Application of Blue Ridge Digital Phone Company for approval to offer, render, furnish or supply telecommunications services to the public as a Competitive Local Exchange Carrier in the service territories of Armstrong Telephone Company—Pennsylvania, Armstrong Telephone Company—North, Bentleyville Telephone Company d/b/a Fairpoint Communications, Consolidated Communications Company of Pennsylvania, Citizens Telephone Company of Kecksburg, Frontier Communication—Lakewood, LLC, Frontier Communications—Breezewood, LLC, Frontier Communications—Oswayo River, LLC, Frontier Communications—Canton, LLC, Hickory Telephone Company, Ironton Telephone Company, Laurel Highland Telephone Company, Lackawaxen Telephone Company, Marianna & Scenery Hill Telephone Company, The North Eastern PA Telephone Company, Pennsylvania Telephone Company, Pymatuning Independent Telephone Company, Yukon—Waltz Telephone Company, South Canaan Telephone Company, TDS Mahanoy & Mantango Telephone Company, TDS Sugar Valley Telephone Company, Venus Telephone Corporation, Windstream Buffalo Valley, Inc. and Windstream Conestoga, Inc.

 Formal protests and petitions to intervene must be filed in accordance with 52 Pa. Code (relating to public utilities) on or before May 18, 2015. Filings must be made with the Secretary of the Pennsylvania Public Utility Commission, P. O. Box 3265, Harrisburg, PA 17105-3265, with a copy served on the applicant. The documents filed in support of the application are available for inspection and copying at the Office of the Secretary between 8 a.m. and 4:30 p.m., Monday through Friday, on the Pennsylvania Public Utility Commission's web site at www.puc.pa.gov and at the applicant's business address.
