Environmental Assessment Approval for PENN-VEST Funding Consideration

Scope: Clean Water and Drinking Water State Revolving Fund Projects for October 18, 2017, Pennsylvania Infrastructure Investment Authority (PENNVEST) Board meeting consideration.

Description: PENNVEST, which administers the Commonwealth's Clean Water Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF), is intended to be the funding source for the following projects. The Department of Environmental Protection's (Department) review of these projects, and the information received in the Environmental Report for these projects, has not identified any significant, adverse environmental impact resulting from any of the proposed projects. The Department hereby approves the Environmental Assessment for each project. If no significant comments are received during this comment period, the Environmental Assessment will be considered approved and funding for the project will be considered by PENNVEST.

 To be considered, the Department must receive comments on this approval on or by October 2, 2017. CWSRF Projects Being Considered:

Applicant: Lake City Municipal Sewer Authority
County: Erie
Applicant Address: 1150 Maple Avenue, Lake City, PA 16423

Project Description: The proposed project includes the construction of two new aerobic digesters with fine bubble membrane diffusers; construction of a sludge press building housing one rotary sludge press, sludge pump, polymer feed and flocculator; addition of course air diffusers to the existing rotating biological contactors (RBC); replacement of the RBCs with new units including media, shafts, bearings and drives; modification of the chlorine contact tanks to remove dechlorination equipment, add aeration and increase the liquid capacity; installation of a new standalone dechlorination tank with aeration; providing a new lift station for the plant drainage; replacement of the forcemain within the plant; and assorted other improvements.

Problem Description: The Department and Lake City Borough entered into a Consent Order and Agreement (Agreement) on March 25, 2016, to address noncompliance of the Lake City Municipal Sewer Authority wastewater treatment plant (WWTP). The Agreement required implementation of the Borough's Act 537 Plan (Plan) which addressed solids handling concerns and further created the opportunity to review the entire WWTP to meet the future needs of Lake City Borough and adjacent areas in Girard Township. In this regard, the Plan concluded with a proposed rerate of the existing WWTP to a hydraulic design capacity of 1.061 million gallons per day and an organic design capacity of 1,325 lbs BOD5/day. This upgrade and expansion project will allow the plant to adequately manage solids, afford reliability and efficiency to its operation, and have the capacity to allow connection of currently unsewered areas of Lake City Borough as well as areas in neighboring Girard Township that are experiencing sewage compliance problems.

Applicant: Fairchance Georges Joint Municipal Sewage Authority

Project Description: Proposed construction of approximately 61,150 linear feet of 8-inch PVC sanitary sewer; 13,500 linear feet of 10-inch PVC sanitary sewer; 7,400 linear feet of 6-inch PVC sanitary sewer; 7,650 linear feet of 8-inch PVC force main; York Run Pump Station, sewage treatment plant (STP) expansion; 330 sewer lateral connections; and appurtenances to serve existing residences with malfunctioning onlot septic systems in the York Run and Collier areas of Georges Township with treatment provided at the existing Fairchance Georges Joint Municipal Sewage Authority STP.

Problem Description: Existing malfunctioning onlot septic systems discharge partially treated sewage to ground and stream.

Project Description: Proposed construction of approximately 48,000 linear feet of 8-inch PVC sanitary sewer; 6,850 linear feet of 10-inch PVC sanitary sewer; 1,600 linear feet of 12-inch PVC sanitary sewer; 2,250 linear feet of 15-inch PVC sanitary sewer; 1,425 linear feet of 18-inch PVC sanitary sewer; 300 linear feet of 21-inch PVC sanitary sewer; 20,000 linear feet of 6-inch PVC sewer laterals; 2,000 linear feet of 4-inch PVC sewer laterals; 380 manholes; 915 sewer lateral connections; 1,800 linear feet of storm sewer; and appurtenances to replace existing combined sewers and eliminate 2 combined sewer wet weather overflows in accordance with NPDES Permit No. PA0022292 with treatment provided at the existing Ebensburg Municipal Authority STP.

Problem Description: The combined sewer overflows discharge untreated sewage to stream.

Project Description: Proposed construction of approximately 53,000 linear feet of 8-inch PVC sanitary sewer; 200 linear feet of 10-inch PVC sanitary sewer; 375 linear feet of 12-inch PVC sanitary sewer; 750 linear feet of 15-inch PVC sanitary sewer; 750 linear feet of 18-inch PVC sanitary sewer; 500 linear feet of 24-inch PVC sanitary sewer; 275 manholes; 700 sewer lateral connections; and appurtenances to replace existing sewers with treatment provided at the existing Hastings Area Sewer Authority STP.

Problem Description: Existing sewers are currently a source of excess wet weather flows which cause wet weather sewage overflows to the stream.

Project Description: Proposed construction of approximately 21,800 linear feet of 8-inch PVC open-cut sewer; 1,700 linear feet of 10-inch PVC open-cut sewer; 600 linear feet of 12-inch PVC open-cut sewer; 9,800 linear feet of 6-inch PVC lateral sewer; 8,400 linear feet of 8-inch high-density polyethylene slip lining sewer; 205 manholes; 510 lateral inspection ports; and appurtenances to rehabilitate the existing sanitary sewers in the Kernville area of the City of Johnstown with treatment provided at the existing Johnstown—Dornick Point STP.

Problem Description: City of Johnstown sewers are currently a source of excess wet weather flows which contribute to downstream wet weather overflows to the stream.

Project Description: Proposed construction of approximately 5,000 linear feet of 8-inch PVC sanitary sewer; 3,150 linear feet of 8-inch cured in place pipe (CIPP) lining of sanitary sewer; 1,000 linear feet of 6-inch CIPP lining of sanitary sewer; 1,000 linear feet of 12-inch CIPP lining of sanitary sewer; 35 new manholes; 20 manhole rehabilitations; 95 sewer lateral connections; and appurtenances to rehabilitate the existing sanitary sewers and to serve new customers with malfunctioning onlot septic systems with treatment provided at the existing Johnstown—Dornick Point STP.

Problem Description: West Taylor Township sewers are currently a source of excess wet weather flows which contribute to downstream wet weather sewage overflows to the stream.

DWSRF Projects Being Considered:

Applicant: Reade Township Municipal Authority
County: Cambria
Applicant Address: 1032 Skyline Drive, Blandburg, PA 16619

Project Description: Proposed project includes three contracts. Contract 2017-1 will replace a portion of the SR 0053 waterline with approximately 1,350 linear feet of 6-inch water distribution line and appurtenances. Contract 2017-2 will replace approximately 8,750 linear feet of raw waterline with new 10-inch PVC raw water transmission main from an existing well to the disinfection facility and pump station located at the intersection of SR 1024 and Cambria Mills Road. Contract 2017-3 will replace approximately 420 water meter pits with new meters and pressure reducing valves near the property line of existing customers.

Problem Description: The existing water lines and appurtenances within the project areas are antiquated and the suspected contribution to raw water loss and leakage within the system. Most of the water lines are cast iron and are susceptible to a buildup of tuberculation. The buildup of tuberculation within SR 0053 is believed to be a major factor in pressure loss within the Fallen Timber and Flinton service areas during periods of large water demand. In addition, the antiquated lines within the project area are suspected sources of leakage within the system, contributing to the loss of raw water. The task of locating and repairing leaks within the existing system has become costly and time consuming for the Reade Township Municipal Authority (Authority). Line replacement within the project area will help the Authority to be able to concentrate more on preventive maintenance and the optimization of the treatment process. The majority of the meters within the system are located within private homes and businesses, thus making it difficult for Authority staff to obtain meter reads.
