AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P. S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

54-00041A: Silberline Manufacturing Co., Inc. (130 Lincoln Drive, Tamaqua, PA 18252) has submitted an application to the Pennsylvania Department of Environmental Protection for plan approval to construct a new manufacturing process for waterborne pigments with control devices at their facility in Rush Township, Schuylkill County.
Plan Approval No. 54-00041A is for installation of a new manufacturing process for waterborne pigments including the following control equipment. One (1) new ammonia wet scrubber and one (1) new Particulate Matter (PM) condenser are to be installed. VOC emission increases from this source are not to exceed 6.24 Tons/year. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

46-0024G: McNeil Consumer Healthcare LLC (7050 Camp Hill Road) for the installation of a new dual fuel (natural gas and No. 4 fuel oil) fired 24.2 MMBtus/hr Johnston Boiler (Source ID B08) at the existing pharmaceutical plant located in Whitemarsh Township, Montgomery County. An existing dual fuel (natural gas and No. 4 fuel oil) fired 25.1 MMBtus/hr Kewanee Boiler (Source ID B01) will be removed with this project. McNeil is a synthetic minor facility for Nitrogen Oxide (NOx), Volatile Organic Compound (VOC), and Particulate Matter (PM) emissions, currently operating under Synthetic Minor Operating Permit No. 46-00024. The installation will not trigger New Source Review or Prevention of Severe Deterioration for any criteria pollutant, including Greenhouse Gases. The requirements of 40 CFR Part 63 Subpart JJJJJJ—National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers at Area Sources and the requirements of 40 CFR Part 60 Subpart Dc—New Source Performance Standards for Small Industrial, Commercial, and Institutional Steam-Generating Units apply to the boiler. The plan approval will include monitoring, testing, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.
15-0150: The Vanguard Group, Inc. (1401 West Valley Rd, Wayne, PA 19087) for operation of seven (7) existing diesel-fired emergency generator sets. Six (6) are rated at 1,850 brake horsepower (bhps), while the remaining one (1) is rated at 1,490 bhps for a total electrical production capacity of 9.39 megawatts at their facility in Tredyffrin Township, Chester County. The plan approval is for a non-Title V, State-Only facility. These units will be used to provide back-up electrical power to the various buildings during utility power outages and/or electrical infrastructure maintenance. These units will not be used for peak shaving or for sale of electricity to the electrical grid. The facility is applying to operate each engine a maximum of 500 hours in any 12 consecutive month period, or 1,120 hours as an aggregate for all engines at the site. Potential emissions (in tons/year) shall not exceed the following: 24.93 (NOx), 0.73 (NMHC), 5.71 (CO), 0.42 (SO2) and 0.73 (PM). The plan approval will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

28-05050A: Strait Steel, Inc. (P.O. Box 370, Greencastle, PA 17225) for the retrospective permitting of an existing surface coating operation (Source ID 101) and welding operations (Source ID 201) at the structural steel fabrication facility located in Antrim Township, Franklin County. The maximum expected increases in facility emissions as a result of the changes proposed are: 20.5 TPY VOC; 17.1 TPY PM; 17.1 TPY PM10; 17.1 TPY PM2.5; 7.2 TPY xylene; 2.2 TPY ethyl benzene; and 9.4 TPY total HAPs. The facility is a State-Only facility. The Department's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology (BAT) requirement of 25 Pa. Code §§ 127.1 and 127.12, and 40 CFR Part 63, Subpart XXXXXX—National Emission Standards for Hazardous Air Pollutants Area Source Standards for Nine Metal Fabrication and Finishing Source Categories (Source ID 201). Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specifications of the application for plan approval, the requirements established in the plan approval will be included in the facility's initial State-Only Operating Permit pursuant to the provisions of 25 Pa. Code §§ 127.441 and 127.443.
21-03023D: The AMES Companies, Inc. (465 Railroad Avenue, Camp Hill, PA 17011) for increased use of dip tank surface coating and pad printing operations on the existing hand tool lines at the facility in Hampden Township, Cumberland County. Potential emissions of volatile organic compounds (VOC) from this increased use are estimated at less than 15 tons per year. Actual VOC emissions are expected to be well below the estimated potential level. The facility's existing 50 tons per year cap on VOC emissions, 10 tons per year cap on individual hazardous air pollutants (HAP) and 25 tons per year cap on total HAP will remain in place. The Plan Approval includes emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. The Department's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants. Based on these findings, the Department proposes to issue a plan approval for the proposed facility change. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

32-00055I: Homer City Generation, L.P. (1750 Power Plant Road, Homer City, PA 15748) Notice is hereby given in accordance with 25 Pa. Code §§ 127.44—127.46 that the Department of Environmental Protection (Department) intends to issue Air Quality Plan Approval: PA-32-00055I to Homer City Generation, L.P. (HCG) to allow alternative short term SO2 emission limits for Units 1, 2, & 3 at Homer City Generating Station (Homer City GS) located in Black Lick and Center Townships, Indiana County.
The Department will hold a public hearing on Thursday, July 30, 2015, from 6:00-8:00PM at Homer-Center High School Auditorium, 70 Wildcat Lane, Homer City, PA 15748, to take oral testimony regarding this Air Quality Plan Approval application. Notice of this hearing is separately published within this Pennsylvania Bulletin.
Alstom's Novel Integrated Desulfurization (NID) dry scrubber systems designed to control SO2 emissions from Units 1 & 2 remain authorized for installation under a separate plan approval PA-32-00055H. The following alternative SO2 emission limits are proposed for intermittent periods during Unit 1 or Unit 2 startup and/or NID system module transition:
1. When Unit 1 or Unit 2 is operating in startup, emissions of SO2 shall not exceed:
• 9,000 lbs/hr from the Unit (1 or 2) in startup;
• 1,913 lbs/hr from the Unit (1 or 2) not in startup; and
• 2,720 lbs/hr from Unit 3.
2. When a NID system module is operating in transition, combined emissions of SO2 from Units 1, 2, & 3 shall not exceed 7,300 lbs/hr.
HCG has performed an air quality analysis which includes air dispersion modeling and a Monte Carlo analysis in support of the proposed alternative SO2 emission limits. HCG's air quality analysis demonstrates that Homer City GS will not cause a violation of the 1-hour SO2 National Ambient Air Quality Standard (NAAQS) with the proposed alternative SO2 emission limits during Unit 1 or Unit 2 startup and/or NID system module transitions.
Annual potential to emit at Homer City GS remains unchanged as a result of this proposed Plan Approval. Plan approval conditions will include the referenced alternative SO2 emission limitations, operational restrictions, work practice standards, and associated monitoring and recordkeeping requirements. Once compliance with the Plan Approval is demonstrated, the applicant will be required to submit a Title V Operating Permit (TVOP) administrative amendment application or revision to a pending TVOP application in accordance with 25 Pa. Code Subchapters F and G.

PA-63-00990A: In accordance with 25 Pa. Code §§ 127.44—127.46, the Pennsylvania Department of Environmental Protection (DEP) is providing notice that it intends to issue an Air Quality Plan Approval to Donora Dock, LLC (11 Lloyd Avenue Suite 200 Latrobe, PA 15650) to allow operation of a cleaned coal handling operation which includes stockpiling, blending, truck/barge loading and unloading at the existing coal handling and transfer 'Donora Terminal' facility located in Carroll Township, Washington County.
The previously installed coal facility will facilitate the storage, reclaim, barge and truck loading of clean bituminous coal from various sources. Equipment handling the coal includes front end loaders, excavators, conveyors, trucks, and other insignificant sources of de-minimis emissions associated with the project. Emissions from coal handling facility will be controlled by applying BAT which includes water sprays and other appropriate fugitive emission prevention measures.
Upon authorization of this plan approval the facility potential to emit will not exceed 189.0 tons of PM and 45.0 tons of PM10 on an annual basis. The throughput restriction, monitoring, testing, recordkeeping, reporting and work practice conditions of the Plan Approval have been derived from the applicable requirements of 25 Pa. Code Chapters 123, 127, 129 and 135.

62-032K: Ellwood National Forge (One Front Street, Irvine, PA 16329), for the modification of Furnaces 382 and 605 by replacing the burner packages and controls and for the modification to a condition for Source 101A with regards to temperature restriction for baghouse in Brokenstraw Township, Warren County. This is a Title V facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the Title V operating permit at a later date.
Plan approval No 62-032K is for the proposed modification of Furnaces 382 and 605 (part of Source 111) by replacing the burner packages and controls. This project will result in projected actual emissions of 8.1 tpy for NOx, 6.8 tpy for CO, 0.443 tpy for VOC, 0.613 tpy for PM, 0.613 tpy for PM10, 0.613 tpy for PM2.5, 0.049 tpy for SOx, and 9,685.2 tpy for CO2(e). It will also include a modification to a condition for Source 101A with regards to temperature restriction for baghouse. This will have no effect on emissions. This Plan Approval will contain conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:
• Source 101A:
• The permittee shall adhere to the approved range for the selected indicator so that operation within the range shall provide reasonable assurance of compliance. A departure from the specified indicator range over a specified averaging period shall be defined as an excursion.
• The approved range (maximum temperature) of the baghouse inlet shall be developed at the increased production rate and verified during the stack test. [The approved baghouse inlet temperature indicator range is 60 to 275 F. [This range replaces the following from plan approval 62-032F when incorporated into the facility operating permit: The approved baghouse inlet temperature indicator range is 60 to 210 F].
o All conditions from the facility operating permit issued on August 1, 2012, for this source remain in effect unless modified in this plan approval.
• Source 111:
• When firing natural gas:
• The NOx emissions from ENF heat treat furnaces 382 & 605 shall not exceed 100 lbs/MMCF and 8.1 TPY (based on a 12-month rolling total).
• The NOx emissions from the ENF heat treat furnaces except for Furnaces 382 & 605 shall not exceed 140 lbs/MMCF. The NOx emissions from the ENF heat treat furnaces shall not exceed 10.85 TPY (based on a 12-month rolling total).
• Stack test either Furnace 382 or 605 for NOx and CO initially and stack test at operating permit renewal.
• All conditions from the facility operating permit issued on August 1, 2012, for this source remain in effect unless modified in this plan approval.

Code § 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadville Regional DEP office (Air Quality). If a plan approval has not undergone the above public notice process, the change to an operating permit must be treated as a significant modification. The purpose of the hearing is to take testimony concerning the DEP's intent to issue Plan Approval No. 32-00055I to Homer City Generation, L.P. The DEP is publishing a notice of intent to issue this plan approval in this issue of the Pennsylvania Bulletin to allow for public comments regarding the proposed plan approval.

07-05024: Gulf Oil Limited Partnership (100 Crossing Blvd, MA 01702) to issue a State Only Operating Permit for Gulf Oil Altoona located in Allegheny Township, Blair County. The primary emission from the facility is VOC; the actual 2013 emission from the facility was 66.7 tons. MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341) requires the Commonwealth to certify that the involved projects will not violate the sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) as well as relevant State requirements. Persons objecting to approval of a request for certification under section 401 of the FWPCA, the issuance of a Dam Permit or Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment shall submit comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before an application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.
The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. Maps, drawings and other data pertinent to the certification request are available for inspection between 8 a.m. and 4 p.m. on working days at the office noted before the application.

PA DOT Engineering District 3-0 proposes to replace a single span concrete slab bridge with a single span concrete box culvert over an Unnamed Tributary to the Susquehanna River. The existing bridge has a span of 8.0 Ft., a skew of 54 degrees, roadway width of 30.9 Ft., an underclearance of 7.0 Ft., a low chord of 661.42 Ft. and a hydraulic opening of 56.3 Ft2. The proposed 9 Ft X 9 Ft box culvert has a span of 9 Ft., a skew of 57 degrees, roadway width of 57.2 Ft., an underclearance of 8.0 Ft., a low chord of 662.97 Ft. and a hydraulic opening of 72.0 Ft2. The proposed box culvert will utilize one foot depression, fish baffles and R-8 Rip Rap scour protection at the inlet and outlet in accordance with the BD-632M. The Rip Rap and box culvert floor will have native material placed on top to aid in aquatic passage. The project will utilize 56 Linear Feet of R-8 Rip Rap on the left upstream bank. The project will not impact any jurisdictional wetlands. The Unnamed Tributary to the Susquehanna River is classified as a Cold Water Fishery by 25 Pa. Code Chapter 93.
