Regulation No. 16A-6803 (# 3159)

 On October 19, 2016, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the State Board of Examiners in Speech-Language Pathology and Audiology (Board). This rulemaking amends 49 Pa. Code Chapters 43 and 45. The proposed regulation was published in the October 29, 2016 Pennsylvania Bulletin with a public comment period ending November 28, 2016. The final-form regulation was submitted to the Commission on May 15, 2017.

 This final-form rulemaking incorporates statutory changes made by Act 106 of 2014 and sets fees for new provisional licenses and certifications. It also increases the fees for initial licensure and biennial renewal for speech-language pathologists and audiologists.

 We have determined this regulation is consistent with the statutory authority of the Board (63 P.S. § 1705(2)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Practice and Procedure
Regulation No. 106-12 (# 3126)

 On December 9, 2015, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Environmental Hearing Board (Board). This rulemaking amends 25 Pa. Code Chapter 1021. The proposed regulation was published in the December 19, 2015 Pennsylvania Bulletin with a public comment period that ended on January 19, 2016. The final-form regulation was submitted to the Commission on April 18, 2017.

 This rulemaking amends the Board's existing practice and procedure regulations to revise and clarify electronic filing requirements, clarify the general appeals process and correct typographical errors.

 We have determined this regulation is consistent with the statutory authority of the Board (35 P.S. 7515(c)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Environmental Laboratory Accreditation
Regulation No. 7-495 (# 3157)

 On July 29, 2016, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Environmental Quality Board (EQB). This rulemaking amends 25 Pa. Code Chapter 252. The proposed regulation was published in the August 20, 2016 Pennsylvania Bulletin with a public comment period ending September 19, 2016. The final-form regulation was submitted to the Commission on May 11, 2017.

 This final-form regulation amends EQB's laboratory accreditation fee schedule, adds standards for accreditation, clarifies existing requirements, and removes unnecessary or cost prohibitive requirements.

 We have determined this regulation is consistent with the statutory authority of the EQB (27 Pa.C.S. §§ 4103(a), 4104(1), and 4105(a)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Pennsylvania Public Utility Commission
Electric Safety Regulations
Regulation No. 57-313 (# 3132)

 On January 27, 2016, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Pennsylvania Public Utility Commission (PUC). This rulemaking amends 52 Pa. Code Chapter 57. The proposed regulation was published in the February 6, 2016 Pennsylvania Bulletin with a public comment period that ended on March 7, 2016. The final-form regulation was submitted to the Commission on May 11, 2017.

 This rulemaking amends existing regulations to facilitate safety inspections of electric utilities by the PUC's Electric Safety Division. In addition, the regulation addresses the separation of electric utilities and customer responsibilities, record-keeping requirements and enforcement. It also references the National Electric Safety Code (Code) and requires electric utilities to adhere to the Code.

 We have determined this regulation is consistent with the statutory authority of the PUC (66 Pa.C.S. §§ 501 and 1501) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
