Closure of the HIV/AIDS Home and Community-Based Waiver (Waiver 0192)

[Saturday, July 11, 2015]The Department of Human Services (Department) is announcing its intent to close Waiver 0192 and transition current Waiver 0192 participants to other Medicaid Home and Community-Based Services (HCBS) waiver programs.
This notice shall take effect upon publication in the Pennsylvania Bulletin.
Background
Waiver 0192 has provided services to individuals 21 years of age or older with symptomatic human immunodeficiency virus (HIV) disease or acquired immune deficiency syndrome (AIDS) since 1990. The number of individuals being served in this waiver has decreased over time to a current number of 52 individuals. The Department has found that these individuals qualify for, and can be equally or better served in, one of the other Medicaid HCBS waivers administered by the Department's Office of Long-Term Living (OLTL).
Transition
The OLTL intends to personally contact and work with individuals enrolled in Waiver 0192 to transition them to other Medicaid HCBS waivers and provide them with a choice of qualified providers. Each individual will be transitioned to the Medicaid HCBS waiver that best meets the individual's assessed needs to provide for continuity of services.
The Department anticipates that all current Waiver 0192 participants will be transitioned to other Medicaid HCBS waivers by September 30, 2015. The Department has communicated its intention to close Waiver 0192 through discussions with various stakeholders including the HIV/AIDS Planning Group, AIDS Service Organizations and Ryan White Part C providers. This will also be discussed at upcoming meetings of the Medical Assistance Advisory Committee (MAAC), the Long Term Care Subcommittee of the MAAC and the Consumer Subcommittee of the MAAC.
Fiscal Impact
No fiscal impact is anticipated as a result of these changes.

Interested persons are invited to submit written comments regarding this notice by August 10, 2105, to April Leonhard, Office of Long-Term Living, Bureau of Policy and Regulatory Management, P. O.
