Mega Millions® and Powerball Terminal-Based Lottery Games; Play at the Pump Pilot Program

 Under the State Lottery Law (72 P. S. §§ 3761-101—3761-314) and 61 Pa. Code § 875.4 (relating to notice of terminal-based lottery game rules), the Secretary of Revenue hereby provides public notice of the ''Play at the Pump Pilot Program.''

 The Play at the Pump Pilot Program for the terminal-based lottery games referenced below in paragraph (1) will be implemented and effective upon publication. This pilot program provides for a new mechanism (Play at the Pump) by which players may purchase Pennsylvania Lottery terminal-based lottery game plays as follows:

 (1) Eligible terminal-based games. Players may purchase Pennsylvania Lottery terminal-based lottery game plays for any of the following lottery games: Mega Millions® and Powerball.

 (2) Drawings. Plays purchased through Play at the Pump are eligible for the regularly scheduled drawings of the above-referenced lottery games. No additional drawings will be held for Play at the Pump purchases.

 (3) Prizes. Prizes available and determination of prize winners for each respective drawing as set forth in their respective current game rules and shall remain unchanged.

 (4) Authorized credit and debit cards. Players may only make Play at the Pump purchases using authorized credit and debit cards, subject to age control verification.

 (5) Quick Pick. Purchases will be limited to ''Quick Pick'' only.

 (6) Receipt. For claim purposes, a receipt received by a player as a result of a Play at the Pump purchase, shall not be considered a ''terminal-based lottery game ticket'' as that term is defined by 61 Pa. Code § 875.3 (relating to definitions) and shall not be considered a ''ticket'' as the term is defined by 61 Pa. Code § 871.3 (relating to definitions).

 (7) Prize claims. Prize claims for prizes of $600 or less will be done automatically by depositing the amount won back to the credit or debit card used to purchase the winning play. Prize claims for prizes of more than $600 must be made, in person, at the Lottery headquarters or at any Lottery Regional Office. When making a prize claim of more than $600, the purchaser must bring the credit or debit card used to purchase the winning play to the Lottery headquarters or the Lottery Regional Office.

 (8) Procedures and other information. Additional procedures and information are set forth on the Lottery's publicly accessible website.

 (9) Notice of cancellation. This program shall continue until canceled by the Secretary, said cancellation to be contained on the Lottery's publicly accessible website.
