Specifications for Onboard Diagnostics; Inspection and Maintenance Equipment

[Saturday, February 6, 2016]The Department of Transportation (Department) is announcing its intention to provide updated emissions equipment specifications to be used for onboard diagnostic testing in the Commonwealth's enhanced vehicle emissions inspection program.
The Department anticipates a spring 2016 release date of the updated specifications to all equipment manufacturers. Upon release, the equipment manufacturers will be given a timeline to:
• Develop and submit to the Emissions Program Manager the updated equipment with the updated Pennsylvania Analyzer System software loaded.
• Include user documentation for certification.
• Provide any other information necessary or requested by the Department to receive software or hardware certification from the Emissions Program Manager.
There are approximately 8,000 stations currently performing emissions tests that will need to be upgraded.
Equipment manufacturers may not deliver or upgrade any equipment or software to any certified emissions test stations without written confirmation of hardware/software certification from the Department.
