorporated into the Title V Operating Permit through an administrative amendment at a later date. The modification includes replacing the first two rows of blades and vanes of turbines as well as adding new sensors, perform disc modifications and install improved instrumentation. The Department's review of the information submitted by Calpine Bethlehem, LLC indicates that the proposed modifications will meet all applicable air quality requirements pertaining to air contamination sources and the emission of air contaminants, including the BAT requirements. The company shall comply with 123.31 for malodorous emissions. The company shall comply with 123.41 for visible emissions. The turbines are subject to 40 CFR Part 60 Subpart KKKK requirements. NOx emissions shall not exceed 42 ppm at 15% O2. SO2 emissions shall not exceed 0.06 lb/MMBtu. CEMS will continue to be used to measure NOx, CO and O2 emissions. The Plan approval and Operating Permit will include testing, monitoring, record keeping and reporting requirements designed to keep the sources operating within all applicable air quality requirements. (15 Grumbacher Road, York, PA 17406) for the modification of their CAM plan in issued plan approval 67-05030E and Title V operating permit 67-05030 at the facility in Manchester Township, York County. Source or facility-wide emissions are not expected to change due to this modification. The facility is a Title V facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on these findings, the Department proposes to issue a plan approval for the proposed modification. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. 08-00052A: REV LNG, LLC (1002 Empson Road, Ulysses, PA 16948) for the construction of two (2) 1,380 bhp Caterpillar G3516B LE 4-stroke, ultra-lean burn, natural gas-fired compressor engines, each equipped with 2-way oxidation catalysts for the production of liquefied natural gas, at the proposed Clark Facility located in Herrick Township, Bradford County. The facility will also include one (1) 402 bhp Cummins QSK19G lean burn, natural gas-fired generator engine equipped with a 2-way oxidation catalyst; one (1) 335 bhp Aggreko D146TIC rich burn generator engine equipped with a 3-way catalyst; liquid natural gas storage tanks; truck loading equipment; various fugitive emissions.
The Department of Environmental Protection's (Department's) review of the information submitted by REV LNG, LLC indicates that the air contamination sources to be constructed will comply with all regulatory requirements, including monitoring, recordkeeping, and reporting requirements, and pertaining to air contamination sources and the emission of air contaminants including the National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines, 40 CFR Sections 63.6580 through 63.6675, the Standards of Performance for Stationary Spark Ignition Internal Combustion Engines, 40 CFR Sections 60.4230 through 60.4248, 25 Pa. Code Chapter 123 and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction.
The emissions from each proposed compressor engine included in this project will not exceed the following limits: 0.50 g/bhp-hr and 6.67 TPY NOx, 0.17 g/bhp-hr and 2.27 TPY CO, 0.10 g/bhp-hr and 1.34 TPY VOCs, 0.000588 lb/MMBtu and 0.03 TPY SOx, 0.00999 lb/MMBtu and 0.44 TPY PM/PM10/PM2.5, 0.05 g/bhp-hr and 0.67 TPY formaldehyde; no visible emissions equal to or greater than 10% for a period or periods aggregating more than three minutes in any 1 hour and equal to or greater than 30% at any time; for both generator engines, combined NOx emissions less than 100 lbs/hr, 1,000 lbs/day, 2.75 tons per ozone season and 6.6 TPY.
In addition to the emission limitations, the following is a brief description of the types of conditions the Department intends to place in the plan approval in order to ensure compliance with all applicable air quality regulatory requirements.
Require each compressor engine to be equipped with an air-to-fuel rate controller, hour meter, catalyst temperature monitor and alarm; restrict the compressor engines to natural gas firing only; require performance testing for both compressor engines to verify compliance with the emissions limitations; require periodic portable analyzer testing for NOx and CO; follow applicable monitoring, reporting and recordkeeping requirements.
The proposed facility will be a State Only facility. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specifications of the application for Plan Approval 08-00052A, the applicant will subsequently apply for a State Only Operating Permit in accordance with 25 Pa. Code Subchapter F.

59-00004I: Ward Manufacturing, LLC (117 Gulick Street, P. O. Box 9, Blossburg, PA 16912-0009) has submitted an application to the Pennsylvania Department of Environmental Protection (Department) for plan approval to construct a metal castings shot blast machine and for the installation of an air cleaning device, an existing cartridge collector, for the control of air contaminant emissions from the proposed shot blast machine at their facility located in Blossburg Borough, Tioga County.
The Department's review of the information submitted by Ward Manufacturing, LLC indicates that the air contamination source to be constructed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including 25 Pa. Code § 123.13, and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction.
The emissions from the proposed source included in this project will not exceed the following limits: 0.01 gr/dscf of PM.
In addition to the emission limitations, the following is a brief description of the conditions the Department intends to place in the plan approval in order to ensure compliance with all applicable air quality regulatory requirements.
The air contaminant emissions from the Metcast model M-14D metal castings shot blast machine shall be controlled by an existing Farr Tenkay model 32D cartridge collector. The cartridge collector shall be equipped with instrumentation to monitor the pressure differential across the collector on a continuous basis. This instrumentation is to be maintained in operable condition at all times. The permittee shall keep on hand a sufficient quantity of spare cartridges for the cartridge collector in order to be able to immediately replace any cartridges requiring replacement due to deterioration resulting from routine operation of the shot blast machine.
The facility is a major (Title V) facility. If the Department determines that the source is constructed and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval 59-00004I, the requirements established in the plan approval will be incorporated into Title V Operating Permit 59-00004 pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

41-00079B: Eureka Resources, LLC (454 Pine Street, Williamsport, PA 17701-6200) to modify the monitoring requirements for the wastewater treatment operation at their facility located in Williamsport, Lycoming County. No increase in allowable emissions is associated with the proposed modification to the initial plan approval issued on April 16, 2014. The proposed plan approval modification contains all applicable regulatory requirements including monitoring, recordkeeping and reporting conditions.

16-149B: Clarion Laminates (143 Fiberboard Road, Shippenville, PA 16254), for the construction of a 3rd bonding line with baghouse and upgrading the current dust transfer system with bin filters in Paint Township, Clarion County. This is a State Only facility; however it is part of an aggregated facility (Clarion Boards). The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the facility operating permit at a later date.
Plan approval No 16-149B is for the proposed construction of a third bonding line controlled by a new fabric filter and revamping the current dust transfer system which will include a new vacuum blower controlled by an existing in bed cyclone or a new filter receiver located above fiber bin #2. This construction/modification will result in an emission increase at the facility of 7.95 tpy of PM10, 6.57 tpy of NOx, 1.62 tpy of CO, of 0.03 tpy of SOx, and 0.23 tpy of VOC. This Plan Approval will contain emission restriction, testing, recordkeeping, work practice standard and additional requirement conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:
• Source 106 (Bonding Line #3)
• Source shall be stack tested for filterable particulate matter initially and at operating permit renewal.
o Emissions shall not exceed the following:
• PM: 6.72 tpy based on a 12-month rolling total
• PM10: 6.72 tpy based on a 12-month rolling total
• PM2.5: 6.72 tpy based on a 12-month rolling total
• Source 107 (Dust Transfer):
o Emissions shall not exceed the following:
• PM: 0.29 tpy based on a 12-month rolling total
• PM10: 0.29 tpy based on a 12-month rolling total
• PM2.5: 0.29 tpy based on a 12-month rolling total
• Source 108 (Dust Transfer Receiver Above Bin #2):
o Emissions shall not exceed the following:
• PM: 0.63 tpy based on a 12-month rolling total
• PM10: 0.63 tpy based on a 12-month rolling total
• PM2.5: 0.63 tpy based on a 12-month rolling total
• Source 106 (Bonding Line #3), Source 107 (Dust Transfer), & Source 108 (Dust Transfer Receiver Above Bin #2):
o Emissions shall comply with 25 Pa. Code §§ 123.1, 123.31 and 123.41 for fugitive, odor, and visible emissions respectively.
o No person may permit the emission into the outdoor atmosphere of particulate matter in a manner that the concentration of filterable particulate matter in the effluent gas exceeds 0.0050 grain per dry standard cubic foot.
• All recordkeeping shall commence upon startup of the source/control device. All records shall be kept for a period of five (5) years and shall be made available to the Department upon request.
• The permittee shall maintain a record of all preventive maintenance inspections of the control device. These records shall include, at a minimum, the dates of the inspections, the name of the person performing the inspection, any problems or defects identified, any actions taken to correct the problems or defects, and any routine maintenance performed.
• The permittee shall record the following operational data from the baghouse (these records may be done with strip charts recorders, data acquisition systems, or manual log entries):
• Pressure differential—daily defined as once per calendar day
• Visible emission check—daily defined as once per calendar day
• The permittee shall perform a daily operational inspection of the control device. As part of this operational inspection the facility shall monitor the pressure drop across the baghouse and shall conduct a visible emission (VE) observation of the baghouse stack. The VE observation shall be 60 seconds in length with reading every 15 seconds and if any visible emissions are observed, a Method 9 observation (30 minutes in duration) shall be conducted to determine compliance with the opacity limitations.
• The permittee shall perform a monthly preventive maintenance inspection of the control device.
• A magnehelic gauge or equivalent shall be maintained and operated to monitor the pressure differential across the baghouse. All gauges employed shall have a scale such that the expected normal reading shall be no less than ten percent (10%) of full scale and be accurate within plus or minus two percent (+/- 2%) of full scale reading.
• The permittee shall adhere to the approved indicator range for the baghouse so that operation within the range shall provide reasonable assurance of compliance. A departure from the specified indicator range over a specified averaging period shall be defined as an excursion. The approved indicator range for the following shall be determined during the initial performance test or any subsequently approved performance tests unless otherwise stated:
• Pressure drop: 1.0 to 7.0 inches water gauge or as established during compliant testing
• Opacity greater than 20%
• The permittee, with prior Departmental approval, may conduct additional performance tests to determine a new pressure drop range. Within 24-hours of discovery of a reading outside of the prescribed range the permittee shall perform a maintenance inspection on the control device and take corrective action. Records of all maintenance inspections on the control device, and corrective actions taken, shall be maintained on site for a minimum period of five years. In the event of more than one documented excursion outside the prescribed range in any calendar quarter the permittee shall submit a corrective measure plan to the Department. Corrective measures may include an increase of the frequency of required preventative maintenance inspections of the control device, a modification of the prescribed range, or other appropriate action as approved by the Department. Upon receipt of a corrective measure plan the Department shall determine the appropriate corrective measure on a case-by case basis.
• The permittee shall operate the control device at all times that the source is in operation.
• The permittee shall maintain and operate the source and control device in accordance with the manufacturer's specifications and in accordance with good air pollution control practices.
In accordance with 25 Pa. Code § 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadville Regional DEP office (Air Quality). Appointments for scheduling a review must be made by calling the DEP (814) 332-6340.
In accordance with 25 Pa. Code § 127.44(f)(2), a 30-day comment period, from the date of publication, will exist for the submission of comments. Any person(s) wishing to provide DEP with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to Regional Air Quality Program Manager, Pennsylvania Department of Environmental Protection, 230 Chestnut Street, Meadville, PA 16335-3494 and must contain the name, address and telephone number of the person submitting the comments, identification of the proposed plan approval [16-149B] and a concise statement regarding the relevancy of the information or objections to the issuance of the permit.
A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the comments received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or the Pennsylvania Bulletin or by telephone, where DEP determines such notification is sufficient. Written comments or requests for a public hearing should be directed to Regional Air Quality Program Manager, 230 Chestnut St., Meadville, PA 16335; Phone (814) 332-6940.
In accordance with 25 Pa. Code § 127.45, a person may oppose the proposed plan approval by filing a written protest with the Department's Northwest Region Air Quality Program Manager.
If a plan approval has not undergone the above public notice process, the change to an operating permit must be treated as a significant modification. In these situations the Department should follow the procedures described in §§ 127.421 to 127.431 for state only operating permits or §§ 127.521 to 127.524 for Title V operating permits.
24-123H: Advanced Disposal Services Greentree Landfill, LLC (635 Toby Road, Kersey, PA 15846), for the modification of conditions from plan approval 24-123F & 24-123G with regards to submittal of a plan approval application for the gas collection system in Fox Township, Elk County. This is a Title V facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the facility operating permit at a later date.
Plan approval No 24-123H is for the proposed modification of conditions associated with plan approval 42-174F issued on November 26, 2008, and plan approval 24-123G issued on June 7, 2012, and subsequently incorporated into the facility operating permit and also for the removal of one of the enclosed flares (C101C). This modification will not result in an emission increase at the facility. This Plan Approval will contain emission restriction, testing, recordkeeping, work practice standard and additional requirement conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:
• Annually, the permittee shall calculate the year-end gas generation rate in accordance with 40 CFR 60.755(a)(1)(ii) using known year-to-year solid waste ac-ceptance rates. Also, the permittee shall estimate the next year-end gas generation rate using projected solid waste acceptance rates. The permittee shall compare both rates to the installed control devices maximum gas capacity. The permittee shall submit a report containing the calculated year-end and the estimated next year-end gas generation rates by June 30 until such time as the plan approval for the next control device has been submitted. This report may be submitted as part of the Solid Waste Annual Operating Report; however, a copy needs to go to Air Quality. Once the calculated year-end or the estimated next year-end gas generation rate exceeds 80% of the existing control devices maximum gas capacity (>10,000 cfm) from the report due June 30, the permittee shall submit a new plan approval application, within 60 days of the report above, for installation of an additional control device that will control LFG above the permitted capacity (12,500 cfm) as stipulated under this plan approval.
• The facility shall have in place approved additional control device(s) prior to the landfill exceeding its currently permitted flare capacity of 12,500 cfm.
• All applicable conditions from the Title V Operating Permit 24-00123 revised on January 10, 2013, for the landfill and the flares (C101A—4,500 cfm, C101B—2,000 cfm, and C101D—6,000 cfm) shall remain applicable to the existing landfill and its expansion.
• Control device C101C [Enclosed Flare (Mc-Gill 4,000 CFM)] with a capacity of 4,000 cfm has been removed from this source.
In accordance with 25 Pa. Code § 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadville Regional DEP office (Air Quality). 25-995B: Essentra Components (3123 Station Road, Erie, PA 16510-6501) for the addition of a new surface coating dip line at the facility. This is for the McClelland Avenue Facility, which is located at 3123 Station Road, Erie, PA 16510-6501. This facility is located in the City of Erie, Erie County.
Pursuant to 25 Pa. Code §§ 127.44(b) and 127.424(b), the Pennsylvania Department of Environmental Protection (DEP) intends to issue Plan Approval 25-995B to Essentra Components for the addition of a new surface coating dip line, for the facility located in the City of Erie, Erie County. The Plan Approval will subsequently be incorporated into a facility Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450.
Plan Approval No. 25-995B is for the installation of a new surface coating dip line. Based on the information provided by the applicant and DEP's own analysis, the combined sources at the facility will have post-control emissions of fourteen (14) tons per year (tpy) of volatile organic compounds, particulate matter, three (3) tpy of nitrogen oxides, two (2) tpy of carbon monoxide, and less than one (1) tpy of particulate matter, sulfur oxides and hazardous air pollutants.
The Plan Approval will contain emission restrictions, recordkeeping, reporting, work practice and additional requirements designed to keep the facility operating within all applicable air quality requirements.
OPERATING PERMITS

20-123F: Lord Corporation (124 Grant Street, Cambridge Springs, PA 16403), Notice is hereby given in accordance with 25 Pa. Code § 127.44(b) and § 127.424(b) that the Department of Environmental Protection (DEP) intends to issue a plan approval to Lord Corporation for the installation of one surface coating application booth (adhesive), one natural gas fired drying/staging oven, and one thermal oxidizer at their existing Cambridge Springs Plant in Crawford County.
The facility currently operates in accordance with Title V Operating Permit No. TV- 20-00123. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incor-porated into the Title V operating permit through an administrative amendment at a later date. This project is subject to 25 Pa. Code § 129.77 concerning non-compliant coatings. The regenerative thermal oxidizer will have a control efficiency of 85% or more.
This Plan Approval will contain emission restrictions along with testing, monitoring, recordkeeping, reporting, work practice, and additional requirements, which will satisfy 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions). Best Available Technology for the source will be contained in the plan approval. Emissions from the source are as follows: NOx 2.5 tpy, CO 2.1 tpy, SOx 0.02 tpy, VOC 1.97 tpy, and PM-10/PM-2.5 0.2 tpy. This project has been reviewed for PSD/NSR applicability. 46-00021: First Quality Retail Services, LLC (601 Allendale Road, King of Prussia, PA 19406) located in Upper Merion Township, Montgomery County, for a renewal of State Only (Synthetic Minor) Operating Permit No. 46-00021. The facility's air emissions sources consist of three natural gas-fired boilers, two diesel fuel-fired emergency generator sets, and 17 adult diaper and sanitary napkin production lines with associated dust collectors. The facility is subject to a site-level nitrogen oxide (NOx) emission restriction of less than 25 tons/yr, and the plan approval-exempt engines of the emergency generator sets are subject to combined NOx emission restrictions of 100 lbs/hr, 1,000 lbs/day, 2.75 tons/ozone season, and 6.6 tons/yr (calculated monthly as a 12-month rolling sum). The only changes that have occurred at the facility since the SOOP was last renewed in May 2009 are the removal of a fire pump and the removal and replacement of some of the adult diaper and sanitary napkin production lines and associated dust collectors (also, an emergency generator set approved under a Request for Determination but never installed is no longer listed in the State Only Operating Permit [SOOP]).
The engines of the emergency generator sets are subject to the provisions of 40 C.F.R. Part 63, Subpart ZZZZ. The renewal SOOP will continue to include monitoring, recordkeeping, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.
46-00044: Glasgow, Inc. (Church & Flint Hill Roads, King of Prussia, PA 19406), located in Upper Merion Township, Montgomery County, for a renewal of State Only (Synthetic Minor) Operating Permit No. 46-00044 for its McCoy facility. The facility's air emissions sources consist of a batch hot mix asphalt (HMA) plant, a primary stone crushing plant, and a secondary stone crushing plant (the latter which is currently permitted under Plan Approval No. 46-0044B). The batch HMA plant is subject to a HMA production restriction of 576,000 tons per year, and the facility is subject to site-level nitrogen oxide (NOx) and volatile organic compound (VOC) emission restrictions of less than 25 tons/yr each. Other than the replacement of two secondary stone crushers approved under Plan Approval No. 46-0044B, no changes have occurred at the facility since the SOOP was last amended in February 2010.
The batch HMA plant is subject to the provisions of 40 C.F.R. Part 60, Subpart I, and the primary stone crushing plant is subject to the provisions of 40 C.F.R. Part 60, Subpart OOO. 25-00337: Custom Engineering Company (2800 McClelland Avenue, Erie, PA 16510-2544) for renewal of a Natural Minor Permit at the fabricated metal products manufacturing plant located in the City of Erie, Erie County. The emitting sources include: 1) Natural Gas Combustion Units (Heaters), 2) Burn Table Torch Cutting (2 Tables), 3) two Paint Booths, 4) Dry abrasive blasting operations, 5) Dry Machining Operations, 6) Welding Operations, and 7) Rust Preventative by hand application. The potential emissions from the facility are less than the Title V threshold limits. Thus, the facility is a natural minor. The actual emissions from the facility based on the original permit application and plan approval 25-337A are: VOC: 8.2 TPY, Tons per year (Plan approval VOC emission restriction), NOx: 0.4 TPY, PM: 0.1 TPY. CO and SOx emissions are less than 1.0 TPY.
33-00141: National Fuel Gas Supply Corporation, Knox Compressor Station (Office Address: 6363 Main Street, Williamsville, NY 14221) for the re-issuance of a Natural Minor Permit to operate a Natural Gas Compressor Station, located at 157 Pump Station Road, in Knox Township, Jefferson County. COAL AND NONCOAL MINING ACTIVITY APPLICATIONS Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1—1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301—3326); The Clean Streams Law (35 P. MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. The applicant is proposing to remove the existing SR 70 5 span 66 ft wide 367.5 ft total length, 41 ft underclearance bridge; and construct and maintain a three span 112 ft wide 344 ft total length, 41 ft underclearance replacement bridge on the existing alignment over a rail line and Pigeon Creek with a drainage area of 37.8 square miles;
Remove the existing SR 2023 bridge and restore 20 ft of bridge site stream bank on a UNT to Pigeon Creek (WWF) with a drainage area of 3.3 square miles;
Construct and maintain a 56.5 ft upstream and 30.5 ft downstream extensions of an existing SR 70, 205 ft long, 20 ft wide, 10 ft center clearance arch culvert enclosure on a UNT to Pigeon Creek (WWF) with a drainage area of 3.3 square miles;
Construct and maintain a 35 ft upstream extension to an existing SR 70, 150 ft long, 6 ft by 6 ft box culvert enclosure on a UNT to Pigeon Creek (WWF) with a drainage area of 3.3 square miles;
Construct and maintain a 51 ft upstream extension and downstream endwall on an existing SR 70, 154.5 ft long total, 5 ft by 5 ft box culvert narrowing to a 4 ft diameter enclosure on a UNT to Pigeon Creek (WWF) with a drainage area of 3.3 square miles.
In addition install and maintain road associated stormwater outfalls; minor repairs to existing encroachments; fill and maintain 175.5 ft of UNTs to Pigeon Creek (WWF) with drainage areas less than 100 acres; and construct and maintain a 138 ft long open channel of UNTs to Pigeon Creek with drainage areas less than 100 acres; place and maintain fill in a de minimis 0.02 acre of PEM wetland; temporarily impact of 2,124 ft of stream for construction of the encroachments. Stream mitigation will occur onsite.
This project is associated with the SR 70 Bentleyville interchange improvement project with these encroachments extending approximately half a mile east and west from the SR 917 and SR 70 intersection in Bentleyville Borough, Fallowfield Township, and Somerset Township, Washington County (Beginning Hackett Quadrangle, North 2.1 inches and West 1.3 inches, Latitude 40° 8` 12" and Longitude -80° 0` 47"; and extending to Monongahela Quadrangle, North 1.3 inches and West 16.3 inches, Latitude 40° 7` 56" and Longitude -79° 59` 32").

The applicant is proposing to remove the existing SR 3089, 2 ft to 4.5 ft diameter 89 ft long culvert; and construct and maintain on an adjoining western alignment a replacement 5.5 ft diameter, 137 ft long enclosure; and construct and maintain 145 ft of associated connecting stream relocation on an unnamed tributary to Sewickley Creek (WWF) with a drainage area of 224 acres;
Extend the existing SR 70, 7 ft diameter 252 ft long enclosure 73 ft upstream and 113 ft downstream; and construct and maintain 69 ft downstream and 256 ft upstream of associated connecting stream relocations on an unnamed tributary to Sewickley Creek with a drainage area of 224 acres;
Remove the existing SR 3046 15 inch diameter 41 ft long culvert; construct and maintain a replacement 15 inch diameter 41 ft long culvert carrying an unnamed tributary to Sewickley Creek with a drainage area less than 100 acres;
Install and main a new 5ft diameter 87 ft long RCP culvert on an unnamed tributary to Sewickley Creek with a drainage area less than 100 acres;
Place and maintain fill in 1,901 ft of unnamed tributaries to Sewickley Creek; and construct and maintain 2,384 ft of relocated unnamed tributaries to Sewickley Creek with drainage areas of less than 100 acres;
In addition install and maintain road associated stormwater outfalls; minor repairs to existing encroachments; place and maintain fill in a total of 1.76 acre of PEM, PSS, and PFO wetland; temporarily impact of 0.1 acre of PEM wetland; and temporarily impact 3,842 ft of stream associated with the construction of the project. 800 ft of perennial and 1,789 ft of ephemeral stream channel mitigation and replacement will occur onsite via reconstruction of relocated channels. 670 ft of stream mitigation will occur offsite on an unnamed tributary to Sewickley Creek (WWF), located on the Westmoreland County Community College Campus in Hempfield Township, Westmoreland County. Wetland mitigation will occur offsite at PA Gamelands 297 in North Bethlehem Township, Washington County.
This project is associated with the SR 70 New Stanton interchange improvement project with these encroachments extending approximately one mile west from the Center Avenue and SR70 intersection in New Stanton Borough, Westmoreland County (Beginning Mount Pleasant Quadrangle, N: 21.4 inches; W: 17.1 inches; Latitude: 40° 12` 56"; Longitude: -79° 37` 5'"; to N: 17.1 inches; W 14.9 inches Latitude: 40° 13` 9"; Longitude: -79° 36` 10").

Applicant proposes to develop an approximately 21 acre site for commercial use including a grocery store, and several smaller commercial/retail buildings along with associated roadways, utilities, and stormwater management facilities. Project will permanently impact 0.76 acre of wetlands and 687 LF of 3 UNTs Brush Creek. Wetland impacts will be mitigated through the creation of 1.58 acre of replacement wetlands along Brush Creek in Cranberry Township's Graham Park. Stream impacts will be mitigated through the restoration and stabilization of 930 LF of Brush Creek, also in Graham Park.

Applicant proposes to construct a township road from SR 108 to Crestview Road. The road will cross a UNT Slippery Rock Creek and will permanently impact 171 LF of stream channel and 0.63 acre of PFO wetland located in the floodplain of the stream. Mitigation for the proposed impacts includes the creation of 2.2 acres of PFO wetland in the floodplain of the same UNT Slippery Rock Creek, downstream of the impact area. A portion of this new roadway passes through the Slippery Rock Quarry and will be constructed under the existing Mine Drainage Permit (#3074SM13).
