PUBLIC WATER SUPPLY PERMITS The Department has taken the following actions on applications received under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17) for the construction, substantial modification or operation of a public water system.
Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704. The appeal should be sent to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, PO Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania AT&T Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary to the Board at (717) 787-3483. This paragraph does not, in and of itself, create a right of appeal beyond that permitted by applicable statutes and decisional law.
For individuals who wish to challenge an action, the appeal must reach the Board within 30 days. A lawyer is not needed to file an appeal with the Board.

Delaware On May 16, 2017, the Southeast Regional Office approved a revision to the Middletown Township Official Sewage Facilities Plan for the Franklin Mint Development. The project is located on Baltimore Pike at Pennell Road, in Middletown Township, Delaware County.
The Franklin Mint Development is comprised of 3 parcels: the Pennell Road Parcel, the Granite Parcel, and the Mint Parcel.
The Pennell Road Parcel will contain the existing post office, a new Wawa convenience store with gas pumps, and a new bank.
The Granite Parcel will be improved with a 120-room hotel and three retail/restaurant pad sites.
The Mint Parcel currently contains the Pennsylvania State Police barracks, the Franklin Mint building, and the Pennell House, among other buildings. A new Pennsylvania State Police barracks will be constructed. The Franklin Mint building will be redeveloped into office space. The Pennell House will be relocated within the site and will be used as a dwelling or museum. In addition, the Mint Parcel will be improved with 302 dwellings (48 single-family homes, 71 carriage homes, 159 townhouse units, and 24 stacked townhouse units) and 120,750 square feet of office space in 1 to 2 new office buildings.
The adjacent SEPTA parcel is located west of the proposed development. A new train station is proposed at this site.
The total project flow is 124,524.5 gallons of sewage per day. Sewage flows will be conveyed via the proposed Baltimore Pike Collector Sewer (''BPCS'') to the proposed extension of the Chester Creek Interceptor (''CCI'') and ultimately to DELCORA's Chester-Ridley Creek Pump Station, which conveys flows to DELCORA's Western Regional Wastewater Treatment Facility. This approval also authorizes the construction of the BPCS and Phase 3 of the CCI.
In addition, the following pump stations will be decommissioned and flows will be rerouted to the BPCS or CCI Phase 3: Franklin Mint Pump Station, Parkmount Pump Station, Hunter Street Pump Station, and Lenni Pump Station.
Finally, the following pump stations will be diverted to the BPCS: Wawa Dairy Pump Station, Granite Farms Pump Station, and Fair Acres Pump Station.
LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
UNDER ACT 2, 1995
PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

Blackwell Street, Dover, NJ 07081, on behalf of GNS Holding, LLC, 2 Madison Avenue, Larchmont, NY 10568, submitted a Final Report concerning the remediation of site soils contaminated with No. 2 fuel oil. The Final Report demonstrated attainment of the Statewide Health Standard, and was approved by the Department on June 14, 2017.

The facility provided the actual emissions for 2015 as follows: PM less than ten microns (PM-10)—0.07 TPY, Oxides of Sulfur (SOx)—4.47 TPY, Carbon Monoxide (CO)—2.00 TPY, Oxides of Nitrogen (NOx)—2.3 TPY and, Volatile Organic Compound (VOC)—22.95 TPY.

The facility is a Title V facility because its styrene emission from gel coating and resin application activities exceeds the 10-TPY major source threshold for single HAP. Sources for gel coating and resin application are subject to National Emission Standards for Hazardous Air Pollutants (NESHAP) for reinforced plastic composite production (40 CFR 63, Subpart WWWW). Starting with this renewal permit, sources for surface coating are subject to VOC content limits and requirements of 25 Pa. Code § 129.52d, which pertains to control of VOC emissions from surface coating of several materials that include miscellaneous plastic parts.

Sources of air emissions at the facility include ten natural gas-fired compressor engines, two natural gas-fired emergency generator engines, two triethylene glycol (TEG) dehydration units, a boiler, pipeline heaters, a gasoline storage tank, parts washers, and a drip fluid tank. The facility is a Title V facility because of its high potential to emit VOC and NOx emissions, with PTEs of 72.51 TPY and 138.44 TPY, respectively. The engines at the facility are subject to 40 CFR 63 Subpart ZZZZ pertaining to National Emission Standards for Hazardous Air Pollutants (NESHAP) for stationary reciprocating internal combustion engines. As a major source of VOC and NOx, the facility is subject to the presumptive NOx and VOC requirements of the RACT II (25 Pa. Code §§ 129.96—129.100) promulgated on April, 23, 2016 (46 Pa.B. 2036). Compliance milestones have been established to meet the approved petition for alternative compliance schedule to have the two TEG dehydration units comply with VOC requirements of the RACT II.

V14-026: Temple University, Health Sciences Campus (3401 North Broad Street, Philadelphia, PA 19140) for the operation of a hospital, college, university, and professional school in the City of Philadelphia, Philadelphia County. The Title V facility's air emission sources include the following: three (3) 74.6 MMBtu/hr boilers firing natural-gas (NG) or No. 2 fuel oil; one (1) 1.01 MMBtu/hr boiler firing NG or No. 2 fuel oil; one (1) 0.0947 MMBtu/hr boiler firing NG; four (4) fire pumps, each rated 250 kilowatt (kw) or less, firing No. 2 fuel oil; three (3) emergency generators, each rated 250 kw or less, firing natural gas; six (6) emergency generators, each rated 746 kw or greater, firing No. 2 fuel oil; and (10) emergency generators, each rated less than 500 kw, firing No. 2 fuel oil or diesel fuel.
V15-000: Inolex Chemical Company (Jackson and Swanson Streets, Philadelphia, PA 19148) for the operation of a chemical manufacturing facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include a 52 MMBTU/hr boiler (limited to 49 MMBTU/hr), one (1) 20 MMBTU/hr boiler, one (1) 6.5 MMBTU/hr boiler, one (1) 49 MMBTU/hr boiler firing natural gas and No. 2 fuel oil, Seven (7) reactors with Vent Condensers, one (1) reactor tank, one (1) distillation column with Vent Condenser, one (1) deodorizer tank with Vent Condenser, one (1) DMAPA Scrubber and a 150 hp emergency generator.

43-00152: Wheatland Tube Mill Street Plant (134 Mill St., Sharon, PA 16146-2118), on June 13, 2017, the Department issued the renewal of the Natural Minor Permit to operate a steel pipes and tubing manufacturing facility in the City of Sharon, Mercer County. In this renewal, eight sources, including their associated control devices and stacks, are removed from the permit. Remaining sources at the facility include a buttweld furnace, a coating line, three boilers, nine degreasers, area space heaters, and fugitive dust emissions from unpaved and paved roads. With these sources, the facility has potential to emit 36.0, 23.0, 21.5, 7.5, and 0.2 TPY of NOx, VOC, CO, PM10, and SOx, respectively. The facility is currently idled, with the permitted sources covered by the deactivation/reactivation and maintenance plan approved by the Department on November 2015. Starting with this renewal permit, VOC content limit and requirements of 25 Pa. Code § 129.52d applicable to the coating line at the facility supersede those from § 129.52. Because of its Natural Minor status, the facility is no longer subject to recordkeeping and reporting requirements 25 Pa. Code Chapter 135.
