FEDERAL WATER POLLUTION CONTROL ACT SECTION 401 The Department has taken the following actions on previously received permit applications, requests for Environmental Assessment approval and requests for Water Quality Certification under section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).
Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) and that the construction will not violate applicable Federal and State water quality standards.
Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704. To construct and maintain a railroad spur located along an existing railroad by Jersey Shore Metal Fabrication Plant in Loyalsock Township. The railroad spur will be approximately 500 feet in length—Lycoming County, which is located within the floodway/floodplain of West Branch Susquehanna River.
The proposed improvements will be constructed at or below existing grades as any at-grade features would be compensated for by reducing the current elevation of the existing stone parking lot on which the rail spur would be built. The project will have a no net fill with approximately 2,372 cubic yards of cut and 103 cubic yards of fill. Approximately 2,269 cubic yards of material will be removed from the site. Excavated material from construction operations will be disposed of off-site. The proposed project and calculations show an excess in cut (excavation/removal) to achieve proposed grades and to minimize loss of flood storage capacity. The proposed calculations show approximately 2,372 cubic yards of net gained storage capacity.
The proposed project will not permanently impact wetlands, cultural or archaeological resources, national/state/local parks, forests recreational areas, landmarks wildlife refuge or historical sites. Susquehanna River is classified with a designated use of Warm Water Fishery (WWF).
E19-308. SEDA-COG Joint Rail Authority, 201 Furnace Road, Lewisburg, PA 17837. Unnamed Tributary to Susquehanna River Stabilization/Restoration/Bridge Replacement, in Montour Township, Columbia County, ACOE Baltimore District (Catawissa, PA Quadrangle Latitude: 40-57-8.; Longitude: 76-29-1.0).
The proposed project intends to stabilize the existing stream banks and restore a more natural pattern, profile and dimension to the Unnamed Tributary to the Susquehanna River which carries a water quality designation of Cold Water Fishery with Migratory Fishes. The restorative efforts will begin at the outlet of the SR 4002 (Legion Road) culvert outlet and extend 175 linear feet downstream to the proposed single span steel thru-girder bridge structure. To correct a severe scour and steep slope directly below the outlet of the culvert the design utilizes four rock vein weirs spaced 25 feet apart for 100 linear feet. Each structure will not exceed a 1 foot 3 inch plunge on the downstream end to enable aquatic passage. The remaining 75 linear feet will establish a slight meander bend in the stream channel to mimic a more natural stream pattern. This meander will increase the length of stream in this reach than the existing conditions allowing the slope to be reduced slightly. Toe rock protection will be included along both sides of the stream to assist in stability. The bridge structure will increase the hydraulic opening from 17.57 sf to 44.64 sf, increase the clear span from 5.16 ft. upstream/6.5 ft. downstream to 15.08 ft. Since this structure has a U-shaped substructure it is treated as a box culvert and has incorporated baffles to offset flow through the structure along with retention of natural stream bed material. Beyond the crossing the existing alignment remains. The design calls for 150 line feet of natural material rock ban revetment along the outside or left bank. The natural material rock bank revetment incorporates footer logs, root wads, rock riprap, and live stakes. Upon completion of the construction work the project shall be planted with a number of shrub and tree species for shading and bank stability. This project is located 0.6 mile west along SR 4002 (Legion Road) from the intersection with SR 0042, Montour Township, Columbia County.

The project will result in 1,058.0 linear feet of temporary stream impacts, 2,638 square feet (0.06 acre) of permanent impacts to PFO wetlands, 874 square feet (0.02 acre) of permanent impacts to PSS wetlands, 10,258 square feet (0.24 acre) of temporary impacts to PSS wetlands, and 44,930 square feet (1.03 acre) of temporary PEM wetland impacts all for the purpose of installing a natural gas pipeline and associated access roadways for Marcellus shale development.

Requests Proposals for Municipal Solid Waste Disposal and/or Processing Capacity; Armstrong County Board of Commissioners, Kittanning, PA In accordance with 25 Pa. Code § 272.225 Municipal Waste Planning Recycling and Waste Reduction (as amended December 22, 2000), the Board of Commissioners of Armstrong County has determined that additional waste disposal or processing capacity for municipal solid waste (MSW), including construction/demolition (C/D) waste and sewage sludge generated within the County is required for a period covering the next ten years. The Armstrong County Department of Planning and Development on behalf of the Armstrong County Board of Commissioners is hereby soliciting proposals for disposal capacity for MSW generated in Armstrong County, PA with contract approval and execution anticipated by September 2015.
The Request for Proposals (RFP) will be available from the Armstrong County Department of Planning and Development on or after Monday, May 4, 2015. There is a $50 fee for printed copies. All proposals must be made on and inclusive of the required Proposal Forms and be in accordance with the Requirements for Submitting Proposals contained in the Request for Proposals. Proposers may withdraw their proposal at any time prior to the scheduled closing time for receipt of proposals. The Armstrong County Board of Commissioners reserves the right to reject any or all proposals, to waive any irregularities and/or information in any proposal and to make an award in any manner, consistent with applicable laws, which is deemed to be in the best interest of the County.
The Armstrong County Department of Planning and Development will receive sealed proposals until 3:00 p.m., Prevailing Time on Tuesday, June 9, 2015. The Proposer is required to submit two (2) hard copies, each executed in blue ink and labeled ''original,'' and two (2) separate electronic media, (CD-ROMs or Flash Drives) each with a copy of the proposal in MS Word or pdf format. Public Meeting and Hearing on the Pennsylvania General Energy Company Application to Reclassify the Marjorie C. Yanity #1025 Well (API #063-31807); Grant Township, Indiana County The Department of Environmental Protection (DEP) will hold a public meeting and public hearing on Monday, June 1, 2015, at 6:00 p.m. in the East Run Sportsman's Association facility located at 1668 Sebring Road, Marion Center, PA 15759.
The purpose of the meeting and hearing is to provide information and take testimony concerning Pennsylvania General Energy Company's (PGE) application to reclassify the Marjorie C. Yanity #1025 well (API #063-31807), located in Grant Township, Indiana County, from a production well to a disposal well. The U.S. Environ-mental Protection Agency issued an Underground Injection Control Permit (PAS2D013BIND) on March 19, 2014, to authorize the operation of the Class II-D Injection Well.
DEP will accept and record testimony concerning PGE's application to reclassify the well. Those wishing to present testimony during the hearing should contact DEP Community Relations Coordinator, John Poister, at (412) 442-4203, before noon June 1, 2015, to reserve time to present testimony. Individuals who do not register may also present testimony the day of the hearing by registering at the door before the meeting begins. Witnesses are requested to submit three written copies of their verbal testimony to the hearing chairperson at the hearing. Testimony is limited to five minutes for each witness. Witnesses will be called to testify in the order they registered. If time permits at the hearing, those who did not register in advance will be given the opportunity to testify. Organizations are limited to designating one witness to present testimony on behalf of the organization.
Persons unable to attend the public hearing can submit a written statement to the PADEP within 5 days thereafter. Written statements should be sent to the Pennsylvania Department of Environmental Protection, Southwest Oil & Gas Operations District Office, 400 Waterfront Drive, Pittsburgh, PA 15222 via the U.S. Postal Service, by email to tdonohue@pa.gov, or by fax to 412-442-4328.
