Environmental Assessment Approval for PENN- VEST Funding Consideration

[Saturday, May 27, 2017]Scope: Clean Water and Drinking Water State Revolving Fund Projects for July 19, 2017, Pennsylvania Infrastructure Investment Authority (PENNVEST) Board meeting consideration.
Description: PENNVEST, which administers the Commonwealth's Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF), is intended to be the funding source for the following projects. The Department of Environmental Protection's (Department) review of these projects, and the information received in the Environmental Report for these projects, has not identified any significant, adverse environmental impact resulting from any of the proposed projects. The Department hereby approves the Environmental Assessment for each project. If no significant comments are received during this comment period, the Environmental Assessment will be considered approved and funding for the project will be considered by PENN- VEST.
To be considered, the Department must receive comments on this approval on or by June 26, 2017. CWSRF Projects Being Considered:
Applicant: Cooper Township Municipal Authority County: Montour Applicant Address: 19 Steltz Road, Danville, PA 17821 Project Description: The Cooper Township Municipal Authority is constructing a combination of low pressure and gravity sewers to service the area of Cooper Township running east to west along the Route 11 and Bloom Road corridors, including the Pepper Hills, Ltd. manufactured housing community. Pepper Hills will abandon their private sewage treatment plant (STP) as part of the project. The sewage will be conveyed along Sechler Run into Mahoning Township, where the system will interconnect with Mahoning Township's system at an existing pump station. The sewage will be treated at Danville Municipal Authority's STP.
Problem Description: Route 11 and Bloom Road corridors of Cooper Township were identified as areas in need of public sewer service due to an estimated 50% malfunction rate in the onlot systems in the proposed service area. There are 470 equivalent dwelling units (EDU) in the project area, and of these 350 are on onlot systems, and 120 are in a private manufactured housing community with its own system.

Applicant: Bedford Township Municipal Authority County: Bedford Applicant Address: 1007 Shed Road, Bedford, PA 15522 Project Description: The Bedford Township Municipal Authority is proposing to complete a sanitary sewer extension project to convey the wastewater to an existing collection and conveyance system. The sewer extension will consist of 9,800 feet of 8-inch gravity sewer, 8,125 feet of 4-inch force main, 1,840 feet of low pressure sewer, 15 grinder pump units and 1 pump station to serve 95 EDUs in the Camp Sunshine area. Wastewater will be conveyed through existing collection and conveyance to the Bedford Borough STP.
Problem Description: The project will address an area currently served by malfunctioning onlot disposal systems, holding tanks, outhouses and wildcat sewers. The 57% confirmed malfunction rate will be abated.

Applicant: Mapleton Area Joint Municipal Authority County: Huntingdon Applicant Address: P.O. Box 415, Mapleton, PA 17052 Project Description: The Mapleton Area Joint Municipal Authority (MAJMA) owns and operates a wastewater treatment plant (WWTP) located in Mapleton Borough and Union Township. The WWTP consistently experiences denitrified sludge floating on the surface of the clarifiers and suspended solids in the receiving stream. The bottom of the clarifiers is not sufficiently sloped to allow the sludge to flow to the center air lift before nitrogen gas is released, causing the sludge to float to the surface.
Problem Description: MAJMA is proposing to install a 14-foot diameter clarifier and a duplex return activated sludge/waste activated sludge pump station at the existing WWTP.

Applicant: Chartiers Township County: Washington Applicant Address: 2 Buccaneer Drive, Houston, PA 15342 Project Description: Proposed construction of approximately 5,050 linear feet of 12-inch polyvinyl chloride (PVC)/ductile iron pipe (DIP) sanitary sewer, 4,600 linear feet of 8-inch PVC/DIP sanitary sewer, 800 linear feet of 6-inch PVC sewer laterals, 40 manholes, 52 sewer lateral connections, 6 stream crossings and appurtenances to serve the McClane Farm Road area of Chartiers Township with treatment provided at the existing Washington—East Washington Joint Authority STP.
Problem Description: The McClane Farm Road area is currently experiencing malfunctioning onlot sewage treatment systems which are a source of pollution.

Applicant: Franklin Borough County: Cambria Applicant Address: 1125 Main Street, Johnstown, PA 15909 Project Description: Proposed construction of approximately 2,400 linear feet of 8-inch PVC sanitary sewer, 300 linear feet of 10-inch PVC sanitary sewer, 100 linear feet of 6-inch PVC sanitary sewer, 10 sewer spot repairs, 36 sewer lateral connections, 3 permanent flow meters and appurtenances to rehabilitate the existing sanitary sewers in the Phase 2 area of Franklin Borough with treatment provided at the existing Johnstown—Dornick Point STP.
Problem Description: Franklin Borough sewers are currently a source of excess wet weather flows which contribute to downstream wet weather overflows which are a source of pollution.

Applicant: City of Johnstown County: Cambria Applicant Address: 401 Washington Street, Johnstown, PA 15901 Project Description: Proposed construction of approximately 3,600 linear feet of 8-inch PVC sanitary sewer, 2,300 linear feet of 8-inch high-density polyethylene (HDPE) pipe bursting sanitary sewer, 800 linear feet of 8-inch HDPE slip-lining sanitary sewer, 330 linear feet of 8-inch to 15-inch cured in place pipe (CIPP) sewer liner, 185 sewer lateral connections and appurtenances to rehabilitate the existing sanitary sewers in the Horner Street and Ohio Street Area of the City of Johnstown with treatment provided at the existing Johnstown—Dornick Point STP.
Problem Description: City of Johnstown sewers are currently a source of excess wet weather flows which contribute to downstream wet weather overflows which are a source of pollution.

Applicant: Johnstown Redevelopment Authority County: Cambria Applicant Address: 401 Washington Street, Johnstown, PA 15901 Project Description: Proposed construction of approximately 6,500 linear feet of 24-inch PVC sanitary sewer, 1,350 linear feet of 8-inch PVC sanitary sewer, 150 linear feet of 8-inch HDPE pipe bursting sanitary sewer, 25 linear feet of 12-inch PVC sanitary sewer, 3,500 linear feet of 8-inch to 30-inch CIPP sewer liner and appurtenances to rehabilitate the existing sanitary sewers in the Horner Street and Ohio Street area of the City of Johnstown with treatment provided at the existing Johnstown—Dornick Point STP.
Problem Description: Johnstown Redevelopment Authority sewers are currently a source of excess wet weather flows which contribute to downstream wet weather overflows which are a source of pollution.

Applicant: Potter Township Supervisors County: Centre Applicant Address: 124 Short Road, Spring Mills, PA 16875 Project Description: The project will result in the construction of a septic tank effluent pressurized collection system and a 14,000-gallon per day Orenco AdvanTex treatment plant to treat sewage from the Potters Mills area of Potter Township. The plant will discharge to Sinking Creek, a cold water fishery. Nutrient credits will likely need to be purchased to comply with the Chesapeake Bay Tributary Strategy.
Problem Description: The Village of Potters Mills needs area contains 53 EDUs, of which 37% have confirmed malfunctions. Due to limitations in lot size and soils, a centralized treatment system is needed to correct the malfunctions.

Applicant: Lemon Township and Tunkhannock Township Joint Municipal Sewer Authority County: Wyoming Applicant Address: 113 Tunkhannock Township Drive, Tunkhannock, PA 18657 Project Description: Homes surrounding Lake Carey dispose of their wastewater by means of onlot sewage disposal systems. Many systems malfunction and pollute the groundwater or Lake Carey itself. Many systems cannot be repaired or replacement onlot systems cannot be built, or both, because of a high groundwater table and lack of land.
Problem Description: Funding application is for Advance Design Funding to design the low-pressure sewage collection system and a WWTP. It is expected that an Orbal WWTP, with a permitted hydraulic capacity of 0.120 million gallons per day to initially serve about 382 EDUs will be built. The WWTP will discharge to the Tunkhannock Creek located within the Chesapeake Bay Watershed.
DWSRF Projects Being Considered:
Applicant: Bedford Township Municipal Authority County: Bedford Applicant Address: 107 Shed Road, P.O. Box 371, Bedford, PA 15522 Project Description: The proposed project will include constructing a new 522,000-gallon storage tank and new water mains to serve the proposed Camp Sunshine service area which contains 90 residential connections. The tank will provide adequate volume for fire protection and will allow the Bedford Township Municipal Authority to maintain service to customers receiving water from the existing Hoover Storage Tank while it is taken out of service for routine maintenance.
Problem Description: Each of the 90 connections are currently served by their own private well; 33 of the 90 wells were tested and 58% returned results indicating presence of total coliforms in the water. Of those 58%, 24% tested positive for E. coli contamination. Primary sources of contamination are thought to be improper well construction coupled with failing wastewater disposal systems and frequent flooding in the area. The project will ensure that a safe, potable and reliable supply of water is available to customers, existing and potential, in the proposed area of service.

Applicant: Falls Creek Borough Municipal Authority County: Jefferson Applicant Address: 117 Taylor Avenue, Falls Creek, PA 15840 Project Description: The project includes the installation of 12,600 linear feet of 8-inch diameter PVC C-900 waterline from the Falls Creek distribution system to the DuBois distribution system (near the DuBois water storage tank). The interconnection will contain a control meter vault and a PRV vault. This interconnection will act as the sole source of drinking water for both the residents of Falls Creek Borough and the surrounding areas currently served by Falls Creek.
Problem Description: The Falls Creek system is in a Consent Order and Agreement with the Department to address a long-term solution to the water supply to attain and thereafter maintain compliance with the Safe Drinking Water Act and its regulations; Falls Creek's reservoir is the sole available source of supply and is vulnerable to spills and drought conditions, consistently noncompliant with disinfectants/disinfection byproducts levels over the past several years and exceeds its current water allocation. This project will improve the reliability of compliant source water to the service area.

Applicant: Indiana County Municipal Service Authority County: Indiana Applicant Address: 602 Kolter Drive, Indiana, PA 15701 Project Description: The project includes work in five different water supply systems and is being done to ensure compliance with the Safe Drinking Water Act and operating permit requirements. Upgrades to the systems will include: painting and installing PAX mixing systems in existing finished water storage tanks; replacing finished water storage tanks and installing PAX mixing systems; replacing old pumps with new pumps in existing pump stations; replacing old pump stations with new pump stations; adding and replacing PRV vaults; and replacing and installing approximately 24,000 feet of waterlines.
Problem Description: The Indiana County Municpal Authority is experiencing many compliance issues due to the multiple pump stations and finished water storage tanks that need to be replaced or rehabbed. The proposed project is about replacing pump stations that have outlived their life expectancy, painting tanks that are over 35 years of age, constructing two small tanks and upgrading line size to be able to move water with greater flows. There are currently four Notice of Violations for these different systems. This project will improve water quality and quantity in the system and will address existing violations.

Applicant: Newton Hamilton Borough County: Mifflin Applicant Address: P.O. Box 63, New Hamilton, PA 17075 Project Description: The project will replace 14,000 linear feet of 4-inch and 6-inch asbestos cement pipe with 10-inch DIP. Pipes will be replaced along Walls Road, Ferguson Valley Road, Church Street, Kinsloe Street and Wayne Street. The corresponding fire hydrants, valves and meters will also be replaced.
Problem Description: The existing water mains are deteriorating and have many leaks, causing excessive unaccounted for water. The mains are also of insufficient size to provide adequate fire flow. The new mains will reduce leaks and the larger diameter will provide sufficient fire flow. This project will reduce unaccounted for water loss and provide sufficient potable water to the service area.

Applicant: Upper Tioga River Regional Authority County: Tioga Applicant Address: 245 Main Street, Blossburg, PA 16912 Project Description: The project entails constructing a new regional community water system for Upper Tioga River Regional Authority (UTRRA) that includes approximately 55,000 feet of new water main (6-inch to 12-inch DIP) between Blossburg and Mansfield going through Covington, Putnam and Richmond Townships. A 400,000-gallon prestressed concrete tank will be constructed at the same elevation as Mansfield University for future potential interconnection with Mansfield University. There will also be a hypochlorite booster station at the storage tank to boost chlorine residual into the tank. UTRRA will obtain all their finished water from Blossburg through an interconnect. The interconnecting vault will include a pressure reducing valve assembly to lower the energy grade line since UTRRA's storage tank is at lower elevation than Blossburg's tank. There will be 20 stream crossings, with 2 being the Tioga River. The subsidiary allocation permit was issued to UTRRA for 70,050 gallons per day.
Problem Description: The old Route 15 corridor between Blossburg and Mansfield contains about 300 private wells, 5 transient noncommunity water systems, 2 nontransient noncommunity water systems and 1 community water system. Eighty of the residential wells were sampled (over 25% sample set) for nitrate, arsenic, barium, coliform and e-coli; 59% of the wells sampled are in violation of at least one primary maximum contamination level (MCL); 43% for total coliform and 8% for e-coli. A number of the existing public water systems that will be consolidated by this project have had compliance issues, including exceedances of primary MCLs. Treatment systems have been installed on many of the systems to address methane and inorganic contaminants. Additional problems to be addressed by this project include the elimination of water shortages that hindered economic development within this growth corridor. Future problems to be addressed include alleviating water shortage issues with Mansfield Borough since the new water system will easily be able to interconnect with the adjacent Mansfield system.

Applicant: Borough of Wampum County: Lawrence Applicant Address: 355 Main Street, P.O. Box 65, Wampum, PA 16157 Project Description: The project will address the ongoing violations of iron and manganese exceedance by means of the installation of Greensand Plus® filtration systems at Clyde Street Extension Well No. 5 (EP 101) and Davidson Street Well No. 6 (EP 102).
Problem Description: The Department received numerous complaints from the Wampum's residential and commercial customers due to discoloration of the water at the taps and in the process water for industry. Because of these complaints, the Department conducted inspections during February and March 2016 at the Wampum water system and verified elevated levels of iron and manganese at EP 101 and EP 102 (exceeded the established secondary MCL of each contaminant). The water quality excursions also received considerable news media coverage.
