SEWAGE FACILITIES ACT PLAN APPROVAL
Plan Approvals Granted Under the Pennsylvania Sewage Facilities Act (35 P.S. § 750.5)

The plan provides for the abandonment of the existing pump station, and the installation of a low pressure sewer system to serve four existing single-family residential units. Landisburg, PA 17040Perry Plan Description: Approval is granted for an update to the Official Plan of Tyrone Township, Perry County. The project is known as the Tyrone Township Act 537 Plan Amendment Special Study for Loysville Village Municipal Authority (DEP Code No. A1-50928-ACT). The plan provides for the upgrade of the existing Loysville Village Wastewater Treatment Plant to an ICEAS SBR with augmented aerobic digestion. The effluent discharge line will also be relocated just downstream of the existing discharge line as part of the upgrade. The plan also provides for the Weavers Mill Road interceptor replacement and Ernest Road sewer extension with new pump station. Other collection and conveyance system improvements scheduled here include replacement and rehabilitation, in addition to a gravity sewer extension for Hickory Alley. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Notice of Interim Response
Former TP Corporation Site
Duryea Borough, Luzerne County The Department, under the authority of the Hazardous Sites Cleanup Act, 35 P.S. § 6020.101 et seq. (''HSCA''), has proposed an interim response action at the Former TP Corporation Site (''Site''). This response will be undertaken pursuant to Sections 505(b) and (c) of HSCA, 35 P.S. § 6020.505(b) and (c). The Site is located at 620 Foote Ave. in Duryea Borough, Luzerne County, Pennsylvania.
TP Corporation coated and printed designs onto fabric materials utilizing adhesives and flock material and ceased operation in 2006. However, many of the chemicals and solvents remained at the facility. Caren Cembalest is the former owner of the building. She declared bankruptcy and the building/property has been abandoned.
On February 9, 2011, the Department conducted a Site visit to evaluate the building and abandoned chemicals. Approximately 250—350 containers of varying sizes (55-gallon drums, 35-gallon drums and 5-gallon containers) were observed and classified as being either flammable solids/liquids, acids, potassium hydroxide, paint and acetone.
Phase I of the investigation included the sampling, characterization and consolidation of the materials in preparation for disposal. The consolidated materials were then either reused, recycled or disposed of at Department-approved facilities.
Phase II of the investigation, conducted in October 2012, determined that some soil samples exceeded the Pennsylvania Statewide Health Standard (SHS), Non-Residential Soil to Groundwater standards for toluene, trichloroethylene (TCE), 1,2,4-trimethylbenzene (1,2,4-TMB), 1,3,5-trimethylbenzene (1,3,5-TMB), dichloro- methane (DCM), ethylbenzene, and tetrachloroethylene (PCE).
Phase III of the investigation, conducted in 2013, consisted of the installation of three (3) monitoring wells, groundwater sampling, and offsite soil sampling. None of the groundwater samples had detections of any of the constituents. Based on the results, it appeared there was no impact to the groundwater and no constituents have migrated off-site. Indoor air sampling was conducted inside the building in October 2013. None of the vapor sample results exceeded the SHS.
The results of on-Site sampling have identified the contaminants of concern (COC) as toluene, TCE, 1,2,4-TMB, 1,3,5-TMB, DCM, ethylbenzene, and PCE. These COCs were present in the materials used while the plant was printing and coating fabric. Direct contact with the soils on Site, via dermal contact and/or direct ingestion, is the primary concern.
The Department considered eight alternatives to address the threats at the Site: 1) No Action; 2) Soil Removal and off-Site Disposal/Treatment (Exterior of Building) and Deed Restrictions or Environmental Covenant; 3) Soil Vapor Extraction (SVE); 4) In-situ Chemical Oxidation (ISCO); 5) Enhanced Bioremediation; 6) Bioventing; 7) Monitored Natural Attenuation (MNA); and 8) Excavation with ISCO.
The Department has chosen the following actions because they are in compliance with applicable or relevant and appropriate requirements (ARARs) and are cost effective:
• Soil removal and off-site disposal/treatment; and
• Implementation of environmental covenants to restrict future land uses and remove the potential for harm to the implemented remedy.
Based upon the fact that a release of a hazardous substance as defined by HSCA has occurred and that the threat of a release of hazardous substances exists and that an ongoing release is likely if no actions are taken, the Department is authorized to undertake a response action at this Site under Section 501(a) of HSCA, 35 P.S. § 6020.501(a).
This notice is being provided pursuant to Section 506(b) of HSCA. The Administrative Record, which contains the information that forms the basis and documents the selection of this response, is available for public review and comment at the DEP's Northeast Regional Office, 2 Public Square, Wilkes-Barre, PA, and at the Duryea Borough Building, 315 Main Street, Duryea, PA. It is available for review at the Regional Office Monday through Friday from 8 a.m. to 4 p.m., and at the Borough Building Office of the Borough Manager, Monday through Friday from 8 a.m. to 4 p.m.
The Administrative Record will be open for comment through June 16, 2017. Persons may submit written comments into the Record during this time only, by sending them to Jonathan Ulanoski, Project Officer, at the DEP's Northeast Regional Office, 2 Public Square, Wilkes-Barre, PA 18701, or by delivering them to that office in person.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

Under Act 181 of 1984, the Department of Environmental Protection is soliciting interest/reclamation proposals from landowners, licensed mine operators, and/or eligible reclamation contractors for the reclamation of the following abandoned strip mine:

Preregistration is necessary via a letter of interest or verbal confirmation through Aaron Pontzer, Mining Permit and Compliance Specialist, Moshannon District Office, Department of Environmental Protection, 186 Enterprise Drive, Philipsburg, PA 16866, no later than 3:30 p.m., March 28, 2017. Telephone inquiries shall be directed to Aaron Pontzer at 814-342-8200. Proposal documents package will be provided at meeting.
Only proposals from those in attendance will be considered for this contract.
Project Overview: Reclamation of site consists of removing and properly disposing of abandoned heavy equipment and trash; clearing and grubbing vegetated areas; dewatering, backfilling and major re-grading of pit areas; completing the backfilling of the highwall cut in the AML area; relocation of 0.35 acre of wetlands plants and soils; transporting, grading, and placing topsoil to remove spoil and topsoil piles; reclaiming and grading to remove treatment ponds; preserving and reconditioning portions of the haul-road; minor re-grading as necessary; revegetation of all reclaimed and disturbed areas; implementation of E&S controls and removal of those controls when stabilization is achieved. Contractor shall operate as to avoid existing gas well, and will avoid operating in the immediate vicinity of utility poles in the work area, leaving the poles at their existing locations.
