 Under section 2002(b) of The Administrative Code of 1929 (71 P.S. § 512(b)) establishing the Department of Transportation (Department), the Director of the Bureau of Project Delivery, as delegated by the Secretary of Transportation, makes the following written finding:

 The Department is planning the following listed projects. Environmental and Section 4(f) Documentation have been developed for the following identified projects to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System at http://www.dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed identified projects, and all reasonable steps have been taken to minimize the effects.

• SR 0034, Section 000—South Middleton Township, Cumberland County.

Project Description: The Department, through the P3 Rapid Bridge Replacement Project (RBRP), proposes to replace the SR 0034, Section 000 bridge over Hunters Run. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: Bridge and Roadway Programmatic Agreement (BRPA) Categorical Exclusion (CE) Evaluation, approved on March 1, 2017, a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on February 6, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on February 6, 2017.

Proposed Use of Section 4(f)/2002 Resources: The SR 0034 bridge is located within the Appalachian Trail Historic District, which is eligible for listing on the National Register of Historic Places (NRHP). The bridge will be treated as a noncontributing structure because the project will have no adverse effect on the Appalachian Trail Historic District. New right-of-way (ROW) acquisition totaling 0.11 acre will be required from properties within the boundary of the Appalachian Trail Historic District to accommodate any bridge and roadway widening and the wing walls. The Appalachian National Scenic Trail runs through the project area and across the SR 0034 bridge. Approximately 0.19 acre of permanent ROW from the Appalachian National Scenic Trail will be required for the project.

• SR 0062, Section B02—Borough of Tionesta, Forest County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 0062, Section B02 bridge over Tubbs Run. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: Level 2 CE Evaluation, approved on March 23, 2017, a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on March 7, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 7, 2017.

Proposed Use of Section 4(f)/2002 Resources: The Tionesta Historic District, located in all four bridge quadrants, was determined eligible for the NRHP. The project requires the acquisition of 0.10 acre of ROW from within the Tionesta Historic District, including 0.03 acre of ROW from a contributing property. The Fish and Boat Commission boat launch property (Tionesta Access Area) in the southwest quadrant of the project is considered a Section 4(f) recreational resource. Permanent impacts to this resource total 0.04 acre of ROW.

• SR 0078, Section 12M—Greenwich Township, Berks County.

Project Description: This project involves the reconstruction of an 8-mile section of Interstate 78/US 22 in Berks and Lehigh Counties. The improvements also include widening or replacement of structures in the project area, the addition of truck climbing lanes in both directions, widening roadway shoulders and improving sight distance. Minimal upgrades and some repaving will be done to the other roadways within the project area.

Environmental Documents: Level 2 CE Reevaluation, approved on January 3, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on June 30, 2014.

Proposed Use of Section 4(f)/2002 Resources: There are three properties within the project area eligible for listing on the NRHP. Approximately 1.94 acres of land will be required from the Maiden Creek Charcoal Furnace. Approximately 1.28 acres of land will be required from the Heim Farm Property. Approximately 3.5 acres of land will be required from the Kengle Farm Property.

• SR 0188, Section 10M—Jefferson Township, Greene County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 0188, Section 10M (Jefferson Road) bridge over an unnamed tributary to South Fork Tenmile Creek. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: BRPA CE Reevaluation, approved on January 31, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on March 30, 2016.

Proposed Use of Section 4(f)/2002 Resources: The John Rex Farm property is listed on the NRHP. The property is located in the northwest quadrant of the proposed project and a total of 0.0668 acre of permanent ROW acquisition will be required from within the NRHP boundary.

• SR 0222, Section 23S—Maxatawny Township, Berks County.

Project Description: The project consists of the replacement of the intersection between SR 0222 and SR 1024 (Long Lane) with a hybrid roundabout.

Environmental Documents: Level 1b CE Evaluation, approved on March 16, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on February 13, 2017.

Proposed Use of Section 4(f)/2002 Resources: The Hottenstein Rural Historic District was determined eligible for listing on the NRHP. It consists of three farm complexes over approximately 241.2 acres located on both the north and south sides of SR 0222. Approximately 0.04 acre of permanent ROW from the Hottenstein Rural Historic District will be required for this project.

• SR 0232, Section HBQ—District Wide Bridge Rehab Group in Bucks, Chester, Delaware, Montgomery and Philadelphia Counties.

Project Description: The proposed project includes the rehabilitation of the SR 1002 (Sugan Road) bridge over Cuttalossa Creek, the SR 1045 (Hares Hill Road) bridge over French Creek, the SR 4031 (Ridge Pike) bridge over Perkiomen Creek and the SR 4003 (Wissahickon Avenue) bridge over Monoshone Creek.

Environmental Documents: BRPA CE Evaluation was approved on March 17, 2017, and four Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties were approved on March 6, 2017 (three) and March 8, 2017.

Proposed Use of Section 4(f)/2002 Resources: The SR 1002 bridge over Cuttalossa Creek is a contributing resource to the Cuttalossa Valley Historic District, which is listed on the NRHP. The SR 1045 (Hares Hill Road) bridge was built in 1869, and was listed on the NRHP for its engineering and transportation significance. The SR 4031 (Ridge Pike) bridge was built in 1798-1799, and was listed on the NRHP for its engineering significance. The Wissahickon Avenue (SR 4003) culvert over Monoshone Creek is located in Fairmount Park and is eligible as a contributing resource to Fairmount Park Historic District, which is listed on the NRHP.

• SR 0233, Section 000—Greene Township, Franklin County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 0233, Section 000 (Rocky Mountain Road) bridge over Carbaugh Run. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: Level 1b CE Evaluation, approved on January 4, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on December 14, 2016.

Proposed Use of Section 4(f)/2002 Resources: The new bridge will require approximately 0.12 acre of ROW from the approximately 1,130-acre Caledonia State Park that qualifies as a Section 4(f)/ Section 2002 resource.

• SR 0340, Section 011—Salisbury Township, Lancaster County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 0340, Section 011 bridge over Pequea Creek. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: Level 2 CE Evaluation, approved on February 23, 2017, and a Final Individual Section 4(f) Evaluation approved on January 13, 2017.

Proposed Use of Section 4(f)/2002 Resources: The demolition of the bridge, a contributing component of the Pequea North Rural Historic District, will result in an Adverse Effect on the historic district. The new bridge will require land from four contributing properties within the historic district totaling 0.172 acre.

• SR 1001, Section A01—Colebrook Township, Clinton County.

Project Description: The proposed project includes the reconstruction of the SR 1001 bridge over Lick Run.

Environmental Documents: BRPA CE Evaluation, approved on March 16, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 14, 2017.

Proposed Use of Section 4(f)/2002 Resources: There will be permanent ROW acquisition totaling 0.01 acre from Colebrook Township Park, a Section 4(f)/Section 2002 resource.

• SR 1016, Section 000—Huntington and Tyrone Townships, Adams County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 1016, Section 000 (Upper Bermudian Road) bridge over Bermudian Creek. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: Level 2 CE Reevaluation, approved on February 22, 2017, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on July 25, 2016.

Proposed Use of Section 4(f)/2002 Resources: The Northern Adams County Fruitbelt Historic District was determined eligible for listing on the NRHP. The entire project area is within the historic district and the SR 1016 bridge is a contributing element to the historic district.

• SR 1024, Section 000—Ephrata Township, Lancaster County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 1024, Section 000 bridge over Indian Run. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: BRPA CE Evaluation, approved on March 17, 2017, a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 31, 2016.

Proposed Use of Section 4(f)/2002 Resources: The Keller Farm, located west of Indian Run on the north side of SR 1024, was determined eligible for listing on the NRHP. The project will require the acquisition of 0.04 acre of ROW from the Keller Farm to accommodate minor profile adjustments and new scour protection.

• SR 1048, Section 000—East Earl and Brecknock Townships, Lancaster County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 1048, Section 000 bridge over Black Creek. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: BRPA CE Evaluation, approved on March 21, 2017 and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on July 1, 2016.

Proposed Use of Section 4(f)/2002 Resources: The Christian Schneder House/Farm, located in the northeast quadrant of the project study area, is eligible for listing on the NRHP. The project will require the acquisition of 0.04 acre of ROW.

• SR 2007, Section 012—Washington Township, Snyder County.

Project Description: The proposed project consists of replacing the SR 2007, Section 012 bridge over a tributary to Middle Creek. The project also includes minor approach roadway work, guide rail updates and drainage improvements.

Environmental Documents: BRPA CE Evaluation, approved on January 9, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on December 21, 2016.

Proposed Use of Section 4(f)/2002 Resources: The Inch (Gemberling) Farmstead is eligible for listing on the NRHP. The proposed project will require approximately 0.014 acre of permanent ROW from the resource.

• SR 3013, Section 002—Jefferson Township, Fayette County.

Project Description: The Department, through the P3 RBRP, proposes to replace the SR 3013, Section 002 bridge over Middle Run. The project also includes updating guiderail, improving drainage, and milling and overlaying the approaches. Minor profile adjustments along the roadway approaches are also anticipated.

Environmental Documents: BRPA CE Reevaluation, approved on January 31, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 21, 2016.

Proposed Use of Section 4(f)/2002 Resources: The proposed project will require approximately 0.05 acre of permanent ROW from the 663-acre State Game Lands No. 238 that qualifies as a Section 4(f)/Section 2002 resource.

• SR 3023, Section 011—Martic Township, Lancaster County.

Project Description: The proposed project involves the rehabilitation of the existing structure carrying SR 3023 (Frogtown Road) over Pequea Creek. The anticipated structure work will involve replacement of the bridge deck and beams, as well as the repair of the pier and abutments. The approach roadway work will be limited to the tie-ins with the existing roadway, guide rail updates, and replacement of an existing 18" pipe under T-424 (Horse Hollow Road).

Environmental Documents: BRPA CE Evaluation, approved on February 14, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on January 26, 2016.

Proposed Use of Section 4(f)/2002 Resources: Sickman's Mill, located within the project area, is eligible for listing on the NRHP. The proposed project will require acquisition of approximately 0.018 acre of ROW from Sickman's Mill.

• SR 7101, Section BR—Annville Township, Lebanon County.

Project Description: The project consists of the replacement of the South Spruce Street bridge over the Quittapahilla Creek.

Environmental Documents: Level 1b CE Evaluation, approved on March 23, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on February 10, 2017.

Proposed Use of Section 4(f)/2002 Resources: The proposed project will require approximately 0.047 acre of permanent ROW from the 34-acre Quittie Creek Nature Park that qualifies as a Section 4(f)/Section 2002 resource.

• SR 7225, Section 000—Worth Township, Centre County.

Project Description: The proposed project includes the reconstruction of the Township Road 348 (Ardery Hollow Road) bridge over Ardery Run.

Environmental Documents: BRPA CE Evaluation, approved on March 10, 2017, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on March 3, 2017.

Proposed Use of Section 4(f)/2002 Resources: The J. Ardrey Farm is eligible for listing on the NRHP. There will be permanent ROW acquisition totaling 0.043 acre from the J. Ardrey Farm.

• SR 9900, Section LBR—Leroy Township, Bradford County.

Project Description: The project includes the removal of Bradford County bridge No. 16, which carried Curtis Wright Road (T-332) over Towanda Creek until 2011 when the bridge was closed. T-332 will be vacated north of the bridge and south of the bridge upon completion of the project.

Environmental Documents: CE Level 2 Evaluation, approved on March 29, 2017, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges document approved on February 17, 2017.

Proposed Use of Section 4(f)/2002 Resources: The NRHP-eligible Kelley bridge (county bridge No. 16) that carries Curtis Wright Road (T-332) over Towanda Creek is historically and technologically significant. The bridge is structurally deficient and of insufficient capacity. It has been closed since 2011 and it will be removed. Bradford County has replaced and reopened the nearby Crofut Road (T-323) bridge (No. 17) maintaining a crossing over Towanda Creek.
