PUBLIC WATER SUPPLY (PWS) PERMITS

 Under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.

 Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held after consideration of comments received during the 30-day public comment period.

 Following the comment period, the Department will make a final determination regarding the proposed permit. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

 The permit application and related documents are on file at the office listed before the application and available for public review. Arrangements for inspection and copying information should be made with the office listed before the application.

AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

 The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The Department received applications for Plan Approvals or Operating Permits from the following facilities.

 Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.

 Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.

 A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.

 Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

36-05081B: Lancaster County Solid Waste Management Authority (1299 Harrisburg Pike, Lancaster, PA 17604) for the construction of a vertical expansion to the existing Frey Farm Landfill site located at the Creswell-Frey Farm Landfill in Manor Township, Lancaster County. The existing facility is a Title V facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. The vertical expansion will increase the Landfill's overall capacity by approximately 6.4 million cubic yards and will have the potential to increase emissions of Nitrogen Oxides (NOx) emissions to 21.9 tpy, CO emissions to 44.0 tpy, PM10 emission to 32.7 tpy, SOx emission to 3.4 tpy, NMOC emissions to 27.7 tpy, VOC emissions to 22.2 tpy, and HAP emissions to 3.5 tpy.The plan approval will include visible emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 40 CFR Part 60 Subpart WWW—Standards of Performance for Municipal Solid Waste Landfills and 40 CFR Part 63, Subpart AAAA—National Emission Standards for Hazardous Air Pollutants: Municipal Solid Waste Landfills.

06-05002O: Lehigh Cement Company, LLC (537 Evansville Road, Fleetwood, PA 19522-8541) for the replacement of the existing fuel burner pipes at their facility in Maidencreek Township, Berks County. Plan Approval No. 06-05002O is for the replacement of the existing fuel burner pipes in each of the two (2) long, dry Portland cement kilns (Source IDs 121 & 122) with a consolidated multi-fuel burner pipe system. Emissions are not expected to change as the result of this project since the physical change will not increase the clinker production capacity of either kiln. The plan approval will contain emission limits, monitoring, recordkeeping & work practice standards designed to keep the facility operating within all applicable air quality requirements. Among other items, the conditions include provisions derived from 25 Pa. Code § 127.218, 40 CFR 63, Subpart LLL—National Emission Standards for Hazardous Air Pollutants from the Portland Cement Manufacturing Industry. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and 127.12. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an operating permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

Intent to Issue Title V Operating Permits under the Air Pollution Control Act and 25 Pa. Code Chapter 127, Subchapter G.

46-00005: Merck & Co., Inc. (770 Sumneytown Pike, West Point, PA 19486-0004) located in Upper Gwynedd Township, Montgomery County for a renewal of their Title V operating permit. The Title V operating permit was most recently issued on March 20, 2017. The facility's major emission points boilers, incinerators, power generation equipment, support equipment for R & D, and pharmaceutical manufacturing processes, which emit major levels of nitrogen oxides (NOx), Sulfur oxides (SOx), volatile organic compounds (VOCs), particulate matter (PM), and PM-10. All new and revised regulatory changes have been addressed in this renewal. The renewed Title V operating permit will contain sufficient monitoring, recordkeeping, reporting and work practice standards to keep the facility operating within all applicable air quality requirements.

 Notice of Proposed Revision to the State Implementation Plan for Oxides of Nitrogen, Volatile Organic Compounds; Public Hearing; Notice of Intent to Issue Revised Air Quality Operating Permit 39-00006

 Approval of a Reasonably Available Control Technology (RACT II) plan for American Craft Brewery, LLC located in Upper Macungie Township, Lehigh County.

 In accordance with 25 Pa. Code §§ 129.96—129.100, the Department of Environmental Protection has made a preliminary determination to approve a RACT II plan and an amendment to the State Implementation Plan (SIP) for their beer, FMB and hard cider manufacturing and packaging facility located in Upper Macungie Township, Lehigh County.

 The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997 National Ambient Air Quality Standard (NAAQS) and the 2008 NAAQS for ozone.

 The proposed amendments to the RACT II determination, if finally approved, will be incorporated into a revised operating permit (39-00006) for the facility. The relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's State Implementation Plan and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal.

46-00267: GlaxoSmithKline, LLC (1000 Black Rock Road Collegeville, PA 19426) for renewal of the State Only Operating Permit for eight generator engines at its Data Centre located in Upper Providence Township, Montgomery County. The engines are permitted for emergency power generation, peak shaving and curtailment programs. They are subject to 40 CFR Part 60 Subpart IIII, Standards of Performance for Stationary Compression Ignition (CI) Internal Combustion Engines and 40 CFR Part 63 Subpart ZZZZ, the National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines. With the renewal, there are no new regulations that the facility has become subject to. The facility is limited to emissions of the following pollutants in tons per 12-month rolling period: 22.8 nitrogen oxides (NOx), 1.57 volatile organic compounds (VOC), 4.46 carbon monoxide (CO), and 0.25 particulate matter (PM). With the renewal, emission limits and testing for formaldehyde were removed. Current guidance within the Department of Environmental Protection (DEP) as well as the Environmental Protection Agency (EPA) is that compliance with 40 CFR Part 63 Subpart ZZZZ is sufficient to limit emissions of formaldehyde as well as other Hazardous Air Pollutants (HAPs). The permit includes requirements for emissions testing and monitoring as well as maintenance recordkeeping to assure the engines are operated within all applicable air quality requirements.

Among other items, the conditions include provisions derived from 40 CFR 60 Subpart OOO.

22-05052: Pennsylvania Department of Agriculture (2300 North Cameron Street, Harrisburg, PA 17110) for operation of boilers, generators and heaters at the Farm Show Complex in the City of Harrisburg, Dauphin County. Actual emissions for 2016 were reported to be approximately 2.8 tons of CO, 3.78 tons of NOx, and less than a ton for all other criteria pollutants, respectively. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provi-sions derived from 40 CFR 60, Subpart Dc—Standards of Performance for Small Industrial—Commercial-Institutional Steam Generating Units.

25-00045: Saint Vincent Health Center (232 West 25th Street, Erie, PA 16544). The Department intends to renew a State Only Operating Permit for the health center located in the City of Erie, Erie County. The sources at the facility include 3 natural gas-fired boilers, a histology lab, and 4 diesel-fired emergency generators. This facility is a Synthetic Minor. The facility has taken an elective restriction of 500 hours per year of operation for each diesel engine generator. And the histology lab is restricted to a VOC emission limit of 3.25 tpy. Based on these restrictions, the potential emissions for this facility are 73.32 tpy NOx; 0.974 tpy SO2; 56.01 tpy CO; 5.52 tpy PM; and 7.58 tpy VOCs. The facility is subject to 40 CFR Part 60 Subpart IIII, the Standards of Performance for CI ICE. The renewal permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

42-00177: Bradford Forest, Inc. (444 High St., Bradford, PA 16701). The Department intends to renew a State Only Operating Permit for the facility located in the City of Bradford, McKean County. The facility is a Synthetic Minor. Potential emissions are as follows: 95 tpy NOx; 95 tpy CO; 5.65 tpy SO2; and 73.52 tpy PM10. The primary sources at the facility are 3 Wood Boilers, saw mill operations, and 3 parts washers. The boilers are subject to 40 CFR Part 63 Subpart JJJJJJ, the NESHAP for ICI Area Source Boilers. The permit contains emission restrictions, recordkeeping, and work practice requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

COAL AND NONCOAL MINING ACTIVITY APPLICATIONS

 Applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); The Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); and The Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.20a).  Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application and request for Section 401 water quality certification application may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the address of the district mining office indicated before each application within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34.

 Written comments or objections regarding a mining permit application should contain the name, address and telephone number of persons submitting comments or objections, application number and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.

MINING ACTIVITY NPDES DRAFT PERMITS

 This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).

 The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.

Effluent Limits for Coal Mining Activities

 For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).

 The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

 A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

 Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

Effluent Limits for Noncoal Mining Activities

 The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.

 Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

 In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.

 More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).

 The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.

 Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.

 Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.

 The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. When a public hearing is held, the Department will consider comments from the public hearing in the final determination on the NPDES permit application.

FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401

 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341) requires the Commonwealth to certify that the involved projects will not violate the sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) as well as relevant State requirements. Persons objecting to approval of a request for certification under section 401 of the FWPCA, the issuance of a Dam Permit or Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment shall submit comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before an application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.

 The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates.  To amend Permit No. E35-448 to authorize 1.14 acre of additional permanent wetland impacts within the Lackawanna River Watershed (HQ-CWF, MF) for the construction and maintenance of four wooden boardwalks spanning wetlands and the placement of fill in wetlands. The activities are associated with the construction of a golf course at the Highlands at Archbald Residential Subdivision. The permitee is required to provide an additional 2.9 acres of replacement wetlands. E35-448 authorized the filling of 1.54 acre of isolated wetlands and the construction and maintenance of a 36-inch diameter sewer line crossing 100 feet of wetlands. The activities were also associated with the Highlands at Archbald Residential Subdivision. The permitee was required to provide 2.7 acres of replacement wetlands. The project is located approximately 2,000 feet East of the intersection of Eynon Jermyn Road and Columbus Drive (Carbondale, PA Quadrangle, Latitude: 41°30`29.9"; Longitude: -75°33`42.4").

 To remove the existing structure and to install and maintain a single-span bridge with a span of 91.0 feet, an out-to-out width varying from 34.96 feet to 37.38 feet, and an underclearance of 4.77 feet, all over Bermudian Creek (WWF, MF, Wild Trout), temporarily impacting 0.072 acre of Exceptional Value (EV) Palustrine Emergent (PEM) wetland and 0.25 acre of floodway and permanently impacting 0.02 acre of EV PEM wetland, and 0.05 acre of floodway. All impacts are associated with the SR 1016 bridge replacement over Bermudian Creek (Latitude 40°00`13.0"; Longitude -77°11`32.2") for the purpose of improving safety standards.

E21-451: Plenary Walsh Keystone Partners, 2000 Cliff Mine Road, Park West Two, 3rd Floor, Pittsburgh, PA 15275 in Upper Allen & Lower Allen Townships, Cumberland County and Fairview Township, York County, U.S. Army Corps of Engineers Baltimore District.

 To remove the existing structure and to 1) install and maintain a two-span pre-stressed concrete spread box beam bridge, having a total span of 136.0 feet, a width of 32.3 feet, and an underclearance of 9.75 feet, including associated outfall structures, all over Yellow Breeches Creek (CWF-MF), and 2) relocate a tributary of Yellow Breeches Creek for 237 linear feet, all along Lisburn Road (SR 4033) in Lower Allen & Upper Allen Townships, Cumberland County and Fairview Township, York County (40° 9` 44.25"; -76° 55` 18.55").

 The project will permanently impact 0.03 acre of floodway and will temporarily impact 0.05 acre of floodway. No wetland impacts are proposed. The purpose of the project is to improve the roadway to current safety standards.

 Regrade and maintain along 210 linear feet of the left bank and 0.78 acre of the associated floodway of the Youghiogheny River (WWF) for the purpose of constructing an addition to an existing ball field. The project is located approximately 400.0 feet downstream from the Boston Bridge (McKeesport, PA Quadrangle; (Latitude: 40° 18` 40.09"; Longitude: 79° 49` 54.47") in Elizabeth Township, Allegheny County. The proposed regrading will consist of clean fill consisting of uncontaminated soil, rock, stone, gravel and concrete.

 The applicant proposes to:

 1. Place and maintain compacted structural fill material which will impact approximately 70 linear feet and 1,990 square feet of the Unnamed Tributary to Little Pine Creek (TSF);

 2. Excavate material from the banks of the aforementioned watercourse which will impact approximately 30 linear feet and 920 square feet;

 3. In addition, temporarily impact 20 linear feet of the aforementioned stream and 340 square feet of wetlands;

 For the purpose of rehabilitating and repairing an existing exposed pipeline. The project is located along Coventry Court, near Lingay Drive Road (Ambridge and Emsworth, PA USGS Topographic Quadrangle; Latitude: Latitude: 40°33`12" ; Longitude: -79° 59` 21". Pittsburgh ACOE District; Chapter 93: TSF, N; Sub-basin 20), in Ross, Shaler, and Hampton Townships, Allegheny County.

E02-1759. Municipality of Mt. Lebanon, 710 Washington Rd., Pittsburgh, PA 15228, Municipality of Mount Lebanon, Allegheny County, Pittsburgh ACOE District.

 The applicant proposes to:

 1. Place and maintain compacted structural fill material which will impact approximately 5.2 acres of floodplain of the Unnamed Tributary to Painters Run (WWF);

 2. To construct and maintain 1,000 feet of watercourse along an Unnamed Tributary to Painters Run to convey floodflows;

 3. Temporarily impact 1.7 acre of floodplain during construction;

 For the purpose of constructing and rehabilitating public works facility buildings. The project is located along Cedar Boulevard, 0.1 mile north of Painters Run (Bridgeville, PA USGS Topographic Quadrangle; Latitude: 40°21`53"; Longitude: -80° 03` 46".  3. Place and maintain fill within 89 LF of a third unnamed tributary of Millers Run with a drainage area of less than 100 acres (WWF);

 The applicant proposes to:

 1. Remove an existing, single-span, steel I-Beam bridge (Span: 31`-0", Width: 26`-8", Under-clearance: 5`-7") over Township Line Run (WWF),

 2. Construct and maintain a replacement single-span, P/S concrete spread box beam bridge (Span: 43`-0", Width: 28`-0", Under-clearance: 5`-9") over Township Line Run (WWF) which will permanently impact 42 linear feet of perennial, Township Line Run (aka Stream 1) and permanently impact 0.016 acre of floodway,

 3. Utilize a temporary stream crossing which will temporarily impact 91 linear feet of Township Line Run (aka Stream 1) and temporarily impact 0.018 acre of floodway,

 4. Relocate 32 linear feet of a perennial unnamed tributary to Township Line Run (aka Stream 2) to a new channel that will be 32 linear feet long and temporarily impact 7 linear feet of Stream 2.

 Cumulatively, the project proposes to permanently impact 74 linear feet of stream channel, temporary impact 98 linear feet of stream channel, and permanently impact 0.016 acre of floodway. For the purposes of replacing the existing, structurally deficient S.R. 2009 (Brinkerton Road), Section C10 bridge over Township Line Run (WWF).

 The project will result in 40.0 linear feet of stream impacts, and 329 square feet (0.01 acre) of permanent EV PEM wetland impacts all for the purpose of installing a natural gas gathering line and for Marcellus shale development.

E1829-003: Dominion Transmission, Inc, 925 White Oaks Boulevard, Bridgeport, WV 26330, Leidy Township, Clinton County, ACOE Baltimore District.

 To construct, operate and maintain the LW-600/628 Access Road Project, which consists of the following impacts:

 1. Conversion of an existing ford crossing of a Painter Hollow (EV) via the installation of two 48'' diameter corrugated metal drainage pipes, resulting in 45.0 linear feet of permanent channel impacts and 51.0 linear feet of temporary channel impacts, (Tamarack, PA Quadrangle, Latitude: N41°26`46.54", Longitude: W77°51`32.30").

 The project will result in 45.0 linear feet of permanent stream impacts 51.0 linear feet of temporary stream impacts, all for the purpose of installing an access roadway for Marcellus shale development.

 To construct, operate, and maintain:

 1) a 12-inch diameter steel natural gas gathering pipeline and temporary timber mat crossing impacting 4,538 square feet (0.10 acre) of a palustrine emergent wetlands (PEM) (Lenoxville, PA Quadrangle; Latitude: 41° 43` 36", Longitude: -75° 43` 13"),

 2) a 12-inch diameter steel natural gas gathering pipeline and temporary timber mat crossing impacting 10,667 square feet (0.25 acre) of a palustrine emergent wetlands (PEM) (Lenoxville, PA Quadrangle; Latitude: 41° 43` 39", Longitude: -75° 43` 22"),

 3) a 12-inch diameter steel natural gas gathering pipeline and temporary timber mat crossing impacting 770 square feet (0.02 acre) of a palustrine emergent wetlands (PEM) (Lenoxville, PA Quadrangle; Latitude: 41° 43` 33", Longitude: -75° 43` 43").

 The project consists of constructing approximately 4,321 lineal feet of 12" steel natural gas gathering pipeline located in Lenox Township, Susquehanna County. The project will result in 15,975 square feet (0.37 acre) of temporary emergent wetland impacts to provide safe reliable conveyance of Marcellus Shale natural gas to market.
