Pennsylvania Abandoned Mine Reclamation Plan Amendment; Public Comment

[Saturday, October 15, 2016]Since July 30, 1982, the Department of Environmental Protection (Department) has administered the Title IV AML Reclamation Program in this Commonwealth. The purpose of this Reclamation Plan Amendment No. 3 is to modify the Commonwealth's Plan to allow the Department to administer a State Emergency Program under Title IV of the Surface Mining Control and Reclamation Act of 1977 (30 U.S.C.A. §§ 1201—1328). The coordination of emergency reclamation work between the Commonwealth and the United States Office of Surface Mining Reclamation and Enforcement (OSMRE) will be handled by the Department as outlined in the OSMRE Emergency Response Protocol for the Pittsburgh Field Division in the Appalachian Region. Coordination with other agencies for environmental clearance will be on a project specific basis as outlined in the ''OSMRE Handbook on Procedures for Implementing the National Environmental Policy Act'' and other Commonwealth procedures.

Interested persons may submit written comments on this Reclamation Plan Amendment by November 14, 2016. Comments submitted by facsimile will not be accepted. Comments, including comments submitted by e-mail, must include the originator's name and address.
