Extension of General Permit for the Beneficial Use of Exceptional Quality Biosolids by Land Application (PAG-07)

 Under the authority of the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1387), The Clean Streams Law (35 P.S. §§ 691.1—691.1001), sections 1905-A, 1917-A and 1920-A of The Administrative Code of 1929 (71 P.S. §§ 510-5, 510-17 and 510-20), the Solid Waste Management Act (35 P.S. §§ 6018.101—6018.1003) and the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P.S. §§ 4000.101—4000.1904), the Department of Environmental Protection (Department) is, by this notice, extending for 12 months the availability of the current General Permit for the Beneficial Use of Exceptional Quality Biosolids by Land Application (PAG-07).

 The existing PAG-07 General Permit in effect at this time will expire on April 2, 2017. By this notice, the Department is administratively extending the PAG-07 General Permit to April 2, 2018, or the date of final renewal as published, whichever is earlier. Persons that are operating under the existing PAG-07 General Permit may continue to operate under its terms until the date final renewal is published. Persons that have coverage beyond the final renewal publication date as identified on their coverage approval page may continue to operate until that later date under the terms of the renewed PAG-07. For those persons whose coverage expires during the extension period or for persons that require new coverage under the extended permit, coverage under the Administratively Extended PAG-07 General Permit will be valid for persons that submit a timely and administratively complete Notice of Intent for a new or renewed approval to operate under PAG-07.
