Additional Disproportionate Share Hospital Payment

[Saturday, October 15, 2016]The Department of Human Services (Department) is providing final notice of its funding allocation for Fiscal Year (FY) 2015-2016 for disproportionate share hospital (DSH) payments to certain Medical Assistance (MA) acute care general hospitals, which in partnership with an independent facility listed as a Cleft and Craniofacial Team by the America Cleft Palate-Craniofacial Association, provide surgical services to patients with cleft palate and craniofacial abnormalities. The Department is funding these DSH payments to promote continued access to inpatient hospital services for MA eligible and uninsured persons with cleft palate and craniofacial abnormalities. The Department is not otherwise changing the qualifying criteria or payment methodology for these payments.
All payment limitations are applicable, including those limitations that the Commonwealth may not exceed its aggregate annual DSH allotment, and that no hospital may receive DSH payments in excess of its hospital-specific limit.
The Department published notice of its intent to allocate funding for these DSH payments at 46 Pa.B. 2740 (May 28, 2016). The Department received no comments during the 30-day comment period and will implement the changes as described in its notice of intent.
Fiscal Impact
The FY 2015-2016 impact, as a result of these payments, is $0.313 million ($0.150 million in State general funds and $0.163 million in Federal funds).
