Availability of Technical Guidance

[Saturday, July 25, 2015]Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Draft Technical Guidance Document—Substantive Revision
DEP ID: 261-0300-101. Title: Land Recycling Program Technical Guidance Manual for Vapor Intrusion into Buildings from Groundwater and Soil under Act 2. Description: The Land Recycling Program Vapor Intrusion (VI) Guidance has been substantially revised to update scientific deficiencies of the current guidance. Screening values and the way they are calculated have been updated and there are multiple clarifications that have been made to language, definitions and procedures. Revising the VI guidance will help to avoid confusion for remediators and regional office staff about how to address the VI pathway under the Statewide health standard and the site-specific standard.

Draft Technical Guidance Document—Substantive Revision
DEP ID: 291-4100-001. Title: The Radiation Protection Compliance and Enforcement Guidance. Description: This guidance, which became effective on March 15, 1994, and was updated on November 26, 2005, establishes standard procedures for encouraging compliance with and enforcing the regulations in 25 Pa. Code, Subpart D, Article V (relating to radiological health), which the Bureau of Radiation Protection (Bureau) has the authority to administer. The Bureau's regulatory responsibilities are authorized by the Radiation Protection Act (35 P. S. §§ 7110.101—7110.703), the Radon Certification Act (63 P. S. §§ 2001—2014) and the Low-Level Radioactive Waste Disposal Act (35 P. S. §§ 7130.101—7130.905). On March 31, 2008, Pennsylvania became an Agreement State. As a result, Pennsylvania is responsible for issuing a wider array of radioactive materials licenses and for conducting more in-depth inspections. The narrow scope of the existing document necessitates a revision to produce a broader document that will be applicable to the diverse types of violations that the Bureau has encountered since the existing document was last updated and to ensure that enforcement actions are consistent and appropriate. Thus, civil penalty matrices have been developed for each of the radiation protection focus areas to ensure that any civil penalty assessed is calculated in a manner that encourages compliance and improved operations at a facility.
