46-00060: Norristown State Hospital-PA DHS (1001 East Sterigere Street, Norristown, PA 19401) On June 4, 2015 located in Norristown Borough, East Norriton Township, and West Norriton Township, Montgomery County, for a renewal of Title V Operating Permit (TVOP) No. 46-00060. The facility's air emissions sources consist of three natural gas-/No. 2 fuel oil-fired boilers and eleven diesel fuel-fired emergency generator sets (two emergency generator sets were removed from the facility since the TVOP was amended in 2013). The facility is subject to a site-level nitrogen oxide (NOx) emission restriction of less than 25 tons/yr, and the plan approval-exempt engines of four of the emergency generator sets are subject to combined NOx emission restrictions of 100 lbs/hr, 1,000 lbs/day, 2.75 tons/ozone season, and 6.6 tons/yr (calculated monthly as a 12-month rolling sum).

JBS is a major source of Nitrogen Oxide (NOx) emissions, currently operating under TVOP No. 46-00001. Administrative Amendment of the Title V Operating Permit issued under the Air Pollution Control Act (35 P. S. §§ 4001—4015) and 25 Pa. Code § 127.450. The Administrative Amendment incorporates terms and conditions of Plan Approval No. 46-0001 and Plan Approval No. 46-0001A which were issued to install each unit (the FGR system and the new boiler, respectively). The amended permit will include monitoring, recordkeeping, and reporting requirements designed to keep the facility within all applicable air quality requirements.

42-00196: Catalyst Energy, Inc., Swamp Angel Compressor Station (424 South 27th Street, Suite 304, Pittsburgh, PA 15203-2380) for the facility located in the Lafayette Township, McKean County. The de minimis emission increase is due to the installation of a six (6) cylinder, four (4) stroke, rich burn, natural gas fueled compressor engine rated at 203 bhps. This engine is equipped with a Miratech model RCS-1816-06 catalytic converter to reduce NOx, CO and VOC emissions. The Department has started a list of de minimis increases as prescribed in 25 Pa. Code § 127.449(i).

Request for Proposals for Integrated Municipal Solid Waste Management Services

 In accordance with 25 Pa. Code Chapter 272 and the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act, Act 101 of July 28, 1988, P. L. 556 No. 101, 53 P. S. § 4000.101 et seq. (''Act 101'') the Jefferson County Solid Waste Authority is hereby soliciting proposals for Integrated Municipal Solid Waste Management Services which includes waste disposal capacity for municipal solid waste (MSW), including construction and demolition (C & D) and municipal sewage sludge (Sludge) generated within Jefferson County, PA for a minimum of five (5) years with an option to renew said contract for an additional five (5) years to begin on or about January 1, 2016.

 The Jefferson County Solid Waste Authority will hold a Mandatory Pre-Bid Meeting on Wednesday, June 24, 2015 at 1:00 p.m. The meeting will be held at the DuBois Regional Airport Main Terminal Conference Room located at 377 Aviation Way, Reynoldsville, PA 15851.

Water Quality Certification under Section 401 of the Federal Clean Water Act for the Transcontinental Gas Pipeline Company, LLC, Atlantic Sunrise Project

 On March 31, 2015, Transcontinental Gas Pipeline Company, LLC filed an application with the Federal Energy Regulatory Commission (FERC) in Docket No. CP15-138-000 under Section 7(b) and (c) of the Natural Gas Act (NGA) seeking a Certificate of Public Convenience and Necessity (Certificate) for the construction and operation of a new approximately 190.80 miles long interstate natural gas pipeline, consisting of 30-inch, 36-inch and 42-inch diameter pipe, located in Lenox Township, Susquehanna County; Monroe, Northmoreland, Eaton, Falls, Overfield, Clinton and Nicholson Townships, Wyoming County; Fairmount, Ross, Lake, Lehman, and Dallas Townships, Luzerne County; Sugarloaf, Cleveland, Franklin, Montour, Hemlock, Mount Pleasant, Orange, Greenwood, and Jackson Townships, Columbia County; East Cameron, Coal, and Rapho Townships, Northumberland County; Pine Grove, Tremont, Frailey, Hegins, and Eldred Townships, Schuylkill County; South Londonderry, South Annville, North Annville, East Hanover, Union, and Cold Springs Townships, Lebanon County; Drumore, Martic, Conestoga, Manor, West Hempfield, Rapho, and Mount Joy Townships and Mount Joy Borough, Lancaster County; Chapman Township, Clinton County; and Jordan, Franklin and Penn Townships, Lycoming County, Pennsylvania. The purpose of the Atlantic Sunrise Pipeline is to provide 1.7 million dekatherms per day of incremental firm natural gas transportation capacity from the Marcelles Shale production area in northern Pennsylvania to its existing market area extending as far south as Choctaw County, Alabama. The project also includes various aboveground facilities, including pig launcher and receiver facilities, meter stations, MLV's (mainline valves), access roads and contractor yards, which are proposed to be constructed to support the pipeline construction in Pennsylvania.

 The Department, by this notice, proposes to certify that the construction, operation and maintenance of the Project complies with the applicable provisions of sections 301—303, 306 and 307 of the Federal Clean Water Act (33 U.S.C.A. §§ 1311—1313, 1316 and 1317). The Department further proposes to certify that the construction, operation and maintenance of the projects complies with Commonwealth water quality standards and that the construction, operation and maintenance of the projects does not violate applicable Commonwealth water quality standards provided that the construction, operation and maintenance of the projects complies with the conditions proposed for this certification, including the criteria and conditions of the following permits:

 1. Discharge Permit—Transcontinental Gas Pipeline Company, LLC shall obtain and comply with a PADEP National Pollutant Discharge Elimination System (NPDES) permit for the discharge of water from the hydrostatic testing of the pipeline pursuant to Pennsylvania's Clean Streams Law (35 P. S. §§ 691.1—691.1001) and all applicable implementing regulations (25 Pa. Code Chapter 92a).

 2. Erosion and Sediment Control Permit—Transcontinental Gas Pipeline Company, LLC shall obtain and comply with PADEP's Chapter 102 Erosion and Sediment Control General Permit for Earth Disturbance Associated with Oil and Gas Exploration, Production, Processing or Treatment issued pursuant to Pennsylvania's Clean Streams Law and Storm Water Management Act (32 P. S. §§ 680.1—680.17) and all applicable implementing regulations (25 Pa. Code Chapter 102).

 3. Water Obstruction and Encroachment Permits—Transcontinental Gas Pipeline Company, LLC shall obtain and comply with a PADEP Chapter 105 Water Obstruction and Encroachment Permits for the construction, operation and maintenance of all water obstructions and encroachments associated with the project pursuant to Pennsylvania's Clean Streams Law, Dam Safety and Encroachments Act (32 P. S. §§ 673.1—693.27), and Flood Plain Management Act (32 P. S. §§ 679.101—679.601.) and all applicable implementing regulations (25 Pa. Code Chapter 105).

 4. Water Quality Monitoring—PADEP retains the right to specify additional studies or monitoring to ensure that the receiving water quality is not adversely impacted by any operational and construction process that may be employed by Transcontinental Gas Pipeline Company, LLC.

 5. Operation—For each Project under this certification, Transcontinental Gas Pipeline Company, LLC shall at all times properly operate and maintain all Project facilities and systems of treatment and control (and related appurtenances) which are installed to achieve compliance with the terms and conditions of this Certification and all required permits. Proper operation and maintenance includes adequate laboratory controls, appropriate quality assurance procedures, and the operation of backup or auxiliary facilities or similar systems installed by Transcontinental Gas Pipeline Company, LLC.

 6. Inspection—The Projects, including all relevant records, are subject to inspection at reasonable hours and intervals by an authorized representative of PADEP to determine compliance with this Certification, including all required permits required, and Pennsylvania's Water Quality Standards. A copy of this Certification shall be available for inspection by the PADEP during such inspections of the Projects.

 7. Transfer of Projects—If Transcontinental Gas Pipeline Company, LLC intends to transfer any legal or equitable interest in the Projects which is affected by this Certification, Transcontinental Gas Pipeline Company, LLC shall serve a copy of this Certification upon the prospective transferee of the legal and equitable interest at least thirty (30) days prior to the contemplated transfer and shall simultaneously inform the PADEP Regional Office of such intent. Notice to PADEP shall include a transfer agreement signed by the existing and new owner containing a specific date for transfer of Certification responsibility, coverage, and liability between them.

 8. Correspondence—All correspondence with and submittals to PADEP concerning this Certification shall be addressed to the Department of Environmental Protection, Northeast Regional Office, Joseph Buczynski, Waterways and Wetlands Program Manager, 2 Public Avenue, Wilkes-Barre, PA 18711.

 9. Reservation of Rights—PADEP may suspend or revoke this Certification if it determines that Transcontinental Gas Pipeline Company, LLC has not complied with the terms and conditions of this Certification. PADEP may require additional measures to achieve compliance with applicable law, subject to Transcontinental Gas Pipeline Company, LLC applicable procedural and substantive rights.

 10. Other Laws—Nothing in this Certification shall be construed to preclude the institution of any legal action or relieve Transcontinental Gas Pipeline Company, LLC from any responsibilities, liabilities, or penalties established pursuant to any applicable federal or state law or regulation.

 11. Severability—The provisions of this Certification are severable and should any provision of this Certification be declared invalid or unenforceable, the remainder of the Certification shall not be affected thereby.

 The Environmental Assessment prepared by FERC may be viewed on FERC's website at www.ferc.gov under the Docket No. CP15-138-000.

 Prior to final action on the proposed section 401 Water Quality Certification, consideration will be given to any comments, suggestions or objections which are submitted in writing within 30 days of this notice. 102/NPDES Stormwater and 105/Water Obstruction and Encroachment Public Hearing

 The Department of Environmental Protection (Department) Waterways and Wetlands Program will conduct a public hearing for the Chapter 102/NPDES Construction Permit Application No. PAI01151214 and Chapter 105/Water Obstruction and Encroachment Application E15-824, submitted by the Pennsylvania Turnpike Commission (700 South Eisenhower Blvd., Middletown, PA 17057) for the Widening and Reconstruction Project between Milepost 320 and 326 located in Tredyffrin Township, Chester County and Upper Merion Township, Montgomery County. The project proposes discharges of stormwater into Valley Creek (EV) and Trout Creek (WWF).

 The public hearing is scheduled for Tuesday, July 14, 2015 from 7:00 p.m. to 9:00 p.m. The location will be in Keene Hall in the Tredyffrin Township Municipal Building. Prior to commencement of the hearing, the proposed plans will be available for review beginning at 6:30 p.m. and the Pennsylvania Turnpike Commission will provide a project overview prior to testimony.

 The hearing is being held due to public interest in the project and to solicit pertinent comments on these applications. Public Hearing for the Suspended NPDES Permit for Stormwater Discharges Associated with Construction Activities by Lewis Martin in Cumberland County

PA DEP Southcentral Region: Waterways and Wetlands Program, 909 Elmerton Ave., Harrisburg, PA 17110

 The Department of Environmental Protection (''Department'' or ''department'') will hold a public hearing to accept comments on the recently republished and suspended National Pollution Discharge Elimination System (''NPDES'') Individual Permit #PAI-0321-11-013 (''NPDES Permit'') for the discharge of stormwater associated with construction activities submitted by Lewis Martin. Mr. Martin proposed to disturb 8.24 acres for the purpose of constructing two poultry houses at his property located in West Pennsboro Township, Cumberland County. The proposed facility is located within the Big Spring Creek watershed. Big Spring Creek is a special protection water of the commonwealth and has an existing use of High-Quality Cold Water Fishes and Migratory Fishes under Title 25 of the PA Code, Chapter 93. The suspended NPDES Permit's Erosion and Sediment Control Plan and Post-Construction Stormwater Management Plan provide proposed effluent limitations. In their public hearing request, the public hearing requesters describe a concern regarding the protection of groundwater and stormwater runoff from the site, causing water pollution to Big Spring Creek.

 Pursuant to the Pennsylvania Environmental Hearing Board's (''EHB's'') March 3, 2015 Order issued at EHB Docket No. 2014-028-L, the department republished public notice of the suspended NPDES Permit on March 28, 2015 in the Pennsylvania Bulletin. Pursuant to the EHB's order, the approved NPDES Permit was suspended until further notice from the department to allow the public adequate opportunity to comment on the suspended NPDES permit.

 During the public hearing, individuals will have an opportunity to present up to five minutes of oral testimony regarding the proposal. Written comment will also be accepted and can be mailed to Scott Williamson at the department's South-central Regional Office, 909 Elmerton Ave., Harrisburg, PA 17110 through the close of business Friday, August 7, 2015. The department will provide a written response to all significant testimony or written comment provided during the public hearing and public comment period. The department will consider all comments in review of the application.

Contract Information: Notice is given that the Department of Environmental Protection is issuing a Request for Proposal (RFP) to retain up to two (2) firms to provide aerial photography, surveying, mapping, map reproduction and other technical services as required, for the development of plans for reclamation of abandoned mine lands, control and extinguishment of subsurface mine fires, abatement of acid mine drainage (AMD) water pollution, and water line extension/water line replacement projects.

The majority of these projects will be financed with funds Pennsylvania receives from the Federal Government under authority of the Surface Mining Control and Reclamation Act. The projects will be primarily located in the bituminous coalfields of western and the anthracite coalfields of northeastern Pennsylvania. On June 26, 2015, the OSM PA (MAP-15) RFP will be posted to the DGS website at http://www.dgsweb.state.pa.us/RTA/Search.aspx. Proposals in response to the RFP must be received at the Department of Environmental Protection, Bureau of Abandoned Mine Reclamation, Division of Project Design, 400 Market Street, 13th Floor, P.O. Box 69205, Harrisburg, Pennsylvania,
17106-9205, by 2:00 p.m., local time July 31, 2015. Late proposals will not be considered regardless of the reason.
