PENNSYLVANIA PUBLIC UTILITY COMMISSION
2016 Total Resource Cost (TRC) Test; Doc. No. M-2015-2468992

[Saturday, March 28, 2015]On March 11, 2015, at Doc. No. M-2015-2468992, the Pennsylvania Public Utility Commission (Commission) entered a Tentative Order (2016 TRC Test Tentative Order)1 to establish a total resource cost test (2016 TRC Test) for benefit/cost analyses if the Commission adopts2 a third phase of the Act 129 Energy Efficiency and Conservation (EE&C) Program.3
The 2016 TRC Test Tentative Order calls for comments on proposed adjustments to the TRC Test methodology previously adopted for use during the first two phases of the Act 129 EE&C Program. The 2016 TRC Test, if adopted, would be applicable during the third phase of the Act 129 EE&C Program that, if implemented, would begin on June 1, 2016.
Parties may file comments to the 2016 TRC Test Tentative Order or reply comments, or both. Parties that respond to Commissioner Cawley's statement should incorporate their responses into their comments. Comments are due within 30 days of the publication of this notice. Reply comments are due within 45 days of the publication of this notice. Comments and reply comments must reference Doc. No. M-2015-2468992 and may be filed either electronically through the Commission's e-File System4 or by mail addressed to the Pennsylvania Public Utility Commission, Attention: Secretary, P. O. Box 3265, Harrisburg, PA 17105-3265.

Additionally, the Commission will hold an Act 129 stakeholder meeting to provide an opportunity for a question-and-answer session with the Statewide Evaluator relative to baseline and market potential studies cited in the Act 129 Phase III Implementation Tentative Order and in the 2016 TRC Test Tentative Order. The meeting will be held on April 8, 2015, at 9:30 a.m. in Hearing Room 1, Commonwealth Keystone Building, 400 North Street, Harrisburg, PA, 17120.5
